📜 CDBC COMMISSION ON ELECTIONS (COMELEC)

OFFICIAL ELECTION GUIDELINES AND PROCEDURES

I. GENERAL PRINCIPLES

The conduct of elections shall be governed by the Commission on Elections (COMELEC) in accordance with the Constitution of the organization. The COMELEC shall ensure that all elections are free, orderly, honest, and impartial. It shall act as the sole authority in administering elections and resolving all election-related matters. All decisions of the COMELEC shall be deemed final and executory.

Members of the COMELEC are strictly prohibited from running for any elective position during the same election period to preserve neutrality and integrity.

II. QUALIFICATIONS FOR CANDIDACY

Any student who seeks to run for an elective position must comply with the following requirements:

The candidate must be a bona fide member of the organization, meaning a currently enrolled Biology student under CDU. The candidate must file a Certificate of Candidacy (COC) within the official filing period set by the COMELEC. All candidates must also submit the required campaign materials, including a publication material (pubmat) and a platform or plan of action, upon filing their candidacy.

The COMELEC shall review and certify all applicants. Only those officially declared qualified by the COMELEC shall be included in the final list of candidates.

III. POSITIONS TO BE ELECTED

The following Executive Committee positions shall be filled through the main election:

President

Vice President for Internal Affairs

Vice President for External Affairs

Secretary

Treasurer

Other positions shall be filled in a separate election to be conducted after the first General Assembly of the first semester, in accordance with the Constitution.

IV. ELECTION TIMELINE

The official election timeline shall be as follows:

April 20–25 – Filing of Certificate of Candidacy (COC) and submission of required materials

April 27–May 2 – Official Campaign Period

May 4 – Election Day and Voting

No activities outside the prescribed schedule shall be recognized unless authorized by the COMELEC.

V. CAMPAIGN RULES AND GUIDELINES

The campaign period shall strictly run from April 27 to May 2. All candidates shall campaign in a manner that upholds professionalism, fairness, and respect.

All campaign materials shall be published exclusively through the official CDBC page under the supervision and approval of the COMELEC. Each candidate is required to submit one official pubmat and their platform, which shall be posted by the COMELEC to ensure equal exposure.

The following acts are strictly prohibited:

Vote buying or offering incentives in exchange for votes.
Negative campaigning, including defamation, harassment, or personal attacks against other candidates.
Spamming, flooding, or excessive posting beyond what is authorized by the COMELEC.
Any form of manipulation or misuse of social media to gain unfair advantage.

Failure to comply with these rules may result in sanctions or disqualification.

VI. VOTING SYSTEM AND PROCEDURE

Voting shall be conducted online through Google Forms, under the direct supervision of the COMELEC.

To ensure the integrity of the elections, the following safeguards shall be implemented:

Only verified CDU Biology students shall be allowed to vote.
Voters must log in using their email account to access the voting form.
Each voter is limited to one response only.
Voters shall be required to provide identifying information (such as student ID number) for verification purposes.
All responses shall be reviewed and validated by the COMELEC prior to the final tally.

The COMELEC shall ensure that the voting process remains secure, confidential, and free from manipulation.

VII. COUNTING OF VOTES AND PROCLAMATION

All votes shall be canvassed and counted by the COMELEC immediately after the close of voting. The candidates who obtain the highest number of votes for each position shall be declared winners.

The official results shall be announced and certified by the COMELEC. Once proclaimed, the results shall be considered final.

In the event of a tie, the COMELEC shall conduct a runoff election or implement an appropriate resolution mechanism in accordance with its authority.

VIII. DISQUALIFICATION OF CANDIDATES

A candidate may be disqualified on any of the following grounds:

Submission of false or misleading information in the COC.
Failure to comply with required submissions such as pubmat or platform.
Violation of campaign rules and regulations.
Engaging in fraudulent activities or tampering with the election process.

The COMELEC shall have the sole authority to determine and enforce disqualification.

IX. ELECTION COMPLAINTS AND DISPUTES

Any election-related complaint must be filed with the COMELEC within twenty-four (24) hours after the conclusion of the elections.

The COMELEC shall investigate and resolve all complaints promptly. Its decision shall be final and binding upon all parties.

X. SPECIAL ELECTIONS

In cases of vacancy, failure of elections, or other valid circumstances, the COMELEC may call for a special election to fill the position, subject to the provisions of the Constitution.
