“Malayo na, pero malayo pa rin ang kailangang marating”
This was the message from the third session of the Health Equity Learning Series, with the theme, “Health Equity in Focus: Lessons from Early Implementation of UHC in Selected Regions. Organized by Program for Health Equity of UP Manila College of Public Health, in collaboration with the Zuellig Family Foundation (ZFF), the hybrid session had over 3,000 participants, with more than 40 onsite participants, 1,000 Zoom Webinar attendees, and a peak of over 1,000 combined Facebook Live viewers on both UP-CPH and ZFF’s pages.
The learning session focused on Zuellig Family Foundation’s data, challenges encountered, and lessons from the Bayang Malusog Program. Dr. Catherine A. Chung, Local Health Systems Director, and Dr. Anthony G. Faraon, Deputy Executive Director, spotlighted the implementation of the Konsulta Program, the primary care benefit of PhilHealth, that serves as anchor of UHC implementation in the country.
Dr. Leizel P. Lagrada, Program for Health Equity Coordinator, moderated the panel discussion that unpacked insights, lessons and remaining challenges with key stakeholders. Dr. Anna Ma. Theresa S. De Guzman, Pangasinan Provincial Health Officer and Provincial Health Officer Association President, noted that the Bayang Malusog Program of ZFF has significantly empowered and capacitated the Province of Pangasinan through training on technical and leadership skills of their implementers. Supporting the LGUs in implementing UHC, DOH CHD Region I Regional Director Dr. Paula Paz M. Sydiongco emphasized the importance of establishing regional management and technical working groups dedicated to support UHC implementation, particularly to ensure that the poorest populations are reached.
From the national vantage point, Dr. Francisco Z. Soria Jr., Quality Assurance Group Vice President of PhilHealth, pointed out that system issues are a significant barrier they face and that plans are underway to unify the various models of Konsulta package and expand its content. Meanwhile, DOH Division Chief Mr. Lindsley Jeremiah D. Villarante highlighted that addressing supply-side challenges is crucial, but integrating supply and demand strategies is equally important. It was emphasized that increased awareness among Filipinos about their health benefits is also essential for achieving broader coverage of services under Universal Health Care.
The session concluded with a call to action from ZFF President Mr. Austere Panadero, who also outlined three key strategies for reducing health inequities: prioritizing marginalized groups to ensure inclusivity, collaborating with primary care service providers to overcome technical challenges and improve quality of services, and sustaining investments in primary care service. President Panadero stated that while the systems have already been in place, further streamlining is needed to be truly effective.
Overall, the session provided an avenue to celebrate the progress LGUs have made in delivering Konsulta services while maintaining that there is an urgent need to identify strategies to accelerate UHC implementation. Indeed, much has been accomplished but much more needs to be done, particularly in ensuring that nobody is left behind in implementing UHC.

Cuasay of the BS Hygiene Class of 1968 formalized her generous scholarship grant to a deserving BS Public Health student with a Memorandum of Agreement signing ceremony with the College of Public Health, represented by Dean Fernando B. Garcia Jr.. Dr. Cuasay announced the said donation during the MOA signing ceremony of the BS Hygiene Class of 1968 Scholarship last December 22, 2023.
