OFFICIAL STATEMENT OF THE PUP CPSPA STUDENT COUNCIL ON THE RECENT DEVELOPMENTS OF THE STUDENT REPRESSION CASES IN THE COLLEGE
On July 18, 2024 (Thursday), a second dialogue and deliberation was conducted to address the grievances raised by students of the College of Political Science and Public Administration (CPSPA). Specifically, students from the Bachelor of Arts in Political Science (4-1, 4-3, and 4-4) and Bachelor of Arts in Political Economy (1-1 and 1-2) expressed their concerns regarding Mr. John Carlo Colot, the instructor for Introduction to Political Economy and Introduction to Law and Jurisprudence. These blocks received lower grades, putting their eligibility for Latin honors at risk due to misconduct and a lack of a proper syllabus.
The meeting included Assistant to the Vice President for Academic Affairs (OVPAA) Edelyn M. Mariano, Dean Elmer M. Soriano, Associate Dean Christopher C. Mantillas, and Mr. Colot himself, engaging directly with the students. Prior to the discussion with the CPSPA Student Council (CPSPA SC) and Rise for Education (R4E) PUP CPSPA, a contentious exchange occurred as Mr. Colot challenged these organizations, alleging a lack of โacademic freedomโ among students, contrary to our assertions. This led to the subsequent removal of the CPSPA SC and The Vanguard, the college publication present at the dialogue. Furthermore, the assistant OVPAA stated feeling โharassedโ due to the mediaโs presence, leading to students being prevented from holding a caucus while awaiting entry into the discussion room.
These incidents led to the filing of an Incident Report yesterday at the University Legal Counsel Office (ULCO). The report emphasized the impact of Mr. Colotโs conduct on the students, especially his remark that the student council had exceeded its boundaries. As a result, the council stresses the importance of conducting a thorough investigation to address the raised concerns and implement measures to manage situations effectively.
The first dialogue with the relevant offices regarding this issue took place on March 25, 2024, despite the administrationโs commitment to tackling the student repression concerns within the college. As a result, the instructor faced consequences and was relieved of teaching major loads at the university for the second semester of this academic year.
Meanwhile, another case involving sophomore BA Political Science student Francis Miguel Acer Cruz has garnered attention due to his social media post about the college's situation. Subsequently, the professor filed a formal complaint affidavit against Cruz at the University Legal Counsel Office (ULCO). Despite Cruzโ response via webmail, the matter remains unresolved. Mr. Colot accuses Cruz of maliciously intending to harm his professional reputation, stating, โI believe that the post is malicious, aiming to tarnish my professional dignity, causing immense stress, sleepless nights, and besmirched reputation.โ He further claimed, โI consider this a violation of the Republic Act 10175 or Cybercrime Prevention Act of 2012.โ
We reiterate our commitment to upholding the academic rights of every Iskolar ng Bayan. We also collectively fight with honor to protect the students' rights and welfare and defend press freedom. This entails adhering to the principles and guidelines in the current PUP Student Handbook, emphasizing the necessity of a comprehensive class syllabus, an efficient feedback mechanism, and fostering a learning environment free from fear and intimidation.
Ultimately, after reviewing each student per block based on their submitted matrix, the professor made adjustments to the students' grades in his records as a resolution. A mobilization effort was also launched to resist and campaign actively for these demands. The council remains steadfast in continuously monitoring and advancing these cases to guarantee that justice and fairness prevail for all students involved.
We are bringing back the initial victories of the Malayang CPSPA campaign to the broader spectrum of Lingkod-Bayans who have steadfastly exposed the ongoing repression within our college. Despite numerous attempts over time, we have never wavered in holding the college administration accountable for the unjust and inhumane treatment by CPSPA faculty towards students, clearly trampling upon our academic freedom and democratic rights.
These victories are not to be served only to the Student Council or the implicated offices. They do not constitute a debt owed by the students. Regardless of how many times the dignity and rights of the CPSPA students may be besmirched again, we will repeatedly stand up for ourselves and together refuse any form of infringement upon our rights as students. # #

