The PLM College of Law Student Council releases its Statement to the Independent Audit Report of the PLM Student Commission on Audit.

In the spirit of transparency, accountability, and good governance, we provide our clarifications, explanations, and commitments moving forward. As future members of the legal profession, we recognize that public trust is earned not through the absence of scrutiny, but through openness, accountability, and a willingness to answer legitimate questions.

𝗜𝗡𝗗𝗘𝗣𝗘𝗡𝗗𝗘𝗡𝗖𝗘 𝗜𝗦 𝗡𝗢𝗧 𝗠𝗘𝗥𝗘𝗟𝗬 𝗥𝗘𝗠𝗘𝗠𝗕𝗘𝗥𝗘𝗗 — 𝗜𝗧 𝗜𝗦 𝗨𝗣𝗛𝗘𝗟𝗗.

One hundred twenty-seven years after the proclamation of Philippine independence, we are reminded that the true measure of freedom lies not only in our nation's sovereignty, but in the strength of our democratic institutions and the willingness of its citizens to defend them.

Today, our country continues to navigate significant political and constitutional questions. Public discourse remains shaped by debates on accountability, the separation of powers, the rule of law, and the proper exercise of governmental authority. While opinions may differ, these moments underscore an enduring truth: democracy demands vigilance, participation, and an unwavering commitment to constitutional principles.

As law students, we recognize that independence is not merely a historical achievement to be commemorated once a year. It is a continuing project that requires the courage to uphold the law, the wisdom to engage in reasoned discourse, and the integrity to place the public interest above personal or political gain. At a time when institutions are tested and public trust is continually challenged, our responsibility is to remain steadfast in our pursuit of truth, justice, and the common good.

The heroes of 1898 entrusted future generations with a free Republic. It now falls upon us to ensure that freedom is preserved not only through remembrance, but through active citizenship and faithful adherence to the ideals upon which our nation was built.

As we commemorate this Independence Day, may we recommit ourselves to the values that sustain a democratic society: respect for the Constitution, accountability in public service, and an enduring belief that the law must always serve the people.

𝗧𝗛𝗘 𝗖𝗢𝗡𝗦𝗧𝗜𝗧𝗨𝗧𝗜𝗢𝗡 𝗛𝗔𝗦 𝗕𝗘𝗘𝗡 𝗥𝗔𝗧𝗜𝗙𝗜𝗘𝗗

A Constitution is more than a governing document. It is the embodiment of a community’s shared values, aspirations, and commitment to democratic governance. It establishes the framework through which rights are protected, responsibilities are defined, accountability is enforced, and leadership is exercised.

For law students, the significance of a Constitution carries a deeper meaning. As future members of the legal profession, we are called to uphold the rule of law, constitutionalism, due process, and democratic participation. The ratification of a Constitution is therefore not merely an administrative exercise, it is a reaffirmation of the very principles we study, defend, and aspire to practice.

Today, the PLM College of Law marks a significant milestone in its history.

By virtue of the results certified by the PLM Student Commission on Elections and pursuant to the issuance of the 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁𝗶𝗮𝗹 𝗣𝗿𝗼𝗰𝗹𝗮𝗺𝗮𝘁𝗶𝗼𝗻 𝗗𝗲𝗰𝗹𝗮𝗿𝗶𝗻𝗴 𝘁𝗵𝗲 𝗥𝗮𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗔𝗱𝗼𝗽𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗟𝗠 𝗖𝗼𝗹𝗹𝗲𝗴𝗲 𝗼𝗳 𝗟𝗮𝘄 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗮𝗻𝗱 𝗜𝘁𝘀 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻𝘀, the Constitution is hereby formally declared 𝗥𝗔𝗧𝗜𝗙𝗜𝗘𝗗, 𝗔𝗗𝗢𝗣𝗧𝗘𝗗, 𝗔𝗡𝗗 𝗜𝗡 𝗙𝗨𝗟𝗟 𝗙𝗢𝗥𝗖𝗘 𝗔𝗡𝗗 𝗘𝗙𝗙𝗘𝗖𝗧.

The ratification plebiscite recorded 𝟭𝟲𝟰 𝘃𝗼𝘁𝗲𝘀 𝗰𝗮𝘀𝘁 𝗼𝘂𝘁 𝗼𝗳 𝟮𝟳𝟳 𝗲𝗹𝗶𝗴𝗶𝗯𝗹𝗲 𝘃𝗼𝘁𝗲𝗿𝘀, with 𝟭𝟲𝟬 𝘃𝗼𝘁𝗲𝘀 𝗶𝗻 𝗳𝗮𝘃𝗼𝗿 𝗼𝗳 𝗿𝗮𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗶𝗼𝗻 and 𝟰 𝘃𝗼𝘁𝗲𝘀 𝗮𝗴𝗮𝗶𝗻𝘀𝘁. Through this overwhelming mandate, the student body has formally adopted a constitutional framework that shall guide student representation, participation, accountability, and governance within the College of Law.

