West Mindoro Academy stands in solidarity with the call of the Private Education Assistance Committee (PEAC) for the approval of the Basic Education Voucher Program Act. For many learners in our province, educational assistance programs have become an important support system that allows students to continue their studies in private schools while helping institutions remain responsive to the educational needs of their communities. We recognize the important role of stronger collaboration between the public and private sectors in building a more inclusive, stable, and future-ready Philippine education system.

The PEAC strongly urges the immediate approval of the Basic Education Voucher Program Act that will be critical in strengthening access to quality education and ensuring the continuity of government assistance for millions of Filipino learners, most especially the expansion of the subsidy program to include K-6 learners.

The PEAC has consistently supported the proposed legislation and emphasized the importance of sustaining policy direction, preserving implementation continuity, and ensuring institutional stability that will contribute to the long-term success of the program.

Habang ginagamit natin ang panahong ito upang higit pang mapalakas ang kahandaan ng paaralan para sa SSHS implementation, nananatili ang ating pangakong makapagbigay ng dekalidad, makabuluhan, at learner-centered na edukasyon para sa mga susunod na taon. 💙

Sa pagpasa ng Senate Bill 1981 sa 3rd Reading, kinikilala natin ang isang mahalagang hakbang tungo sa mas inklusibo at mas patas na access sa dekalidad na edukasyon.

Bilang bahagi ng private education sector, matagal na naming ipinaglalaban ang tunay na diwa ng public–private complementarity—na hindi magkalaban ang pampubliko at pribadong paaralan, kundi magkaagapay sa paghubog ng kinabukasan ng ating mga kabataan.

Malinaw ang potensyal ng panukalang ito:
1. Mas mataas na vouchers para sa low-income households.
2. Automatic inclusion ng ALS completers at learners mula sa GIDA.
3. At higit sa lahat, konkretong hakbang para mabawasan ang classroom congestion sa public schools.

Pero kasabay ng aming suporta ay isang paalala:
Ang voucher system ay hindi lamang dapat palawakin—ito ay dapat palakasin, patatagin, at tiyaking napapanahon ang implementasyon.

Sa ground level, alam naming:
1. Kung delayed ang fund release, napuputol ang operasyon.
2. Kung hindi sapat ang halaga, limitado ang tunay na access.
3. Kung kulang sa malinaw na mekanismo, naaapektuhan ang tiwala ng mga paaralan at pamilya.

Kaya ang panawagan namin:
✔️ Siguraduhin ang timely at predictable na paglalabas ng pondo
✔️ Iayon ang voucher value sa tunay na cost ng quality education
✔️ Palakasin ang accountability at partnership mechanisms

Hindi lang ito usapin ng polisiya.

Usapin ito ng buhay ng mga paaralan, kabuhayan ng mga g**o, at kinabukasan ng mga bata.

Sa huli, iisa ang layunin natin:
Isang sistemang pang-edukasyon na walang naiiwan—at walang sektor na napapabayaan.

𝐏𝐀𝐒𝐀𝐃𝐎 𝐒𝐀 𝟑𝐑𝐃 𝐑𝐄𝐀𝐃𝐈𝐍𝐆! 👍 Pasado na on 3rd Reading sa Senado ang Senate Bill 1981, na nag-eexpand ng voucher system sa basic education. Sa ilalim ng panukala, mas mataas rin ang voucher amounts para sa mga estudyante sa low-income hhouseholds, at automatic voucher recipients naman ang ALS completers at estudyante sa mga GIDA.

Malaking tulong ito para ma-decongest ang siksikan nating mga classrooms at matulungan ang disadvantaged students! Matutulungan rin nito ang private education sector ng bansa! 🏫🏫🏫

Ibinahagi ng Department of Social Welfare and Development - DSWD ang Implementing Rules and Regulations (IRR) ng Republic Act No. 11984 o ang “𝗡𝗼 𝗣𝗲𝗿𝗺𝗶𝘁, 𝗡𝗼 𝗘𝘅𝗮𝗺 𝗣𝗿𝗼𝗵𝗶𝗯𝗶𝘁𝗶𝗼𝗻 𝗔𝗰𝘁.”