Ngayong araw, July 18, ay nakatakda ang deliberation ng mga reklamo na isinampa ng mga CPSPA students laban kay Sir John Carlo Colot at Maโam Cherry Generoso. Haharap ngayon sa mga estudyante si Assistant to the VPAA Maโam Edelyn Mariano, CPSPA Faculty Admin Dean Elmer Soriano, DPSIS Chairperson Chris Mantillas, at mismong propesor na si Sir Colot.
Bago pa man makapagsimula ang dialogue kasama ang CPSPA Student Council at R4E PUP CPSPA, nagkaroon ng mainit na pagtatalo nang sigaw-sigawan ni Sir Colot ang SC at R4E, at nang suhayan ito ng mga admin na nakaupo, lalo na ni VPAA Assistant Maโam Mariano, na sobra-sobra na ang ginagawa ng mga ito kahit pa malinaw umano na โwalang academic freedomโ ang mga estudyante hindi tulad ng matagal na nating ina-assert. Humantong ito sa panduduro at pagpapalabas maging sa publikasyon na nakaupo sa dayalogo, ang The Vanguard. The Vice President of the PUP CPSPA Student Council, Mayvelle M. Vasquez, has formally commenced a Leave of Absence (LOA) last July 5, 2024, to prioritize her thesis, processing of On-The-Job (OJT) requirements, Model United Nations, and finals. This leave will be in effect from July 6 to 14, 2024, as communicated through the CPSPA SC email. Consequently, President Danniel Jiro A. Fernandez will supervise the organization to ensure its continuous operation during this time.
Similarly, Academic Affairs and Student Services Councilor Kizar A. Fabie has formally requested a Leave of Absence (LOA) starting July 6, 2024, citing health concerns, including minimal pneumonia, a Urinary Tract Infection (UTI), and complications related to his heart and liver. This absence will be effective from July 6 to 13, 2024, as conveyed also through the council's email. Given these circumstances, President Danniel Jiro A. Fernandez will oversee the committee, with Committee Director and Senior Council Officer Wellyssa E. Torne, taking charge to ensure its seamless operation during this period.

LOOK | The PUP College of Political Science and Public Administration (CPSPA) Student Council, represented by Academic Affairs and Student Services Councilor Kizar A. Fabie, was invited by third-year Journalism students to participate in an IskolaRadyo segment on June 19, 2024 (Wednesday) at the PUP College of Communication.
Councilor Fabie adeptly addressed the critical issue of potential national security threats, democratic, and electoral concerns arising from the controversy surrounding Bamban, Tarlac Mayor Alice Guo and the ongoing risks associated with Philippine Offshore Gaming Operator (POGO) operations. He emphasized the profound impact of these issues on the student body and their significant role in mobilizing and campaigning. This interview served not only as a catalyst for increased awareness but also prompted the studentry to critically engage with the political and economic matters that directly influence the university and the broader community.

We understand that this may affect the plans of incoming first-year students and students considering transferring to PUP (shiftees/transferees). We encourage those who previously expressed interest in the BAIS program to explore the college's diverse range of academic offerings, which include:

COLLEGE OF POLITICAL SCIENCE AND PUBLIC ADMINISTRATION STUDENT COUNCIL
The College Of Political Science and Public Administration Student Council, elected by students of the said college, is supreme of all organizations within the college and is in the authority to protect and promote studentsโ rights and welfare, to uplift studentsโ social awareness, and to cultivate student nationalism by serving as studentsโ representative in voicing out studentsโ views and opinions, addressing student concerns and by educational discussions.
The Council is composed of students who not only excel in leadership but academically as well, for it is on the belief that a student leader can serve as a good role model by exemplifying boundless leadership skills.
It is the responsibility of the council to maximize the potential of each student, to maintain close coordination among the students of the college and to guarantee that students are fully imparted all information that directly affects student life which is necessary for students to engage in the decision-making process.