This achievement was made possible through the dedication and collective efforts of the Constitutional Committee created on 𝟮𝟵 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟬𝟮𝟱, composed of representatives from the Student Council, law organizations, and the various year levels of the College. Their work, together with the active participation of the student body, culminated in the successful adoption of a Constitution that reflects the values, aspirations, and collective will of the PLM College of Law community.

The PLM College of Law Student Council extends its sincere gratitude to the members of the Constitutional Committee, the PLM Student Commission on Elections, and every law student who took part in this historic exercise of student democracy.

Today, we do not simply adopt a document. We affirm our collective commitment to principled leadership, responsible representation, and governance anchored upon the rule of law.

𝗟𝗲𝘅 𝗔𝗱 𝗕𝗼𝗻𝘂𝗺 𝗣𝘂𝗯𝗹𝗶𝗰𝘂𝗺.
𝗧𝗵𝗲 𝗟𝗮𝘄 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗣𝘂𝗯𝗹𝗶𝗰 𝗜𝗻𝘁𝗲𝗿𝗲𝘀𝘁.

The PLM College of Law Student Council is pleased to inform the community that the 𝗽𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗼𝗹𝗹𝗲𝗴𝗲 𝗼𝗳 𝗟𝗮𝘄 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗵𝗮𝘀 𝗯𝗲𝗲𝗻 𝗥𝗔𝗧𝗜𝗙𝗜𝗘𝗗 through a plebiscite conducted by the PLM Student Commission on Elections.

Based on the official canvass, 𝟭𝟲𝟬 students voted in favor of ratification, while 𝟰 voted against, out of 𝟭𝟲𝟰 votes cast from a total of 𝟮𝟳𝟳 eligible voters.

The PLM College of Law Student Council extends its sincere appreciation to all students who participated in the plebiscite. Your participation and exercise of the right to vote were instrumental in the successful ratification of the Constitution and in strengthening student representation within the College of Law.

The PLM Student Commission on Elections hereby releases the 𝗳𝗶𝗻𝗮𝗹 𝗮𝗻𝗱 𝗼𝗳𝗳𝗶𝗰𝗶𝗮𝗹 𝘁𝗮𝗹𝗹𝘆 𝗼𝗳 𝘃𝗼𝘁𝗲𝘀 for the plebiscite on the adoption of the Constitution of the PLM College of Law Student Council (PLM CL-SC).

The number of registered voters was updated following the inclusion of additional students who were initially not included in their respective cluster precincts. Out of 𝟮𝟳𝟳 𝗿𝗲𝗴𝗶𝘀𝘁𝗲𝗿𝗲𝗱 𝘃𝗼𝘁𝗲𝗿𝘀, a total of 𝟭𝟲𝟰 𝘃𝗼𝘁𝗲𝗿𝘀 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗲𝗱 in the plebiscite, representing a voter turnout of 𝟱𝟵.𝟮𝟭%.

The votes cast are as follows:
• 160 voted YES in favor of adopting the proposed Constitution.
• 4 voted NO.

𝐋𝐎𝐕𝐄 — because his passion for teaching was unmatched. His lessons shaped countless students into the lawyers and individuals they are today. Even in practice, many still carry with them the warmth and guidance of having once been his student.

𝐑𝐄𝐒𝐏𝐄𝐂𝐓 — deeply instilled in the minds and hearts of those he mentored, for his invaluable contributions not only to legal education but also to the formation of principled and competent practitioners of the law.

Our very own council veteran, 𝐆𝐞𝐫𝐨𝐧𝐞 “𝐊𝐮𝐲𝐚 𝐆𝐞𝐫𝐨𝐧𝐞” 𝐒𝐚𝐥𝐞𝐬, who has become one of the most familiar faces in the College of Law after serving 𝟑 𝐜𝐨𝐧𝐬𝐞𝐜𝐮𝐭𝐢𝐯𝐞 𝐭𝐞𝐫𝐦𝐬 in the council. Whether during freshman orientation at the registration table or as the host welcoming everyone, many students know you as the approachable and calm “Kuya” who’s always easy to talk to and be around. Your steady presence and easygoing personality make people naturally feel welcomed and comfortable.

𝐘𝐨𝐮 𝐬𝐡𝐨𝐰 𝐮𝐩, 𝐬𝐭𝐞𝐩 𝐮𝐩, and continue to be someone people look up to in the community. Wishing you more success, happiness, and well-deserved rest this year. Keep inspiring others with your calm energy and genuine kindness, Kuya! ✨