Bagama’t naisabatas ang RA 11984 noong Marso 2024, ang IRR na pirmado noong Disyembre 2025 ay kamakailan lamang naipabatid sa publiko.

Alinsunod sa batas, ang mga mag-aaral na maituturing na “𝗗𝗶𝘀𝗮𝗱𝘃𝗮𝗻𝘁𝗮𝗴𝗲𝗱 𝗦𝘁𝘂𝗱𝗲𝗻𝘁𝘀” at may kaukulang 𝗖𝗲𝗿𝘁𝗶𝗳𝗶𝗰𝗮𝘁𝗲 𝗼𝗳 𝗗𝗶𝘀𝗮𝗱𝘃𝗮𝗻𝘁𝗮𝗴𝗲𝗱 𝗦𝘁𝗮𝘁𝘂𝘀 mula sa DSWD o MSWDO ay papayagang makakuha ng kanilang mid-quarterly and final quarterly assessments kahit may hindi pa nababayarang matrikula o iba pang bayarin, alinsunod sa itinakdang proseso.

Nais naming ipabatid sa lahat ng aming mga stakeholder—lalo na sa mga magulang, mag-aaral, at mga katuwang mula sa Pamahalaang Lokal—na ang ating paaralan ay nananatiling nakatuon sa pagsunod sa mga umiiral na batas at regulasyon ng pamahalaan.

Sa kasalukuyan, ang administrasyon ay naghahanda ng isang opisyal na 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹 𝗽𝗼𝗹𝗶𝗰𝘆 𝗮𝘁 𝗶𝗺𝗽𝗹𝗲𝗺𝗲𝗻𝘁𝗶𝗻𝗴 𝗴𝘂𝗶𝗱𝗲𝗹𝗶𝗻𝗲𝘀 upang matiyak ang maayos, malinaw, at balanseng pagpapatupad ng batas—na isinasaalang-alang ang kapakanan ng mga mag-aaral at ang pananatili ng katatagan at kaayusan ng institusyon.

Patuloy kaming makikipag-ugnayan sa mga kinauukulang tanggapan at magbibigay ng karagdagang abiso sa oras na mailabas ang pinal na patakaran ng paaralan.

BAWAL NA ANG “NO PERMIT, NO EXAM”!

Mas pinatibay na ang proteksyon para sa ating mga mag-aaral sa pamamagitan ng No Permit, No Exam Prohibition Act. Sa ilalim ng batas na ito, pinapayagan na ang mga disadvantaged students na kumuha ng kanilang periodic at final examinations kahit may hindi pa nababayarang school fees sa pampubliko man o pribadong paaralan.

Pinaninindigan ng pamahalaan na ang edukasyon ay karapatan, at hindi dapat maantala dahil lamang sa kakulangan sa pinansyal. Sa ganitong paraan, masisig**o na ang bawat estudyante ay may patas na pagkakataong makapagpatuloy at makapagtapos ng pag-aaral.

With gratitude-filled hearts, West Mindoro Academy acknowledges the lasting legacy of our esteemed Alumni Benefactors whose generosity made possible the construction of our front wall fence and façade — a visible symbol of faith, unity, and shared commitment to the mission of Catholic education.

For nearly half of a decade, the names of our benefactors were hand-painted on these structures as a public expression of our deep appreciation. Those names have not merely been written on concrete; they have been engraved in the history, growth, and spirit of our beloved institution.

Recently, we received an official instruction from the Board of Trustees, through our Chairman, Most Rev. Pablito M. Tagura, SVD, DD, to undertake repainting and improvement works on the wall fence and façade. This initiative forms part of our continuing efforts to strengthen the school’s branding and present West Mindoro Academy as steadfast pillars of excellence, faith, and service.

We understand that this enhancement will cover the painted names of our benefactors. However, we wish to assure our Alumni Benefactors and the entire WEMA community that no repainting can ever diminish the legacy you have built. Your generosity remains foundational to our institution’s journey. The physical paint may change, but the gratitude of West Mindoro Academy endures.

As we prepare for this improvement in the coming days, we invite our community to view this not as an erasure, but as a renewal — a continuation of the very vision our benefactors helped establish. The walls may be refreshed, but the legacy remains steadfast.
