WVSU DevComSoc organizes FIMI with Daily Guardian, Internews, and WVSU Development Communication Division
Students from WVSU College of Communication, Iwrite UPV, WVSU Athenaeum Keepers, and University of San Agustin, guests, and journalism experts gathered at the WVSU Audio-Visual Hall last, March 16, 2026 for the Forum on Foreign Manipulation and Interference (FIMI) in the Philippines.
The forum opened with insights from Ms. Janina Santos of DoubleThink Lab, who defined FIMI and discussed the impacts of FIMI on information ecosystems. This was followed by Ms. Cristina Chi of PhilStar.com who shared her experiences in data-gathering, fact-checking, and debunking misinformation. Prof. Felipe Salvosa III of PressOne.ph concluded the discussion with a compelling talk on narrative influence, manipulation, and the power of rewriting reality.
Through meaningful conversations and shared expertise, the forum underscored the importance of protecting truthful information and empowering communities against disinformation. It emphasized the role of media literacy, responsible journalism, and critical thinking in strengthening the fight against Foreign Information Manipulation and Interference (FIMI).

In 2025, recurring headlines on climate crisis, weak flood control, delayed justice, and corruption revealed how the government failed to fill the gaps on people's vulnerabilities.
The Philippine League of Development Communication Students (PHILDEVCOM), together with the UPLB Development Communicators' Society, USM Development Communication Society, VSU Development Communicatorsโ Society, WVSU Development Communicatorsโ Society, and ADNU Media Studies Society fully condemns any acts of corruption and injustice.
We stand in solidarity with Filipino communities who continue to bear the brunt of climate disasters they did not cause, and with all marginalized people worldwide who are rendered vulnerable by extractive development, distorted narratives, and governance failures.

The Association of Development Communication Educators and Practitioners (ADCEP) Philippines pays tribute to our great mentor and mother, Dr. Nora C. Quebral.
As the โMother of Devcom," Dr. Quebral gave birth to the academic discipline of development communication, which was first offered at the University of the Philippines Los Banos. She also mentored many devcom educators and practitioners in the Philippines and in Asia. It was in her 1971 paper entitled โDevelopment Communication in the Agricultural Contextโ that the world first heard of the definition of development communication, which continues to guide development communication scholars and practitioners today. Her strong leadership as Chair of the Department of Agricultural Communication in what was then the UP College of Agriculture laid the foundations for academic programs in development communication at the University of the Philippines Los Baรฑos and eventually to other universities in the country.
Dr. Quebral has been widely recognized for her leadership and scholarship in the field of devcom. This includes the Philippine Council for Agricultural Resources Research and Development, the Asian Media Information and Communication Centre, and the London School of Economics and Political Science, which conferred her an Honorary Doctorate for her immense contributions to devcom and carving a place for it in the social sciences.
ADCEP grieves with Dr. Quebralโs family and loved ones. We encourage our members to take a moment of silence, read the devcom definition in our classes, and share our fond memories and photos with her as we honor her long years of contribution to the field.
We commemorate Dr. Quebral along with many devcom students, educators, researchers and practitioners who have been inspired, mentored, and transformed by her ideas.
As her sons, daughters, and grandchildren in the field, we will continue to carry on what she has started. Our service and our love for devcom will guarantee that Dr. Quebralโs legacy lives on forever.
