DEBESMSCAT Campus Fair & Mini Bazaar Welcomes Students Through Salubong 2026

The DEBESMSCAT Campus Fair & Mini Bazaar is happening today, August 20, 2026, at the DEBESMSCAT Grounds in front of the Administration Building, as part of DEBESMSCAT Salubong 2026.

Organized by DEBESMSCAT Supreme Student Council in cooperation with the College Student Councils, the activity brings together student organizations from across the academic colleges to showcase their creativity, entrepreneurial spirit, and organizational initiative.

The Mini Bazaar provides students with a hands-on opportunity to apply practical skills in business management, marketing, and entrepreneurship while showcasing merchandise from Dโ€™Best Merch and generating funds for their respective organizations. Beyond business, the event also encourages healthy competition, collaboration, and camaraderie among students.

Adding to the excitement is the warm welcome extended to incoming freshmen. Limited complimentary merchandise is being distributed, with priority given to first-year students as they begin their journey as members of the DEBESMSCAT community.

More than a bazaar, todayโ€™s Campus Fair is a celebration of student initiative, creativity, and community spirit, setting a lively and welcoming tone for the new academic year and making Salubong 2026 a memorable experience for the newest members of the DEBESMSCAT family.

DEBESMSCAT Concludes Two-Day Universityhood Policy Review Engagement at UCN

IN PHOTOS: The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) concluded its two-day policy review engagement and knowledge-sharing activity on universityhood at the University of Camarines Norte (UCN) on August 19, 2026.

On the second day, the DEBESMSCAT delegation, led by SUC President III Dr. Arnel B. Millesca, participated in a campus tour covering UCNโ€™s various facilities and laboratories. The delegation also visited the institutionโ€™s Labo and Jose Panganiban campuses to gain insights into their academic facilities, laboratory resources, and institutional development initiatives.

The activity provided DEBESMSCAT officials and representatives with an opportunity to observe and learn from UCNโ€™s facilities and best practices, particularly those relevant to strengthening the Collegeโ€™s continuing preparations and initiatives toward universityhood.

During the closing program, DEBESMSCAT presented a Certificate of Appreciation to the University of Camarines Norte and its SUC President, Atty. Ryan Estevez, DPA, in recognition of the institutionโ€™s valuable partnership, warm accommodation, and meaningful sharing of experiences and insights throughout the two-day engagement.

The activity forms part of DEBESMSCATโ€™s continuing efforts to learn from established institutions and strengthen its institutional capacity as it advances its journey toward achieving university status.

DEBESMSCAT recognized for contribution to Project SARAI, 2026 Regional STI Week

The Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) was recognized for its invaluable partnership and meaningful contribution to the successful conduct of the Project SARAI Year One Implementation and the 2026 Regional Science, Technology, and Innovation Week (RSTW) in Bicol.

DEBESMSCAT SUC President III Dr. Arnel B. Millesca received the Certificate of Appreciation on behalf of the institution on August 19, 2026, at the University of Camarines Norte in Daet, Camarines Norte. He was joined by Engr. Marco Angelo Dejucos, Director of the Intellectual Property and Technology Business Management (IPTBM).

The recognition cited DEBESMSCATโ€™s support and commitment to innovation, which contributed to strengthening collaboration and promoting science-driven solutions toward food security, sustainable energy, and national resilience.

DEBESMSCATโ€™s participation in Project SARAI and the 2026 Regional STI Week highlights the Collegeโ€™s continuing efforts to advance research, innovation, technology development, and partnerships that contribute to addressing pressing community and national concerns.

Other local government units in Masbate were likewise recognized during the event, including the LGU of Mandaon, City of Masbate, and the municipalities of Cawayan and Mobo, for their contributions and support to the initiatives.

HAPPENING NOW | DEBESMSCAT officials and student representatives join the 2026 Regional Science, Technology, and Innovation Week (RSTW) at the University of Camarines Norte, Daet, Camarines Norte.

