[OUTREACH & CONTINUED RELIEF EFFORTS]
KAAGAPAY CAFA: Tulong, Kalinga, Pag-Asa
Noong nakaraang August 20, 2026, matagumpay na naisagawa ng CAFA Local Student Council Executive Office at Junior Academic Research Enthusiasts Society (JARES) ang paunang outreach program sa Brgy. Meysulao, Calumpit, Bulacan kung saan tayo ay nag pamahagi ng hot meals para sa mga kababayan nating hanggang ngayon ay apektado ng baha.
Dahil sa patuloy na tulong at pagmamalasakit, naipaabot natin ang mga donasyon sa mga pamilyang naapektuhan ng dumaang kalamidad.
Bagaman tayo ay nakapaghatid ng paunang tulong, hindi pa rito natatapos ang ating laban.
Kaya naman, patuloy na nakabukas ang pinto ng ating programa para sa inyong mga donasyon upang maipagpatuloy at mapanindigan natin ang mga susunod pang inisyatibo para sa ating komunidad!

NAGKAKAISANG PAHAYAG NG KONSEHO NG MAG-AARAL SA INIHAING PONDO NG NEP 2027 SA BULSU
Ang Konseho ng Mag-aaral ng Bulacan State University (BulSU) ay sama-samang naninindigan para sa nararapat na pag-angat ng pangkabuoang badyet na nakalaan para sa pamantasan.
Sa inilabas na proposed budget sa National Expenditure Program (NEP) para sa unibersidad, naitalang may nakalaan na P1,849,576,000 na halaga para sa susunod na taon. Bumaba ito ng P260,424,000 kumpara sa GAA 2026 budget na nagkakahalaga ng P2,110,000,000.
Habang kinikilala ng konseho ang pagtaas ng badyet para sa Free Higher Education ng 7.41% (₱41,847,000) na magbibigay karagdang akses sa libreng edukasyon para sa mga susunod na iskolar ng bayan, hindi dapat napag-iiwanan ang mahahalagang pasilidad, kagamitan, at proyekto na mas magbibigay espasyo sa mga mag-aaral.
Ayon sa NEP 2027, bumaba ng P277,340,000 ang Capital Outlays (CO) na siyang dapat sumusuporta para sa pagtatayo, pag-re-renovate, at pagdagdag pa sa mga long-term university facilities at equipment na susuporta sa inaasam na dagdag kapasidad sa bilang ng mga estudyante sa pamantasan.
Noong December 2025, sa isinapublikong pag-aaral ng Research and Development Committee napag-alaman na hindi sumasapat ang bilang at accomodation ng mga learning spaces sa pamantasan magmula sa mga seating capacity, ventillation at maayos na maintenance sa mga ito. Kaakibat pa nito ang natanggap na impormasyon ng Students’ Rights and Welfare Committee nitong July 2026 mula sa Office of the Academic Affairs at bawat Dean’s Office na nagsasabing walang unutilized rooms para sa mga student organizations at student sectors sa pamantasan dahil nakalaan na lahat ng espasyo na ito para sa mga pang-akademiko at administratibong espasyo.
Base sa mga datos na ito, maliwanag na kasabay dapat ng isang mas pinalalagong bilang sa pamantasan ang kalidad na pangmatagalang serbisyo na susuporta sa pag-aaral. Mula sa hindi matapos-tapos na mga pinondohang establisyimento sa Campus 2 hanggang sa simpleng paglalaan ng mga tunay na conducive classrooms na sasapat para sa lahat.
Ngunit hangga’t hindi pa tuluyang naisasabatas ang pondo na ito sa General Appropriations Act (GAA) ng taong 2027, panawagan natin sa Kongreso na agarang dinggin ang ipinasang GA Resolution ng Academic Affairs Committee noong 2025 para ipanawagan ang mas mataas na alokasyon ng pondo sa BulSU para sa GAA 2027 na talagang tutugon sa lahat ng aspeto ng pangangailangan sa unibersidad.
Ang daan para sa isang aksesibol at kalidad na edukasyon ay hindi dapat pababa: bagaman kinikilala ng konseho ang mas mataas na pondo sa ilang mahahalagang parte ng pangkabuoang badyet ay hindi dapat dito natatapos ito. Nananatili ang ating kagustuhan para sa pagdadagdag ng mga tao sa bakanteng plantilla positions, pondo sa scholarships, mainam na university facilities para sa bawat mag-aaral at grupo at iba pang mga primaryang pangangailangan ng mga BulSUans.
Ang edukasyon ay karapatan ng mamamayan na dapat nating IPAGLABAN!

[EXECUTIVE ORDER No. 004, s. 2026‑2027]
The Office of the Governor together with the local PRSA Committee establishes the CAFA Community Channel, the official verified Messenger platform of the College of Architecture and Fine Arts Local Student Council. This channel will serve as the primary source for accurate, timely, and official information for all CAFA students.
Pursuant to Article VII, Section 3 of the BulSU Student Government Constitution and By‑Laws and Article III, Section 2 of the CBL, the Council is tasked with the active dissemination of official advisories, memoranda, and announcements to the studentry.
All bona fide CAFA students are directed to join the Community Channel within seven (7) calendar days or until August 16, 2026. Students who are unable to enroll due to lack of device, internet, or other justifiable causes may inform their Class Mayor for alternative information dissemination, with no prejudice incurred.
The Community Channel consists of five dedicated chats for announcements, rules, transparency updates, general inquiries, and official Council records, upholding the principles of transparency, accessibility, and participative governance.
This Executive Order takes effect immediately for Academic Year 2026‑2027. For your guidance and strict compliance.
