The event will take place at the University of Santo Tomas, Manila.
The Summit will bring together key actors from Local Government Units (LGUs), the academic community, and other sectors to further strengthen local stakeholder partnerships in disaster risk reduction and management, and to identify opportunities for collaboration.

On March 27, 2024, the faculty members from the Saint Louis University (SLU) Baguio Community Extension and Outreach Program together and their NSTP Department visited the University of Santo Tomas (UST) for a benchmarking activity focused on the University's National Service Training Program (NSTP) components, Civic Welfare Training Service (CWTS) and Literacy Training Service (LTS).
During the visit, UST SIMBAHAYAN and UST NSTP shared its good practices in facilitating the CWTS and LTS programs, providing valuable insights and strategies for effective implementation and management of community development and service-learning activities to students and the partner community.

On March 2 and 3, 2024, the UST NSTP CWTS/LTS, in partnership with UST Simbahayan Community Development Office and the UST Red Cross Youth Council Central organized the 𝘜𝘚𝘛 𝘙𝘦𝘴𝘪𝘭𝘪𝘦𝘯𝘤𝘦 𝘐𝘴𝘬𝘶𝘭: 𝘛𝘳𝘢𝘪𝘯𝘪𝘯𝘨 𝘞𝘰𝘳𝘬𝘴𝘩𝘰𝘱 𝘰𝘯 𝘠𝘰𝘶𝘵𝘩-𝘓𝘦𝘥 𝘊𝘰𝘮𝘮𝘶𝘯𝘪𝘵𝘺 𝘉𝘢𝘴𝘦𝘥 𝘋𝘪𝘴𝘢𝘴𝘵𝘦𝘳 𝘙𝘪𝘴𝘬 𝘙𝘦𝘥𝘶𝘤𝘵𝘪𝘰𝘯 𝘢𝘯𝘥 𝘌𝘮𝘦𝘳𝘨𝘦𝘯𝘤𝘺 𝘗𝘳𝘦𝘱𝘢𝘳𝘦𝘥𝘯𝘦𝘴𝘴.
With the theme, Tungo sa Kahandaan, Katatagan at Kaunlaran ng Pamayanan, the event brought together youth leaders from diverse sectors, including NSTP CWTS students of P-CWTS-1, Dumagat Remontado of the Save Sierra Madre Youth Volunteers Organization, Lumad Bakwit of the Save Our Schools Network, Urban Poor from Save San Roque Network, and fisherfolks from Zambales Ecological Network.
The training workshop aimed to empower youth leaders to act as catalysts in fostering a culture of disaster resilience within their families and communities.
𝗗𝗶𝘀𝗮𝘀𝘁𝗲𝗿 𝗥𝗶𝘀𝗸 𝗥𝗲𝗱𝘂𝗰𝘁𝗶𝗼𝗻 𝗶𝘀 𝗮𝗹𝗹 𝗮𝗯𝗼𝘂𝘁 𝗮𝗱𝗱𝗿𝗲𝘀𝘀𝗶𝗻𝗴 𝗮𝗻𝗱 𝗿𝗲𝘀𝗼𝗹𝘃𝗶𝗻𝗴 𝘃𝘂𝗹𝗻𝗲𝗿𝗮𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀.
UST Resilience Iskul highlighted that disasters are indicators of failed practice of governance and unsustainable economic, environmental, and social processes thus, reducing disaster risk requires resolving and addressing the structural causes of vulnerability such as poverty, marginalization, inequality, climate change, environmental degradation & development aggression while strengthening the capacity by scaling up the community resources, fostering dialogue with the government and strengthening people’s solidarity to achieve resilience and development
𝗟𝗶𝘀𝘁𝗲𝗻𝗶𝗻𝗴 𝘁𝗼 𝘁𝗵𝗲 𝗘𝗺𝗽𝗼𝘄𝗲𝗿𝗲𝗱 𝗩𝗼𝗶𝗰𝗲𝘀 𝗼𝗳 𝗬𝗼𝘂𝘁𝗵 𝗮𝗻𝗱 𝗘𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁𝗮𝗹 𝗥𝗶𝗴𝗵𝘁𝘀 𝗗𝗲𝗳𝗲𝗻𝗱𝗲𝗿𝘀
The youth leaders shared ecological concerns within their community, shedding light on vulnerabilities linked to potential disasters. They discussed the repercussions of development aggression projects, such as constructing the Kaliwa Dam. They expressed concern about its impact on indigenous communities, including potential displacement and heightened flood risks in Rizal and Northern Quezon provinces.
Similarly, attention was drawn to the adverse consequences of the PONGE port construction and lahar sand dredging in rivers and coastal areas in Zambales. Meanwhile, in San Roque, Quezon City, the community faced rampant fire due to the strategy of legally demolishing houses for casino and mall construction. In Mindanao, the Lumad Bakwit experienced human rights violations as they asserted their right to ancestral land against mining and logging corporations.
During the workshop, they passionately emphasize the need for collective action in addressing these challenges, stressing the importance of active engagement in advocacy for environmental & human rights education, raising awareness, and supporting local organizations for environmental protection.
𝗞𝗮𝗯𝗮𝘁𝗮𝗮𝗻 𝗥𝗲𝗮𝗱𝘆: 𝗙𝗶𝗿𝘀𝘁 𝗔𝗶𝗱 𝗼𝗻 𝗗𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝘁 𝗘𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝗶𝗲𝘀
In the concluding part, UST Red Cross Youth Council Central student leaders spearheaded a first aid training, focusing on the management procedures for Medical, Soft Tissue, Environmental, and Musculoskeletal Emergencies. The session equipped participants with vital life-saving skills, preparing them to respond effectively. Engaging in hands-on practice, attendees honed techniques such as Cardio-Pulmonary Resuscitation, bandaging, splinting, and emergency transfer techniques.
𝙐𝙎𝙏 𝙉𝙎𝙏𝙋’𝙨 𝙘𝙤𝙢𝙢𝙞𝙩𝙢𝙚𝙣𝙩 𝙩𝙤 𝙨𝙩𝙧𝙚𝙣𝙜𝙩𝙝𝙚𝙣𝙞𝙣𝙜 𝘿𝙞𝙨𝙖𝙨𝙩𝙚𝙧 𝙍𝙚𝙨𝙞𝙡𝙞𝙚𝙣𝙘𝙚
In the spirit of the social encyclical Laudato Si & apostolic exhortation Laudate Deum written by Pope Francis, this Resilience Iskul is part of the UST NSTP CWTS/LTS commitment to respond to the Sendai Framework for Disaster Risk Reduction 2015-2030, R.A. 10121 (Disaster Risk Reduction and Management Act of 2010), and R.A. 10871 (Basic Life Support Training in Schools Act of 2015) as it unites the Thomasian community in pursuit of climate justice, ecological conversion, and amplification of the marginalized voices disproportionately affected by environmental crises.
𝐍𝐒𝐓𝐏 𝐂𝐖𝐓𝐒 𝐬𝐭𝐮𝐝𝐞𝐧𝐭𝐬 will also conduct the UST Resilience Iskul in their fieldwork this second term in public high schools within Kasiglahan Village and Montalban Heights, Rodriguez, Rizal; Quezon City High School; Kaysakat (Sitio Mainit), Marcelino Santos (Sitio Galilee) in Antipolo City, Rizal; residents of Barangay 25 and 32 in Manila; in the Municipality of Sampaloc, Quezon; and the elementary students from Guerilla, San Pablo, Laguna.

