Pursuant to the formal petition initiated by the Office of the Student Regent regarding the implementation of a climate-responsive dress code, the 𝘖𝘧𝘧𝘪𝘤𝘦 𝘰𝘧 𝘵𝘩𝘦 𝘝𝘪𝘤𝘦 𝘗𝘳𝘦𝘴𝘪𝘥𝘦𝘯𝘵 𝘧𝘰𝘳 𝘈𝘤𝘢𝘥𝘦𝘮𝘪𝘤 𝘈𝘧𝘧𝘢𝘪𝘳𝘴 has officially promulgated 𝗠𝗲𝗺𝗼𝗿𝗮𝗻𝗱𝘂𝗺 𝗡𝗼. 𝟭𝟬, 𝘀. 𝟮𝟬𝟮𝟲. This directive adopts, in principle, the guidelines proposed by this office, incorporating refined provisions to ensure safety, propriety, and institutional enforceability across all campuses. This measure is consistent with the precedents established under Memorandum No. 17, s. 2019, and Memorandum No. 14, s. 2025, underscoring the University's commitment to prioritizing student health amidst the prevailing thermal exigencies.

The approved policy shall formally take effect on 𝗔𝗽𝗿𝗶𝗹 𝟮𝟬, 𝟮𝟬𝟮𝟲, and will remain in force until further notice or until meteorological conditions significantly improve. This proactive intervention is designed to alleviate the physiological strain on the student body, particularly within learning environments where ventilation may be limited and exposure to extreme heat is prolonged. By authorizing this transition, the University aims to maintain an environment conducive to academic excellence while acknowledging the serious health risks posed by the current climate crisis.

While a transition to civilian attire is permitted, 𝙖𝙡𝙡 𝙨𝙩𝙪𝙙𝙚𝙣𝙩𝙨 𝙖𝙧𝙚 𝙨𝙩𝙧𝙞𝙘𝙩𝙡𝙮 𝙚𝙣𝙟𝙤𝙞𝙣𝙚𝙙 𝙩𝙤 𝙢𝙖𝙞𝙣𝙩𝙖𝙞𝙣 𝙖 𝙝𝙞𝙜𝙝 𝙨𝙩𝙖𝙣𝙙𝙖𝙧𝙙 𝙤𝙛 𝙨𝙖𝙧𝙩𝙤𝙧𝙞𝙖𝙡 𝙙𝙚𝙘𝙤𝙧𝙪𝙢. At a minimum, clothing must be decent, appropriate for an academic setting, and non-revealing, with enclosed footwear required at all times for campus safety. It is important to note that 𝙥𝙧𝙚𝙨𝙘𝙧𝙞𝙗𝙚𝙙 𝙪𝙣𝙞𝙛𝙤𝙧𝙢𝙨 𝙖𝙣𝙙 𝙥𝙚𝙧𝙨𝙤𝙣𝙖𝙡 𝙥𝙧𝙤𝙩𝙚𝙘𝙩𝙞𝙫𝙚 𝙚𝙦𝙪𝙞𝙥𝙢𝙚𝙣𝙩 (𝙋𝙋𝙀) 𝙧𝙚𝙢𝙖𝙞𝙣 𝙢𝙖𝙣𝙙𝙖𝙩𝙤𝙧𝙮 for laboratory classes, workshops, and similar technical activities where specific safety protocols must be upheld.

