‎The University Student Government of TUP Manila, through TUP CARES, has officially opened a sensing form to be able to assess the needs of the students who were severely affected by the recent fire incident in Parola Compound, Binondo, Manila.
‎
‎This initiative aims to help identify the concerns and necessary support needed by the affected students. All information gathered through this form will be used solely for relief, support, and coordination purposes by the University Student Government and authorized university offices.

‎The University Student Government of TUP Manila is officially informing the student body that the request to temporarily suspend the mandatory wearing of the official university uniform at our institution in view of the anticipated high heat index conditions have been approved in the effort of University Student Government and in their capacity as the executives of Federation of Student Governments and the Office of Student Regent.
‎
‎Students may wear comfortable and weather-appropriate clothing starting on April 20, 2026, given that it shall still remain aligned with the university’s standards of decency, safety, and professionalism in which will remain in force until further notice or until weather conditions improve.

‎𝗛𝗲𝗿𝗲 𝗮𝗿𝗲 𝘁𝗵𝗲 𝗮𝗹𝗹𝗼𝘄𝗲𝗱 𝗮𝘁𝘁𝗶𝗿𝗲 𝗳𝗼𝗿 𝗿𝗲𝗳𝗲𝗿𝗲𝗻𝗰𝗲:

The TUP University Student Government stands firm in its commitment, responsibility, and its position. Mere leniency is not enough. While the student body seeks for alternative learning modality, the USG also advocates for sufficient facilities that could handle the impact of extreme heat. Offered solutions should not be a privilege to be granted—these should be a necessary and responsible action grounded in the lived realities of our students and in the legal obligation of this university.

As early as 𝗔𝗽𝗿𝗶𝗹 𝟴, 𝟮𝟬𝟮𝟲, the 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗥𝗲𝗴𝗲𝗻𝘁, 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗨𝗦𝗚 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝘀 𝗼𝗳 𝗲𝗮𝗰𝗵 𝗧𝗨𝗣 𝗖𝗮𝗺𝗽𝘂𝘀𝗲𝘀, in their capacity as executives of 𝗙𝗲𝗱𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁𝘀, formally submitted a petition advocating for the strategic implementation of a temporary hybrid modality and a climate-responsive dress code policy. Building on this, the USG continued to take proactive steps by formally communicating our request to the administration on 𝗔𝗽𝗿𝗶𝗹 𝟭𝟯, 𝟮𝟬𝟮𝟲 which coincides with the National Transport Strike on April 15-17, 2026.

We did not wait—we acted. These efforts were driven by the urgent realities students are facing today. The combined pressures of economic and environmental conditions are no longer abstract concerns; they are directly affecting students’ ability to perform, ultimately compromising academic standards and program outcomes.

The crisis our student body faces today is not a single inconvenience. An undeniable number of public transportation operators have already suspended their routes due to escalating fuel costs. For those traveling daily from Cavite, Bulacan, Rizal, Laguna, Batangas, or outside Metro Manila, this is not an inconvenience—it is a crisis. Meanwhile, PAGASA has recorded heat index values exceeding 40° C. Students waiting at unshaded terminals, walking long distances, or sitting in classrooms cooled only by a few number of electric fans are not simply just uncomfortable—these are medical risks. The complaints of the students are not speculative—it is certain.

Students are always challenged to be resilient. We are told to find a away. And every single day, we do. But resilience is not a substitute for institutional accountability. The student body deserves commitments. The student body is owed a direct, clear, and honest communication from the highest offices of this university about what this week holds, what the university's plan is, and what recourse is available to them.

This afternoon, the Office of the Vice President for Academic Affairs released OVPAA Memorandum No. 8, s. 2026, announcing the shift to Remote Synchronous Learning Modality on April 16, 2026. Faculties are directed to conduct schedules classes online, while university offices remain open for official transactions.

𝗢𝗡 𝗧𝗛𝗘 𝗦𝗧𝗔𝗧𝗨𝗦 𝗢𝗙 𝗧𝗛𝗘 𝗥𝗘𝗤𝗨𝗘𝗦𝗧 𝗢𝗙 𝗧𝗛𝗘 𝗢𝗦𝗥 𝗙𝗢𝗥 𝗧𝗛𝗘 𝗦𝗧𝗥𝗔𝗧𝗘𝗚𝗜𝗖 𝗜𝗠𝗣𝗟𝗘𝗠𝗘𝗡𝗧𝗔𝗧𝗜𝗢𝗡 𝗢𝗙 𝗔 𝗧𝗘𝗠𝗣𝗢𝗥𝗔𝗥𝗬 𝗛𝗬𝗕𝗥𝗜𝗗 𝗠𝗢𝗗𝗔𝗟𝗜𝗧𝗬 𝗔𝗡𝗗 𝗖𝗟𝗜𝗠𝗔𝗧𝗘-𝗥𝗘𝗦𝗣𝗢𝗡𝗦𝗜𝗩𝗘 𝗗𝗥𝗘𝗦𝗦 𝗖𝗢𝗗𝗘 𝗣𝗢𝗟𝗜𝗖𝗬
The Vice President for Academic Affairs, in consultation and discussions with the Campus Assistant Directors for Academic Affairs (ADAAs) and the Council of Deans of TUP Manila, informs the student body that the implementation of a hybrid learning modality shall be determined at the campus level. With regard to the proposed suspension of the mandatory wearing of the official TUP student uniform in light of the anticipated high heat index as forecasted by PAGASA, each campus is likewise granted discretion to either adopt the proposed guidelines or issue alternative directives deemed appropriate to address prevailing conditions. The Office of the Student Regent and USG of each TUP Campus is yet to receive updates and consultations with the administration on this matter.

