UNITY STATEMENT: INCLUSIVE BULSU, NOW!
ADOPT TRANSGENDER AND GENDER-NON-CONFORMING (TGNC) GUIDELINES AND INSTITUTIONALIZE GENDER-AFFIRMATIVE POLICIES!

Signed by nearly 50 student organizations, councils, and formations, we stand together in calling for a Bulacan State University that respects, protects, and affirms every student’s right to learn, express themselves, and exist without discrimination.
Educational institutions should provide a safe and supportive environment where all students can learn, grow, and express themselves without fear or discrimination. Despite this, gender-based discrimination and restrictive policies continue to impact transgender and LGBTIQ+ students at Bulacan State University and across the Philippines. Under the College of Professional Teacher Education's newly implemented rules and regulations, transgender students are being required to cut their hair and dress in ways that do not reflect their identities. They also report ongoing discrimination from educators, administrators, and the institution. Additionally, at the recent graduation, transgender students were not recognized by their lived names, despite ongoing petitions. These actions violate students’ rights to expression and an inclusive learning environment. Such practices limit self-expression and pressure students to conceal their identities to meet institutional expectations.
We advocate for an educational institution that upholds respect, fosters safe spaces, and protects every student’s SOGIESC. We believe that every student deserves equal opportunities to learn, lead, and express themselves without facing discrimination based on appearance and identity. No student should have to sacrifice their identity, dignity, or sense of self to be included. True inclusion requires recognizing transgender and LGBTIQ+ students as equal members of the academic community.
We call on Bulacan State University, the Local Administration of the College of Professional Teacher’s Education, and all educators, administrators, and education sector members to take action. We urge the adoption of policies that recognize and protect students’ SOGIESC, prevent gender-based discrimination, and ensure students can express themselves freely without fear of punishment or exclusion. We urge educational institutions to listen to the experiences of transgender and LGBTIQ+ students and include them in decisions that affect their lives. Inclusive education should not remain an aspiration; it must be a commitment reflected in our policies, classrooms, and daily interactions with students.
Let us uphold the principle that at BulSU, we commit to leaving no one behind.
