VICTORIA PALOMPO CARLOS was born and raised and still lives in Manila. She graduated from the Philippine Normal University with a Bachelor of Science in Education degree, major in Filipino. She went on to earn her Master of Arts units with specialization in Filipino

Linguistics at her alma mater. She has been teaching Filipino Language and Culture to foreign nationals since 1986. She has taught at the German European School Manila, Medicins Sans Frontieres, International Committee of the Red Cross, the Embassy of the Federal Republic of Germany, Japan International Cooperation Agency, and the Embassy of Japan. Presently, she teaches at the International School Manila in Bonifacio Global City, Taguig. She is a member of Writers' Union of the Philippines / Unyon ng mga Manunulat sa Pilipinas (UMPIL).