NSTP CWTS/LTS, SIMBAHAYAN and Engineering celebrates the Season of Creation
With more than two thousand students from different educational institutions in our country, the UST NSTP CWTS/LTS, SIMBAHAYAN, and the Faculty of Engineering came together on September 23, 2023, to celebrate the Season of Creation, World Rivers Day, and Save Sierra Madre Day through an online forum Mighty Rivers: Integration of the Rights of Nature in Sierra Madre and Zambales.
With the theme, "Let Justice and Peace Flow," NSTP CWTS Facilitator Adrian D. Romero and Asst. Prof. Froilan A. Alipao of SIMBAHAYAN encouraged the participants to embrace the words of the prophet Amos: "But let justice roll on like a river, righteousness like a never-failing stream!" (Amos 5:24) through a shared dedication to advocate for climate justice, ecological conversion, and amplify the marginalized voices of the communities disproportionately impacted by the environmental crises.
Listening to the Marginalized Voices of Environmental Rights Defenders
The forum focused on the effects of the construction of Kaliwa Dam such as displacement of indigenous peoples and increased flooding in Rizal and Northern Quezon provinces. While on Zambales, the negative implication of the construction of PONGE port & dredging of the lahar sand in its rivers and coastal area. These discussions raised an important question: "Who benefits from this development?"
Conchita Calzado, a Dumagat Remontado leader from the Sierra Madre stressed that the indigenous people are not anti-development. She passionately stated, “Hindi kami maramot, kami ay nag-iisip para sa ikabubuti ng lahat”. She pointed out that the water crisis in Metro Manila is a myth asserting that, “ang Sierra Madre ay matagal ng nagbibigay ng tubig sa Metro Manila, ito ay nagmumula sa kanyang kanlungan at umaagos patungo sa ilog at hindi sa itatayong dam”.
Araceli Mercado from the Save Sierra Madre Network Alliance Inc. recommended alternative ways to address the so-called “water crisis” in such a way to strictly implement the Rain Collector and Springs Development Act and promote the use of water-efficient materials to help conserve water and reduce consumption.
Janet Labrador, a fisherfolk, and Haide Fernandez from the Zambales Ecological Network, have raised concerns regarding the river dredging and port construction. They argued that Ponge Port, instead of bringing development, poses a threat of devastation, with profits prioritized over people's welfare. This construction is expected to put almost 60,000 people into poverty by resulting in the closure of tourist resorts and the suspension of fishing activities particularly Wild Bangus Fry.
Speakers challenge the participants to share their skills, talent, and time by volunteering with environmental organizations such as Save Sierra Madre Network Alliance Inc. & Zambales Ecological Network.
Towards Ecological Justice and Peace: Thomasian and Dominican Response
Responding to environmental issues a panel of diverse stakeholders from the University shared their insights on the discussion. They passionately emphasize the need of collective action in addressing these challenges stressing the importance of active engagement in advocacy for environmental rights education, raising awareness, and supporting the local organizations for environmental protection.
Fr. Victor Calvo, the Promoter of the Dominican Family of Justice and Peace and Care for Creation Philippines, concluded the forum with the biblical story of Prophet Amos, a powerful reminder of God's creation's moral obligation to advocate for justice and peace for the oppressed and the environment.
The Season of Creation is an annual global event that serves as a unifying gathering for diverse religions to come together in prayer and action for the well-being of our planet.
Celebrated every September 1 (World Day of Prayer for the Care of Creation) until October 4 (Feast Day of Saint Francis of Assisi), in the Philippines it is extended until October 8(Indigenous Peoples Sunday). Mighty Rivers, coincides with the celebration of World Rivers Day, observed every fourth Sunday of September, and Save Sierra Madre Day, which falls every September 26.

