The ๐—จ๐—ป๐—ถ๐˜ƒ๐—ฒ๐—ฟ๐˜€๐—ถ๐˜๐˜† ๐—ฆ๐˜๐˜‚๐—ฑ๐—ฒ๐—ป๐˜ ๐—š๐—ผ๐˜ƒ๐—ฒ๐—ฟ๐—ป๐—บ๐—ฒ๐—ป๐˜ (๐—จ๐—ฆ๐—š), in coordination with the ๐—ข๐—ณ๐—ณ๐—ถ๐—ฐ๐—ฒ ๐—ผ๐—ณ ๐—ฆ๐˜๐˜‚๐—ฑ๐—ฒ๐—ป๐˜ ๐—”๐—ณ๐—ณ๐—ฎ๐—ถ๐—ฟ๐˜€ (๐—ข๐—ฆ๐—”), provides this update regarding the ๐—ฒ๐˜…๐˜๐—ฒ๐—ป๐˜€๐—ถ๐—ผ๐—ป ๐—ผ๐—ณ ๐—œ๐—— ๐—ฐ๐—ฟ๐—ฒ๐—ฎ๐˜๐—ถ๐—ผ๐—ป and ๐—œ๐—— ๐—ฉ๐—ฎ๐—น๐—ถ๐—ฑ๐—ฎ๐˜๐—ถ๐—ผ๐—ป the revised arrangements concerning for all TUP-Manila students.

Earlier today, OSA implemented adjustments to the ID processing procedure due to the ๐˜‚๐—ป๐—ฒ๐˜…๐—ฝ๐—ฒ๐—ฐ๐˜๐—ฒ๐—ฑ๐—น๐˜† ๐—ต๐—ถ๐—ด๐—ต ๐—ป๐˜‚๐—บ๐—ฏ๐—ฒ๐—ฟ ๐—ผ๐—ณ ๐˜€๐˜๐˜‚๐—ฑ๐—ฒ๐—ป๐˜๐˜€ undergoing ID creation, processing, and validation. To ensure a more organized and efficient process, students were grouped according to their respective ๐—ฐ๐—ผ๐—น๐—น๐—ฒ๐—ด๐—ฒ, ๐—ฐ๐—ผ๐˜‚๐—ฟ๐˜€๐—ฒ, ๐—ฎ๐—ป๐—ฑ ๐˜€๐—ฒ๐—ฐ๐˜๐—ถ๐—ผ๐—ป. However, following the concerns raised by students and the subsequent consultation with OSA, the office continued other colleges during the designated afternoon session.

As part of this arrangement, designated personnel were assigned to assist specific colleges and courses, especially in the creation and printing of IDs, as the process was experiencing limited personnel or understaffing due to the unexpectedly high number of students requiring ID services. Students will also undergo the necessary ๐˜€๐—ถ๐—ด๐—ป๐—ถ๐—ป๐—ด ๐—ฎ๐—ป๐—ฑ ๐˜€๐˜๐—ฎ๐—บ๐—ฝ๐—ถ๐—ป๐—ด ๐—ผ๐—ณ ๐—–๐—ข๐—ฅ procedures to facilitate the validation process.

During the assessment and coordination conducted by the ๐—จ๐—ฆ๐—š ๐—ฃ๐—ฟ๐—ฒ๐˜€๐—ถ๐—ฑ๐—ฒ๐—ป๐˜, ๐—ฆ๐—ฒ๐—ป๐—ฎ๐˜๐—ผ๐—ฟ ๐—ณ๐—ผ๐—ฟ ๐—ฆ๐˜๐˜‚๐—ฑ๐—ฒ๐—ป๐˜๐˜€โ€™ ๐—ฅ๐—ถ๐—ด๐—ต๐˜๐˜€ ๐—ฎ๐—ป๐—ฑ ๐—ช๐—ฒ๐—น๐—ณ๐—ฎ๐—ฟ๐—ฒ, and ๐—ฆ๐—ฒ๐—ป๐—ฎ๐˜๐—ผ๐—ฟ ๐—ณ๐—ผ๐—ฟ ๐—œ๐—ป๐—ณ๐—ผ๐—ฟ๐—บ๐—ฎ๐˜๐—ถ๐—ผ๐—ป, the concerns raised by students, the ID processing arrangements, and the need for an extension were discussed with OSA. Following this assessment and coordination, OSA assured the USG that the ๐—ฒ๐˜…๐˜๐—ฒ๐—ป๐˜€๐—ถ๐—ผ๐—ป ๐—ผ๐—ณ ๐—œ๐—— ๐—ฐ๐—ฟ๐—ฒ๐—ฎ๐˜๐—ถ๐—ผ๐—ป ๐—ฎ๐—ป๐—ฑ ๐˜ƒ๐—ฎ๐—น๐—ถ๐—ฑ๐—ฎ๐˜๐—ถ๐—ผ๐—ป ๐˜„๐—ผ๐˜‚๐—น๐—ฑ ๐—ฟ๐—ฒ๐—บ๐—ฎ๐—ถ๐—ป ๐—ถ๐—ป ๐—ฒ๐—ณ๐—ณ๐—ฒ๐—ฐ๐˜ ๐˜‚๐—ป๐˜๐—ถ๐—น ๐—ณ๐˜‚๐—ฟ๐˜๐—ต๐—ฒ๐—ฟ ๐—ป๐—ผ๐˜๐—ถ๐—ฐ๐—ฒ.

