DEBESMSCAT Gears Up for CHED Composite Team Visit with Pre-CHED Simulation

The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) welcomed resource persons and external evaluators Engr. Janet N. Naag and Dr. Rose Marie A. Arao from the Commission on Higher Education (CHED) Regional Office V for the Pre-CHED Simulation for Universityhood Compliance.

The Pre-CHED Simulation will evaluate and ensure the completeness, readiness, and quality of all required compliance documents, supporting evidence, and presentation materials of DEBESMSCAT ahead of the official CHED Composite Team Visit. The simulation commenced today, September 23, 2026, and will run until Friday, September 25, 2026 to help the institution on its universityhood compliance.

Present at the activity were Dr. Elreen A. Delavin, Vice President for Academic Affairs, deans of different colleges, directors, staff, and representatives from various offices across both the Mandaon and Cawayan campuses.

This simulation reflects the institution's ongoing efforts to polish its programs and maintain top-quality standards as the campus community works together toward universityhood.

𝐍𝐨𝐭𝐢𝐜𝐞 𝐨𝐟 𝐄𝐱𝐭𝐞𝐧𝐬𝐢𝐨𝐧 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐒𝐞𝐚𝐫𝐜𝐡 𝐟𝐨𝐫 𝐏𝐫𝐢𝐯𝐚𝐭𝐞 𝐒𝐞𝐜𝐭𝐨𝐫 𝐑𝐞𝐩𝐫𝐞𝐬𝐞𝐧𝐭𝐚𝐭𝐢𝐯𝐞𝐬 (𝐏𝐒𝐑)

The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) Board of Trustees is extending the Search for Private Sector Representatives (Prominent Citizen) to the DEBESMSCAT Board of Trustees.
MINIMUM PERSONAL QUALIFICATIONS
1. Must be a Filipino citizen and of legal age;
2. Must be at least baccalaureate degree holder;
3.Applicant’s expertise/line of specialization must
be relevant to DEBESMSCAT’s mandate and must contribute to the strategic development of DEBESMSCAT;
4. Must be a resident of the Province of Masbate for at least two years, who is distinguished in his/her line of profession or field of specialization and is willing to serve DEBESMSCAT as member of its Governing Board;
5.The applicant shall not, in any way, be connected with DEBESMSCAT for one (1) year immediately prior to his or her application as PSR;
6. He or she shall not, in any way, be presently employed or appointed to any position with any government (local, national, government-owned and controlled corporations) agency or entity, in any manner, be it full time or part time, at the time of his or her application for the PSR position;
7. Not related to any member of the present Board of Trustees or his/her duly authorized representative within fourth civil degree of consanguinity or affinity;
8. Must have proven leadership, expertise and connection with the private sector; and
9. The applicant must have not been convicted of administrative, civil, or criminal offenses.

DOCUMENTARY REQUIREMENTS

Qualified applicants are requested to submit one (1) set of original and three (3) sets of certified photocopies of the following documents to the Secretariat of the DEBESMSCAT Search Committee for Private Sector Representatives (DSCPSR):
1. Duly notarized formal Application Letter addressed to:
𝗖𝗼𝗺𝗺𝗶𝘀𝘀𝗶𝗼𝗻𝗲𝗿 𝗗𝗲𝘀𝗶𝗱𝗲𝗿𝗶𝗼 𝗥. 𝗔𝗽𝗮𝗴 𝗜𝗜𝗜

2. Duly accomplished, computerized and notarized Personal Data Sheet (CSC Form 212)
3. Proposed vision and mission statement for the institution;
4. Fitness to work certification duly prepared/issued by a licensed physician at least 30 calendar days prior to his/her application;
5. Documents in support of the information stated in the Personal Data Sheet:
a) Barangay Clearance and Police Clearance;
b) NBI Clearance;
c) Certificate of employment/service records or SEC/DTI registration of company/ies owned by applicant, etc., if applicable;
6. Notarized Omnibus Sworn Statement that shall include the following:
a. Commitment and availability of the nominee to serve as PSR;
b. Non-connection, in any manner, with DEBESMSCAT for one year immediately prior to his or her application; and
c. No current employment appointment with any government entity at the time of his or her application.
d. No relation to any member of the present Board of Trustees or his/her duly authorized representative within fourth civil degree of consanguinity or affinity.