Ang Panahon ng Sangnilikha (Season of Creation) ay isang taunang ekumenikal na pagdiriwang na nag-aanyaya sa sambayanang Kristiyano na magkaisa para sa katarungang pang-ekolohiya habang pinapalakas ang tinig ng mga bulnerableng pamayanan na naapektuhan ng mga krisis sa pangkalikasan.
Alinsunod sa pahayag ni propeta Amos, “Sa halip ay padaluyin ninyo ang katarungan, gaya ng isang ilog; gayundin ang katuwiran tulad ng isang di natutuyong batis!” (Amos 5:24), inaangkin natin ito sa temang “Let Justice and Peace Flow” sa pamamagitan ng pagsusuri sa masalimuot na ugnayan ng katarungan, kapayapaan at karapatan sa kalikasan.
Sa gitna ng pandaigdigang panawagan para sa proteksyon ng ating kalikasan, ang konsepto ng "Rights of Nature" ay umuusbong bilang isang balangkas (framework). Tulad ng tao na mayroong likas na karapatan, ang pagkilala na ang mga kalikasan, mula sa mga kagubatan hanggang sa mga ilog patungong karagatan, ay mayroong mga angking karapatan na siyang haligi ng kamalayang ito.

Sisiyasatin natin ang mga development aggression projects tulad ng pagtatayo ng dambuhalang Kaliwa Dam sa mga ilog ng Sierra Madre, konstruksyon ng coastal road, jetty port sa ilog Alusiis, at black sand mining sa pampang ng Zambales. Ipinapakita nito sa atin ang mahigpit na pagninilay: "Para kanino ang pag-unlad na ito?"
Habang tayo ay naglalakbay sa reyalidad na ito, magiging gabay natin ang isinasantabing tinig ng mga katutubo at mangingisda upang magbigay paliwanag sa suliraning kanilang nararanasan.

This year’s theme, “Let Justice and Peace Flow,” resonates as a call to action, guided by the words of the prophet Amos: “But let justice roll on like a river, righteousness like a never-failing stream!” (Amos 5:24). As we embrace this theme, we delve into the intricate interplay between justice, peace, and the rights of nature.
Amidst the global call for environmental protection, the “Rights of Nature” concept emerges as a paradigm shift. Just as humans have inherent rights, recognizing that ecosystems, from forests to rivers, possess their rights becomes a cornerstone of this movement.
In this forum, we go beyond theoretical discussions to confront pressing issues with ecological consequences.
We examine development aggression projects like the construction of the Kaliwa Dam in the Sierra Madre rivers, construction of coastal road in the Alusiis River & black sand mining in the coastal area of Zambales, prompting us to critically ask, "For whom is this development?"
As we explore the Rights of Nature, we confront the harsh realities faced by local communities and the environment due to these development projects.
The voices of Indigenous communities and fisherfolks will guide us as we navigate these complexities & shedding light on the struggles they faced.
We hope to inspire the Thomasian community to be catalysts for change. We seek to ignite a collective determination to join the mighty river of justice and peace streaming together as a university inspired by faith to harmonize all of creation and ensure a world where justice flows, peace prevails, and the unity between humanity and nature thrives vibrantly.
This event is in line with the celebration of the Season of Creation from September 1 (World Day of Prayer for the Care of Creation) until October 4 (Feast Day of Saint Francis of Assisi), in the Philippines it is extended until October 8(Indigenous Peoples Sunday). Also, Mighty Rivers, coincides with the celebration of World Rivers Day, observed every fourth Sunday of September, and Save Sierra Madre Day, which falls every September 26.