Students who have not yet completed their ID creation and validation may still proceed and coordinate with the assigned personnel regarding the appropriate process and schedule. Students are advised to state their ๐—ฐ๐—ผ๐˜‚๐—ฟ๐˜€๐—ฒ ๐—ฎ๐—ป๐—ฑ ๐˜€๐—ฒ๐—ฐ๐˜๐—ถ๐—ผ๐—ป upon lining up for ID Creation and ask the assigned personnel where they should proceed to ensure that they are directed to the correct queue and avoid confusion or waiting.

For the ID creation process, students are advised to ๐—ฏ๐—ฟ๐—ถ๐—ป๐—ด ๐˜๐—ต๐—ฒ ๐—ผ๐—ฟ๐—ถ๐—ด๐—ถ๐—ป๐—ฎ๐—น ๐—–๐—ข๐—ฅ, as required by the Registrar. Students may also coordinate with the assigned personnel at the desk for clarification regarding their requirements and designated queue.

The USG recognizes the inconvenience caused and has raised the concerns of affected students with OSA, which assured that students will continue to be accommodated. Students are encouraged to follow the instructions of assigned personnel to ensure an orderly process.

Pursuant to Memorandum Circular No. 131 issued by Malacaรฑang due to continuous heavy rainfall from the enhanced Southwest Monsoon (Habagat), please be guided by the academic and administrative arrangements for TUP Manila, TUP Taguig, and TUP Cavite on August 20, 2026:

DIRECTIVES FOR THE TUP COMMUNITY:

Academic Modality: All undergraduate and graduate classes will continue via Remote Online Modality (Remote Synchronous Learning - RSL / Remote Asynchronous Learning - RAL).

Academic Leniency: Faculty members are requested to extend reasonable flexibility regarding attendance, submission deadlines, and assessments for students affected by severe weather conditions or localized flooding.

Administrative Operations: University offices will observe Alternative Work Arrangements / Work-From-Home (WFH). Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements shall be paid their corresponding wages.

Essential Services: Units involved in basic/health services, disaster preparedness and response, and security shall maintain operations.

TUP MANILA CAMPUS STRENGTHENS PERFORMANCE, PLANNING, AND BUDGET ALIGNMENT

The Technological University of the Philippines โ€“ Manila Campus successfully concluded its three-day Midyear Performance and Budget Forum for FY 2026, held on August 11, 13โ€“14, 2026, with activities spearheaded by the Office of the Vice President for Planning, Development and Special Concerns (OVPPDSC), led by Dr. Connie C. Aunario.

The Forum brought together the University President Dr. Reynaldo P. Ramos, Vice President of Academic Affairs (VPAA) led by Dr. Ryan C. Reyes, Vice President for Research and Extension (VPRE) headed by Dr. Hasmin T. Ignacio, Vice President for Administration adn Finance (VPAF) OIC-VP Ms. Mona J. Purganan , OVPPDSC sector heads, directors, chiefs, and representatives from various Manila Campus offices to assess accomplishments, surface implementation concerns, realign priorities, and strengthen planning for FY 2026 and FY 2027.

The discussions highlighted the reported 51% accomplishment level toward the target, providing a positive outlook for achieving FY 2026 commitments while emphasizing the need for focused implementation in the remaining months.

Sectoral accomplishment reports went beyond numbers. Issues, concerns, and manifestations were openly discussed to clarify challenges and realign priorities toward target achievement.

A PPMP tool, presented Asst. Prof. Amador Jr., of the Procurement Office, was introduced to assist offices and units in preparing their procurement plans more efficiently. The development of a Sectoral PPMP for the Management Sector was likewise discussed.

Consolidated action plans from offices will serve as inputs toward the development of Operational Plans, strengthening the connection between activities, implementation, budget support, and resource utilization.

The TUP System Organizational Structure was identified as a priority for finalization to strengthen clarity of functions, processes, responsibilities, and accountabilityโ€”and support the University's ability to serve more and serve better.

Sectors were encouraged to identify the Strategic/Target Pillars connected to their targets and prioritize activities that contribute most meaningfully to institutional goals.

The Forum featured the presentation of the FY 2027 GAA Targets by Prof. Ernita Calayag and the strategic discussion โ€œFrom Plans to Priorities: Achieving Strategic Alignment for FY 2027,โ€ presented by Ms. Davy Rose Falceso.

The three-day Forum reinforced a shared commitment to finish strong for FY 2026 and plan smarter for FY 2027โ€”with clearer priorities, stronger coordination, responsible resource utilization, and measurable results.

In accordance with the directive from the Manila City Government (Manila PIO) and Mayor Francisco โ€œIskoโ€ Moreno Domagoso due to continuing thunderstorms brought by the Southwest Monsoon (Habagat), face-to-face classes at TUP Manila are suspended starting 12:00 NN today, August 13, 2026.

Alternative Delivery Mode (ADM): All afternoon classes will shift to Remote Asynchronous Learning (RAL) at the discretion of faculty members and in proper coordination with students.

All members of the TUP community are urged to take necessary precautions, stay indoors, and avoid flood-prone areas.
