30 years after the NATIONAL BOOK POLICY was signed into law, the policy is given a serious and grounded review by the NATIONAL BOOK DEVELOPMENT BOARD and industry stakeholders, PEPA included. An industry analysis, presented yesterday, is foreground of the needed review. Our conclusion: some provisions still need to be realized (NBDB and private sector involvement in the textbook supply chain) and provisions that need upgrading ( developing a robust public library network, rationalizing AI involvement in content development and copyright policies). PEPA is committed to supporting the NBDB in this milestone review process. We look forward to working with government, publishers, authors, educators, and other stakeholders to help shape a stronger, more relevant, and future-ready policy framework for Philippine books and publishing.

Textbooks were again on the agenda of the Congressional Committee on Basic Education in its recent hearing last May 4, 2026. Present at the meeting were representatives from the DEPED Bureau of Learning Resources (BLR), the National Book Development Board (NBDB) and PEPA members, representing the book industry. Committee Chair Congressman Roman Romulo kept the discussion going with a volley of questions. DEPED Assistant Secretary Janir Datukan and BLR Director Atty Suzette Medina answered queries from the committee about the textbook procurement, such as causes of bidding failures and delays in deliveries. Congressman Romulo urged the DEPED and the private sector to continue the dialogue and arrive at mutually beneficial terms that will ease the bottlenecks in the procurement process and ensure the timely and efficient delivery of textbooks in all public schools.

PEPA members gathered today for the first KAPIHAN for 2026, hosted by REX Education. PEPA Chairman Emeritus Dominador Buhain welcomed everyone to the Rex Knowledge Center auditorium with a brief recap of RA 8047, the Book Industry Development Act. PEPA President Jose Paolo Sibal shared highlights of the recent consultation of the Congressional Committee on Basic Education where PEPA shared the prevailing challenges in textbook procurement and PEPA's plans for the year. The KAPIHAN main speaker, Executive Director of the Catholic Education Association of the Philippines, Narcy Ador Dionisio, presented CEAP's current plans and urged publishers to actively participate in their activities, beyond being mere observers. ED Dionisio acknowledged the long-term partnership of both associations, considering publishers as stakeholders in the education ecosystem. He also invited publishers to more regular dialogues to bring about much-needed reforms in private education. Thank you ED Narcy Dionsio, for your presence!
