He is a graduate of the University of the Philippines-Asian Institute of Tourism (1991), and a government scholar with master of tourism specialization in Italy through a grant from the United Nations World Tourism Organization, and MBA degree through the Civil Service Commission-Local Scholarship Program. He is a career executive service eligible (2001).
