aims to create a network of universities/colleges/institutes/schools that offer IT education to be able to share good practices, provide quality assurance, assist its members to attain accreditation status, closely coordinate with local and international accreditation bodies to promote a culture of excellence amongst its member institutions.

Welcome to the CODITE Leadership and Engagement Program 2026!

CODITE-NCR warmly invites all members to join this year’s Leadership and Engagement Program with the theme, “Reboot and Recharge: Healthy Leaders, High Performing Institutions.” The program will be held on June 16–17, 2026 at Shercon Resort and Ecology Park, Mataas na Kahoy, Lipa City, Batangas.

Program Highlights:
• Leadership and wellness sessions for academic leaders
• Meaningful dialogue and sharing of best practices in IT education

Proudly present our featured CODITE-NCR member, Dr. Roselia C. Morco. Join us as we recognize her contributions and celebrate her impact this month!

Dr. Roselia Celestino Morco is a Professor IV and the Information Systems Program Chair at the Technological Institute of the Philippines – Quezon City, with over two decades of experience in Information Technology education, research, and academic leadership. She holds a Doctor in Information Technology and has been actively involved in advancing outcomes-based education, curriculum development, and industry-aligned learning in Information Systems. Before joining T.I.P., she served as the Chairman of the Information Technology program at Isabela State University, Ilagan Campus, Isabela, and was one of the pioneers in establishing the Bachelor of Science in Information Technology program.

Dr. Morco has made significant contributions to quality assurance and academic excellence, having actively participated and been involved in multiple accreditation initiatives of the College of Computer Studies, including the Philippine Association of Colleges and Universities Commission on Accreditation (PACUCOA) - Levels I to IV, CHED Center of Excellence, PCS Information and Computing Accreditation Board (PICAB), Accreditation Board for Engineering and Technology (ABET), and ASEAN University Network-Quality Assurance (AUN-QA). Her involvement in these accreditation efforts has helped ensure program quality and global alignment of IT education standards.

An advocate of innovation in teaching and student development, she led initiatives that earned the Best Initiated Department Action (BIDA) Award under Student Development, organized by the Council of Deans and Program Heads for Information Technology Education – NRC, becoming the first recipient for her work in integrating industry certifications into Information Systems courses, strengthening students’ competencies and employability.

Dr. Morco is also deeply engaged in research, with numerous publications and presentations in international conferences focusing on business and data analytics, business process management, information systems management, decision support systems, and information security. Her research contributes to both academic advancement and practical solutions to real-world problems.

She is one of the key proponents behind the establishment of the Junior Information Systems Security Association (JISSA) at TIP Quezon City. Under her guidance as adviser, the organization has conducted impactful activities such as Capture the Flag competitions, cybersecurity seminars, and workshops.

Dr. Morco has received recognitions for excellence in teaching, research, and mentoring, including awards for coaching student teams to success in national and international competitions such as the Southeast Asia UN Cybercrime Hackathon (1st Runner-up). She is also a recipient of awards in research presentation, outcomes-based teaching, and faculty excellence. She also holds several professional certifications, including Business Model Canvas Essentials, Scrum Foundation, Business Intelligence Foundation, and DB2 Academic Associate, demonstrating her continued commitment to professional growth and industry relevance.

Currently, she serves as the Secretary of the ACM Manila Chapter and remains an active member of several professional organizations in IT, analytics, and cybersecurity. Through her leadership, research, and service, Dr. Morco continues to shape the future of Information Systems education and contribute to the development of industry-ready and socially responsible computing professionals.

This April, we proudly highlight Dr. Raymond S. Macatangga, esteemed Member of the Board of Trustees. His leadership, vision, and unwavering commitment to academic excellence continue to inspire innovation and collaboration within the CODITE community. Join us as we recognize his contributions and celebrate his impact this month!

Dr. Raymond S. Macatangga is currently the Dean of the College of Computer Studies and holds the rank of Professor IV at Our Lady of Fatima University (OLFU). He also serves as the Department Chair of the OLFU Graduate School's Department of Computer Science and Technology.

He completed his Bachelor of Science in Computer Science, Master of Science in Computer Science (Magna Cum Laude), and Master of Arts in Computer Education (Summa Cum Laude) at AMA University, Quezon City campus. Additionally, he earned his Doctor of Information Technology and Doctor of Business Administration with a concentration in Applied Computer Science.

In 2017, Dr. Macatangga was recognized as one of the 1,000 Microsoft Education Ambassadors in the Philippines. He has passed various IT certification exams from Microsoft, Certiport, EC-Council, Adobe, and CISCO, among others. He furthered his education through Harvard University Online, completing courses in Data Privacy and Technology, Data Science Principles, and Open Innovation, leading to a Certificate of Specialization in Harvard Digital.

Currently, he is the National Treasurer and a Member of the Board of Trustees of the Philippine Society of Information Technology Educators, Inc. (PSITE) National, and the Board of Trustees of the Council of Deans for Information Technology Educators (CODITE) National Capital Region. Since 2015, he has served as a Member of the CHED Regional Quality Assessment Team (RQAT) for Information Technology Education and Entertainment and Multimedia Computing programs for the National Capital Region.

Dr. Macatangga is also an IT Consultant for various local and international companies. He is a book author and editor of local computer books in the country and serves as a local and international accreditor for the Philippine Association of Colleges and Universities – Commission on Accreditation (PACUCOA) and the PCS Information and Computing Accreditation Board (PICAB).

In 2025, he was accepted as an ABET Program Evaluator for Computer Science and began visiting foreign higher educational institutions under CSAB, the lead ABET member society for the accreditation of degree programs in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, Artificial Intelligence/Machine Learning, and Software Engineering.

Dr. Macatangga was appointed as the Founding Chair of the Association of Computing Machinery (ACM) Manila chapter last March 2026. The establishment of the ACM Manila Chapter signals an expansion of the organization’s presence in the Philippines, providing a platform for computing educators, researchers, and industry professionals to collaborate, exchange knowledge, and address emerging challenges in the field.
