In view of Proclamation No. 201 declaring Friday, 21 April 2023, as regular holiday throughout the country in observance of Eid’l Fitr (Feast of Ramadhan), the Maritime Industry Authority in Central and Regional Offices will have no processing of STCW certificates on the said date.

The Theoretical Examination will still be conducted as scheduled.

All Assessment Centers may still conduct the Practical Assessment subject to the submission of CCTV recordings to the Examination and Assessment Division of the STCW Office within one working day after the conduct of assessment, pursuant to Memorandum Circular No. SC-2022-03.

Legazpi City, Philippines - The Maritime Industry Authority (MARINA), through its Planning and Policy Service (PPS), has formally launched its orientation drive for its regional offices to discuss industry programs and strategic directions, piloting with Regional Office 5 in Legazpi City and Regional Office 11 in Davao City today, 14 April 2023.

The initiative, dubbed as the "MIDP-PGS-SPMS Cascading Orientation," is aimed at promoting awareness and understanding of MARINA's plans and programs among regional offices, enabling them to effectively convey the same to their employees.

To note, the MIDP is a comprehensive industry plan being implemented by various agencies and institutions and is transformed into a strategy map through the Performance Governance System (PGS). This is further cascaded into annual plans and budgets of the agency, and individual commitments under the Strategic Performance Management System (SPMS).

The orientation will also provide the regional offices with a working knowledge of the MIDP, PGS, and SPMS, and contribute to MARINA's overall preparedness in PGS proficiency revalida. The training will also help the Planning and Policy Service (PPS) to recommend an evidence-based weight distribution for strategic, core, and support outputs as part of the continued improvement of MARINA SPMS.

The orientation will be held in various regions, including Iloilo, General Santos, Cebu, Cagayan De Oro, Tacloban, Zamboanga, Surigao, Batangas, La Union, and the National Capital Region (NCR).

The orientation signifies MARINA's commitment to ensuring the effective implementation of industry programs and strategic directions, thereby improving the Philippine maritime industry's competitiveness and sustainability.

Filipino Crew Died Trying to Assist Pilot Boarding

A Filipino crew member of a Capesize bulk carrier HELLASSHIP fell into water while trying to assist pilot boarding bulk carrier in rough weather, off Gijon, Spain, at night Apr 1.

A massive SAR was launched, deploying SAR boats and helicopter, but he wasn’t found during nighttime. His body was found and recovered in the morning Apr 2, he drowned though he was wearing a life jacket.

HELLASSHIP berthing was cancelled, she was berthed at around noon Apr 2.

As a result, Good Friday is one of the most significant dates in the Christian calendar.

Isang magandang balita para kay Sen. Idol Raffy Tulfo ang kakalabas lang na desisyon ng European Commission (EC) na patuloy pa ring kikilalanin ang lahat ng Philippine-issued Certificates ng ating mga marinong Pinoy. Maalala na muntik nang mawalan ng trabaho ang tinatayang 50,000 Filipino seafarers kasi ang sistema ng edukasyon at training nila ay hindi pumapasa sa European Maritime Safety Agency’s (Emsa) evaluation dahil sa hindi naayon sa pamantayan ng International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW).

Ang problema ng mga seafarers ang isa sa mga tinutukan ni Pangulong Bongbong Marcos noong maupo siya sa pwesto at agad niyang inatasan ang ilang ahensya ng gobyerno na magtulungan para masigurong hindi matatanggalan ng recognition mula sa EC ang mga Pilipinong seafarer.

Bilang Chairman ng Committee on Migrant Workers, agad-agad na nagfile si Sen. Idol ng Senate Resolution No. 187 para talakayin ang training deficiencies, at sa hearing na naganap noong September 28, 2022, napag-alaman ang kakulangan at inconsistencies sa ating training system, lalo na sa panig ng MARINA at CHED na mga ahensiyang dapat nakatutok sa problemang ito.

Sa tulong ng DFA, DOTR, DMW at mga key players sa seafaring industry, nagawan natin ng paraan upang hindi tuluyang mag-impose ng ban ang European Commission laban sa ating mga marino.

Bilang isa sa mga long-term solutions sa problemang ito, naghain din si Sen. Idol ng sarili niyang bersyon ng Magna Carta of Seafarers (SB No. 216). Ang kanyang Committee ay nakailang hearings na kung saan masusing pinag-aaralan ang panukalang batas.

Sa kasalukuyan, nasa final drafting stage na ng magiging Senate version ng nasabing panukalang batas. Isa sa mga importanteng layunin nito ang mai-angat ang kalidad ng education at training systems ng ating mga seafarers para hindi na maulit pa ang anumang pagbabanta ng EMSA o kahit anong international organization laban sa kanila.

Sa pagbubukas ng session sa May, sisiguraduhin ni Sen. Tulfo na tatalakayin na ang Committee Report para sa Magna Carta of Seafarers, para sa madaling panahon, maipasa na ang naturang batas.

Inaasahan na bago matapos ang taong ito ay mapipirmahan na ng Pangulo at ganap nang magiging batas ito.

Here are the lists of measures that we could follow, either as passengers or ship crew. Let's all be vigilant in observing these measures to make our sea voyage safer and free from the hazards of fire.