The USG acknowledges this decision, and see the good faith behind it. We appreciate the administration’s efforts to coordinate and show compassion to the student body. However, we place on the record that it should have not taken this long. Data and Arguments are presented. Conditions were clear. Our students should have not had to absorb one more day of unnecessary risk before the institution acted.

📌GUIDELINES AND REQUIREMENTS OF APPLICATION📄

𝐈. 𝐄𝐋𝐈𝐆𝐈𝐁𝐈𝐋𝐈𝐓𝐘 𝐂𝐑𝐈𝐓𝐄𝐑𝐈𝐀
To be eligible for accreditation, a photo studio must meet the following criteria:

• Must demonstrate a minimum of two (2) years of professional photography experience as of April 2026.
• Must maintain an active GOLD or PLATINUM Membership (Provide the necessary supporting documentation via the designated Google Form).
• Must be willing to prepare and edit the official graduation PowerPoint presentation for the 2026 Graduation Ceremony.

𝐈𝐈. 𝐐𝐔𝐀𝐋𝐈𝐅𝐈𝐂𝐀𝐓𝐈𝐎𝐍 𝐑𝐄𝐐𝐔𝐈𝐑𝐄𝐌𝐄𝐍𝐓𝐒
Interested photo studios must comply with the following:

𝗔. 𝗣𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻𝗮𝗹 𝗘𝘅𝗽𝗲𝗿𝗶𝗲𝗻𝗰𝗲𝘀 𝗮𝗻𝗱 𝗘𝗻𝗴𝗮𝗴𝗲𝗺𝗲𝗻𝘁𝘀
• Must have at least two (2) consecutive years of providing photography services to other colleges or universities is required.
• Must submit notarized contracts, formal letters of recommendation, or equivalent legal documents to validate previous engagements.

𝗕. 𝗙𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗢𝗯𝗹𝗶𝗴𝗮𝘁𝗶𝗼𝗻𝘀
• Must agree to settle the TUP Manila trademark licensing fee, estimated between ₱30,000 to ₱40,000.

𝗖. 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗖𝗮𝗽𝗮𝗰𝗶𝘁𝘆
• Must demonstrate its ability to manage high student volumes efficiently while still producing high quality images.
• Must meet the following output and delivery timeline:
- Ability to deliver quality soft copies within 2–3 business days.
- Ability to complete hard copies with frames within 2-3 weeks from the shoot date.

𝗗. 𝗣𝗲𝗿𝘀𝗼𝗻𝗻𝗲𝗹 𝗘𝘅𝗽𝗲𝗿𝘁𝗶𝘀𝗲
• Must employ highly skilled professional make-up artists, photographers, and support personnel with sufficient experience, professionalism, and customer service skills.

𝐈𝐈𝐈. 𝐑𝐄𝐐𝐔𝐈𝐑𝐄𝐃 𝐃𝐎𝐂𝐔𝐌𝐄𝐍𝐓𝐒
The following documents must be submitted as part of the accreditation process:

𝗔. 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗮𝗻𝗱 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗣𝗿𝗼𝗽𝗼𝘀𝗮𝗹
• A detailed service proposal outlining the studio’s approach to fulfilling the graduation photography requirements.
• Quotation for the standard package as set by the Graduation Committee.
• Company/Studio Address.
• Latest samples of:
- Toga, Filipiniana/Barong photos
- Creative shots (both raw and edited)
- Sample make-up application

𝗕. 𝗥𝗲𝗰𝗼𝗿𝗱 𝗼𝗳 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽𝘀
• A list of previous partner universities/colleges, including:
- Specific college/department.
- Academic year/s of partnership.

𝗖. 𝗟𝗲𝗴𝗮𝗹 𝗮𝗻𝗱 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗼𝗿𝘆 𝗗𝗼𝗰𝘂𝗺𝗲𝗻𝘁𝘀
All permits and certifications must be valid at least through December 31, 2026:

• DTI Certificate
• Mayor’s Permit
• Tax Clearance Certificate
• Income Tax Return
• Certificate of Business Registration
• Company Financial Statement
• Audited Financial Statement (2025)
• Notarized contracts with at least three (3) universities (Signatures must be redacted).

𝗦𝗲𝗹𝗲𝗰𝘁𝗶𝗼𝗻 𝗣𝗿𝗼𝗰𝗲𝘀𝘀:
• Open to all aspiring photo studios.
• The 𝗳𝗶𝗿𝘀𝘁 𝟭𝟬 𝘀𝘂𝗯𝗺𝗶𝘀𝘀𝗶𝗼𝗻𝘀 only will be accepted before closing the application.
• All 10 submissions will be reviewed and considered.
• The selected TOP 5 photo studio will be discussed for an 𝗼𝗰𝘂𝗹𝗮𝗿 𝘃𝗶𝘀𝗶𝘁.
• The chosen TOP 3 will proceed to the 𝗯𝗶𝗱𝗱𝗶𝗻𝗴 𝗽𝗿𝗼𝗰𝗲𝘀𝘀.
• The 𝗢𝗙𝗙𝗜𝗖𝗜𝗔𝗟 𝗣𝗛𝗢𝗧𝗢 𝗦𝗧𝗨𝗗𝗜𝗢 will be chosen based on the bidding outcome.
