Accreditation of Contractors’ and Consultants’ Project Engineers (CCPE)

Department Order No. 118, series of 2024, “Guidelines on the Accreditation and Assignment of Contractors’ and Consultants’ Project Engineers (CCPE),” supersedes Department Order No. 94, series of 2020, and Department Order No. 156, series of 2023.

The deadline for submission of all related documents for CCPE passers has been revised. As per DO 118, s. 2024, “This accreditation is valid for two years, within which the provisional engineer must apply for regular accreditation.”

Here are the key points you need to know:
• DO 118, s. 2024 introduced a new classification: Provisional Project Engineers, valid for two years, before they can apply for regular accreditation.
• A score of 60 and above automatically classifies the applicant as a Provisional Project Engineer. This accreditation is valid for two years, within which the Provisional Project Engineer must apply for regular accreditation.
• Experience:
✅ The number of projects handled by the applicant in the capacity of Project Manager, Project Engineer, Materials Engineer, or Resident Engineer.
✅ The number of years that the applicant has been handling projects as a Project Manager, Project Engineer, Materials Engineer, or Resident Engineer.
• You will notice that project experiences as MATERIALS ENGINEERS are now considered, in contrast with DO 94, s. 2020. This is a great opportunity for all ME-1 and ME-2 who are planning to take the next CCPE Exam in February 2025.

For CCPE Accreditation:
As per Department Order No. 94, series of 2020, "Revised Guidelines on the Accreditation of Contractors' and Consultants' Project Engineers," candidates who have successfully passed the CCPE Written Exam are required to submit the necessary certifications demonstrating their completion of relevant/equivalent training/seminars as specified in Annex A in order to be accredited as CCPE-1 or CCPE-2. This seminar can be applied under the category of A.1.1.4 Construction Methods and Techniques for Highways/Road Construction, as outlined in the guidelines. A minimum of eight (8) hours of training/seminar to gain one (1) point in CCPE Accreditation of training/seminars.

As per Department Order No. 156, series of 2023, “Deferment of the Assignment of Accredited Contractors’/Consultants’ Project Engineers to DPWH Projects,” engineers who previously passed the accreditation examination shall be given six (6) months from the release of this Order to submit their applications to the Bureau of Quality and Safety (BQS). This means that all CCPE exam passers from 2019 to 2023 must submit training and seminar certificates, as outlined in Annex A, before the deadline of June 30, 2024, to ensure the validity of their written examination results. Failure to submit the required training and seminar certificates will result in the invalidation of the written examination, necessitating a retake of the exam.

Fortunately, the DPWH has issued a new memorandum extending the deadline for accreditation submission to September 30, 2024, for all CCPE exam passers from 2019 to 2023.

The course covers the design procedures in developing concrete mix design using the American Concrete Institute (ACI) methodology. ACI 211 mix design method is the preferred concrete proportioning technique recommended by DPWH Standard Specifications for Highways, Bridges and Airports (also known as Bluebook) and every materials engineer must be familiar with this method.

In this training workshop, the following will be discussed:
• Simplified procedures in developing a design procedure to create a working CMD spreadsheet (with illustrations & tables)
• Demonstration of calculations using a design spreadsheet (excel file will be provided)
• Test-run and evaluation of CMD spreadsheet (using actual data)

For this training, all participants will receive the following:
• Excel worksheet (Format of ACI-CMD, to be sent after confirmation of attendance or during training session)