𝗔 𝘀𝗶𝗴𝗻𝗶𝗳𝗶𝗰𝗮𝗻𝘁 𝘀𝘁𝗲𝗽 𝗳𝗼𝗿𝘄𝗮𝗿𝗱 𝗳𝗼𝗿 𝘀𝘁𝘂𝗱𝗲𝗻𝘁 𝗿𝗶𝗴𝗵𝘁𝘀 𝘄𝗮𝘀 𝗮𝗰𝗵𝗶𝗲𝘃𝗲𝗱 𝗹𝗮𝘀𝘁 𝗠𝗮𝗿𝗰𝗵 𝟯𝟬 𝗮𝘁 𝗧𝗨𝗣-𝗠𝗮𝗻𝗶𝗹𝗮. Following the haircut inspection incident last March 7, the 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗥𝗲𝗴𝗲𝗻𝘁 and 𝗨𝗦𝗚-𝗠𝗮𝗻𝗶𝗹𝗮 convened a face-to-face consultation with the 𝗩𝗶𝗰𝗲 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗳𝗼𝗿 𝗔𝗰𝗮𝗱𝗲𝗺𝗶𝗰 𝗔𝗳𝗳𝗮𝗶𝗿𝘀, 𝗛𝗲𝗮𝗱 𝗼𝗳 𝘁𝗵𝗲 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗔𝗳𝗳𝗮𝗶𝗿𝘀 𝗮𝗻𝗱 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀, and the 𝗛𝗲𝗮𝗱 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗶𝘃𝗶𝗹 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗢𝗳𝗳𝗶𝗰𝗲 to demand accountability and policy clarity. Through productive dialogue, several landmark agreements were reached to protect the welfare and dignity of every TUPian and ensure that such incidents are not repeated.
​
In a decisive resolution, the VPAA clarified that Deans do not have the jurisdiction to impose community service for haircut violations, resulting in the 𝗶𝗺𝗺𝗲𝗱𝗶𝗮𝘁𝗲 𝗰𝗮𝗻𝗰𝗲𝗹𝗹𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝘀𝗲𝗿𝘃𝗶𝗰𝗲 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀 𝗳𝗼𝗿 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀 𝗰𝘂𝗿𝗿𝗲𝗻𝘁𝗹𝘆 𝗽𝗲𝗻𝗮𝗹𝗶𝘇𝗲𝗱. Furthermore, it was officially established that 𝗵𝗮𝗶𝗿𝗰𝘂𝘁 𝘃𝗶𝗼𝗹𝗮𝘁𝗶𝗼𝗻𝘀 𝗮𝗿𝗲 𝗻𝗼𝘁 𝘀𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝘁𝗵𝗿𝗲𝗮𝘁𝘀. Therefore, security personnel are strictly prohibited from denying campus entry based on hair length or style. In response to reports of aggressive enforcement and physical misconduct, the Head of the Civil Security Office has been directed to submit a formal report and conduct a 𝗺𝗮𝗻𝗱𝗮𝘁𝗼𝗿𝘆 𝗿𝗲𝗼𝗿𝗶𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗳𝗼𝗿 𝗮𝗹𝗹 𝗽𝗲𝗿𝘀𝗼𝗻𝗻𝗲𝗹 to ensure humane conduct. It was also reaffirmed that the 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝘆 𝘁𝗼 𝗰𝗵𝗲𝗰𝗸 𝗳𝗼𝗿 𝗴𝗿𝗼𝗼𝗺𝗶𝗻𝗴 𝘀𝘁𝗮𝗻𝗱𝗮𝗿𝗱𝘀 𝗿𝗲𝘀𝘁𝘀 𝘀𝗼𝗹𝗲𝗹𝘆 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗔𝗳𝗳𝗮𝗶𝗿𝘀 𝗮𝗻𝗱 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 (𝗢𝗦𝗔𝗦), effectively removing that power from the security guards at the gates.

To solidify these gains, USG-Manila has prepared specific metrics to be attached to an official memorandum for system-wide implementation. While the university maintains that students must still be willing to undergo inspection by the OSAS, we have ensured that no student will be harassed, physically touched, or denied their right to education over a haircut.
​
We thank the TUP Administration for their willingness to listen and rectify these grievances through principled communication. This breakthrough serves as a testament to the power of a united student body in safeguarding our collective welfare.

📣 𝗢𝗦𝗥 𝗨𝗣𝗗𝗔𝗧𝗘 | 𝗙𝗲𝗯𝗿𝘂𝗮𝗿𝘆 𝟮𝟰, 𝟮𝟬𝟮𝟲 📣

Following a discussion with the Vice President for Academic Affairs and a deliberation with the Assistant Director for Academic Affairs across all campuses, we regret to inform the student body that the request submitted by the TUP-Federation of Student Governments (TUP-FSG) for a system-wide alternative learning modality was not favorably endorsed. Despite the efforts and formal appeals made by the Federation to honor this historic day, the administration has decided that all TUP campuses will continue with regular classes tomorrow, February 25, 2026.
​
The only exception to this is TUP-Manila, where classes are shifted per Office Order 180, s. 2026, for the sole reason that the campus will serve as an assembly area, briefing point, and rest area for Philippine National Police (PNP) personnel deployed for the 40th Anniversary of the EDSA People Power Revolution.
​
Nevertheless, we encourage every TUPians to remain socially aware and critical, even within the confines of our classrooms. Our commitment to representing the student body and advocating for our collective welfare remains steadfast.