The DEBESMSCAT delegation, led by SUC President III Dr. Arnel B. Millesca, includes Research and Publication Services Director Dr. Sherwin Balbuena, IPTBM Director Engr. Marco Angelo Dejucos, and SSC representatives, Ms. Andrea Daphne A. Ortiz and Ms. Raisah R. Dalanon.

The activity is graced by DOST Secretary Dr. Renato U. Solidum Jr., DOST-Bicol Regional Director Rommel R. Serrano, CESO III, other DOST officials, and fellow PASUC V SUC Presidents.

A highlight of the event is the Awarding of Plaques to DOST SARAI Bicol Partners, where DEBESMSCAT will receive recognition as one of the Partner for Project SARAI.

DEBESMSCAT, UCN Forge Faculty-Sharing Partnership

The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) and the University of Camarines Norte (UCN) have entered into a Memorandum of Agreement (MOA) to strengthen faculty complementation and support DEBESMSCATโ€™s continuing bid for universityhood.

The agreement, represented by DEBESMSCAT SUC President III Dr. Arnel B. Millesca and UCN SUC President III Atty. Ryan L. Estevez, DPA, allows qualified UCN faculty members to serve as adjunct faculty at DEBESMSCAT, subject to their consent and applicable institutional and CHED policies.

The partnership aims to address faculty complement requirements in the College of Engineering, College of Industrial Technology, College of Education, and College of Agriculture. UCN will endorse qualified faculty members, while DEBESMSCAT will provide teaching assignments, necessary instructional support, and compensation in accordance with existing government and institutional rules.

The MOA underscores inter-institutional collaboration among State Universities and Colleges through faculty sharing and resource complementation, strengthening DEBESMSCATโ€™s academic capacity as it works toward meeting the requirements for institutional conversion into a university.

The Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) successfully conducted its Peace Corps Culminating Activity today, August 18, 2026, via Zoom, marking the successful completion of the Virtual Service Pilot Partnership and the Capacity Training for Agricultural Research.

The culminating activity brought together representatives from the Peace Corps Philippines and DEBESMSCAT to celebrate the accomplishments, learning experiences, and strengthened partnership developed throughout the engagement.

Representing the Peace Corps Philippines were Mr. Brian Cummins, Acting Country Director, Peace Corps/Philippines; Mr. Milo E. Cruz, Peace Corps Philippines Program Coordinator; Dr. Aaron J. Kingsbury, Peace Corps Mentor; and Ms. Amanda Martin Peace Corps Volunteer. From DEBESMSCAT, the activity was attended by Dr. Arnel B. Millesca, SUC President III; Dr. Rodolfo B. Burac, Jr., Vice President for Research, Extension, Innovation, Creative Works and Knowledge Management; Dr. Nikki Faith A. Bantillo, Director for International Affairs; and faculty members from the College of Agriculture and Agroforestry, Dr. Ulysis L. Fererras, Dr. Donata L. Valler, Mr. Zaldy C. Ibaรฑez Jr., Mr. Allan T. Cinco Jr., Dr. Maria Christina Rochelle D. Zaragoza, Mr. John Carlo V. Mortel, Mr. Nestor R. Vibas Jr., Engr. Laurence G. Almoguera, Dr. Michael O. Ogaya, Dr. Mohammad D. The program provided an opportunity to recognize the dedication and contributions of everyone involved in the seven-month engagement. It also highlighted the importance of international collaboration in strengthening research capacity, promoting knowledge exchange, and developing innovative approaches in agriculture.

The Capacity Training for Agricultural Research provided DEBESMSCAT faculty members with valuable learning experiences and mentoring aimed at enhancing their research competencies and encouraging them to translate knowledge into practical and meaningful agricultural innovations.

The partnership also served as a platform for cultural exchange and mutual learning between the Philippines and the United States. Through the Virtual Service Pilot Partnership, participants were able to build professional relationships, share knowledge and experiences, and deepen their understanding of each otherโ€™s cultures and academic contexts.

DEBESMSCAT expresses its sincere appreciation to the Peace Corps Philippines for its continued support and collaboration, particularly to Mr. Brian Cummins, Mr. Milo E. Cruz, and Dr. Aaron J. Kingsbury, for their valuable contributions to the success of the partnership.