DATA PRIVACY NOTICE: ALL THE PERSONAL INFORMATION CONTAINED IN THE PERSONAL DATA SHEET, MEDICAL RECORDS AND OTHER RELATED DOCUMENTS AND INFORMATION SHALL BE USED SOLELY FOR DOCUMENTATION AND PROCESSING PURPOSES ONLY WITHIN THE DSCPSR AND THE BOARD OF TRUSTEES AND SHALL NOT BE SHARED WITH ANY OUTSIDE PARTIES, UNLESS WITH YOUR WRITTEN CONSENT.

An applicant who does not meet ANY of the aforesaid minimum qualifications and FAILS TO SUBMIT a complete set of documentary requirements pertinent to these minimum qualifications on the set deadline shall be DISQUALIFIED from the Search Process.

DEADLINE FOR SUBMISSION OF APPLICATION AND THE REQUIRED DOCUMENTS SHALL NOT BE LATER THAN 6:00 P.M. OF OCTOBER 19, 2026 (MONDAY).

IN PHOTOS: Highlights of the Monday Convocation | September 21, 2026

During the Monday Convocation on September 21, Vice President for Academic Affairs Dr. Elreen A. Delavin announced the upcoming pre-simulation of the Commission on Higher Education Regional Office V (CHED RO V) scheduled this week.

The activity will serve as part of the preparation for the CHED Office of Institutional Quality Assurance and Governance (OIQAG) composite visit for DEBESMSCAT’s universityhood assessment in October.

Dr. Delavin reminded the DEBESMSCAT community to cooperate and actively participate in the activity, emphasizing that everyone has a role in ensuring the institution’s readiness for the upcoming assessment.

She also encouraged faculty members, staff, and students to be prepared, responsive, and supportive throughout the pre-simulation and succeeding universityhood-related activities.

DEBESMSCAT SGSR Holds First Trimester Orientation Seminar for AY 2026–2027

The DEBESMSCAT School of Graduate Studies and Research (SGSR) successfully held its first-ever First Trimester Orientation Seminar for the Academic Year 2026-2027

On record, DEBESMSCAT officially transitioned its Graduate School programs from a bi-term academic structure to a trimester academic calendar started last Academic Year 2025–2026. This academic transition is a pioneering initiative for state universities and colleges (SUCs) not only in the Province of Masbate, but also across the entire Bicol Region.

The event was attended by new, continuing, and returning students pursuing their graduate studies at DEBESMSCAT. Also in attendance were members of the DEBESMSCAT top management, including SUC President III, Dr. Arnel B. Millesca (who joined virtually), Vice President for Academic Affairs Dr. Elreen A. Delavin, Vice President for Research, Extension, Innovation, Creative Works, and Knowledge Management Dr. Rodolfo B. Burac, Jr., SGSR Dean Dr. Bernard M. Barruga, along with SGSR program heads, faculty, and staff.

In his inspirational message, Dr. Millesca emphasized the importance of education in uplifting everyone's lives, calling it a vital tool to eliminate poverty and inspire the community.

Dr. Delavin added that DEBESMSCAT is not only an institution that produces quality graduates, but also one that develops leaders who will shape the educational landscape of Masbate. She noted that while students may face challenges and struggles along the way, these experiences will drive them to become the best versions of themselves.

Invited personnel presented the various services available to SGSR students, including registration, guidance, library, medical, and intellectual property services.

Finally, Dr. Barruga reviewed the School of Graduate Studies and Research policies, highlighting CMO No. 15, series of 2019, as amended by CMO No. 21, series of 2025.

DEBESMSCAT BOT gives full nod to agenda at 116th meeting

The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) Board of Trustees gave a full go-ahead to all proposals on the table during its 116th Regular Meeting on September 16, underscoring the governing body’s continued backing for the state college’s development agenda.

The meeting, held at the DEBESMSCAT College Board Room, was presided over by Board Chairperson Hon. Desiderio R. Apag III, Commissioner of the Commission on Higher Education (CHED).

The Board tackled a range of institutional proposals and agenda items presented by the college administration, approving 100 percent of the matters submitted for deliberation.

The decisions cover initiatives intended to reinforce DEBESMSCAT’s academic programs, institutional operations, and development priorities as the college continues to strengthen its systems and services.

Beyond approving proposals, the regular BOT meeting served as a key policy and decision-making forum where institutional priorities were reviewed and aligned with the college’s mandate and strategic direction.

The unanimous action of the Board provides institutional backing for the administration’s continuing efforts to advance academic excellence, strengthen governance, and pursue development initiatives responsive to the needs of the DEBESMSCAT community.
