22 September 2026 | With a shared vision for a future-ready and transformative higher education, the BulSU community gathered at the Valencia Hall for the Ulat ng Pangulo ng Pamantasan 2026, under the theme, โHiraya: Ang BulSU Bilang Lundayan ng CHED ACHIEVE Agenda.โ
The program commenced with the doxology performed by the BulSU Saring Himig, followed by a solemn prayer led by Bishop Jonel Milan. The gathering was also graced by presidents and representatives from fellow SUCs and partner stakeholders, strengthening the spirit of collaboration within the higher education community.
The Presidentโs Address reflected on the universityโs journey toward its vision and aligned its initiatives with the Commission on Higher Educationโs ACHIEVE Agenda. Anchored on Hiraya, University President Dr. Teody C. San Andres underscored the universityโs deep hope and faith in realizing its aspirations and transforming them into meaningful action. The seven pillars of ACHIEVE were presented as a framework that brings together principles and initiatives BulSU has long pursued, now under a clearer direction toward becoming a more responsive, inclusive, and future-oriented higher education institution.
Under Advanced and Accessible Lifelong Learning, BulSU continues to broaden educational opportunities beyond traditional pathways through its CHED-deputized ETEEAP, Education Behind Bars Program, micro-credentials, Online Distance eLearning, and night classes, while promoting inclusive access through the Inclusive Admissions Program for marginalized communities, including Dumagat communities. Its commitment to inclusion extends to Students with Special Needs and Disabilities through the Universityโs first Boccia Tournament, complemented by more than 255 training and professional learning activities attended by 699 faculty members and 139 personnel. Meanwhile, under Centralized One-Nation Human Capital Development, BulSU continues to prepare future-ready graduates by aligning academic programs, curricula, and workforce development with industry needs and national and global demands. This is reflected in new programs and specializations for AY 2027โ2028, the BulSU Plaridel Extension Campus, strengthened aviation partnerships, and the TESDA accreditation of the College of Industrial Technology as an Assessment Center. These efforts are further supported by financial assistance, licensure achievements, the Office of Licensure, Certification, and Professional Development, and initiatives such as the Student Internship Program Operation Manual and Graduate Tracer Program, which recorded an 85.75% graduate employment rate.
Under Harmonized SDG-Based Research, Development, and Innovation, during the third year of the presidency of Dr. San Andres, BulSU strengthened its role as a hub for knowledge generation by aligning research and innovation with the United Nations Sustainable Development Goals to develop practical solutions to community challenges. This commitment was reflected in 488 completed research outputs, 234 published papers in Scopus- and Web of Science-indexed journals, and 15 research papers presented at national and international conferences, supported by access to the Scopus Database for students and faculty researchers. The University likewise advanced innovation through 45 registered IP assets, including eight industrial designs, new products developed through the Fabrication Laboratory, and community-based research on archaeology and cultural heritage through the Center for Bulacan Studies. Research efforts also extended to climate resilience through the Calumpit-Hagonoy Basin Climate Resilience Project and the Climate-Induced Displacement Citizen Science Laboratory, alongside the countryโs first Faculty Immersion Program for selected CPTED faculty. Complementing these efforts, student organizations recorded 655 UNSDG-aligned activities. While under Inclusive and Impact-Driven Internationalization, BulSU deepened global engagements through 66 active international MOAs and 211 international student internship placements, including 186 students deployed to Taiwan, 14 to Thailand, and 11 CIT students trained in Japan. The University also became a full member of the Association of Universities of Asia and the Pacific, while over 900 BulSUans passed the HSK Mandarin Proficiency Examination through the Confucius Institute. Global academic collaboration further expanded through international conferences, Transnational Education, and the College of Engineeringโs submission of its Self-Tiering Assessment Report to the Philippine Technological Council, while BulSU rose from Rank 159 to Rank 118 among the Top 500 Global Innovative Universities in the World University Rankings for Innovation.
Supporting these transformations are the enabling policies on Expanded and Integrated Real-Time Data Collection and Analytics and Vitalized Policies, Internal Systems, and Governance. Under the first, BulSU strengthened its digital systems through the University Performance Monitoring System, CADMAS, ALAB Pass, and the Multi-functional Health Information System, while modernizing financial operations through the Land Bank Pass-Through Account and GCash Funds Disbursement Service, which has distributed more than Php2 million in student stipends and financial assistance. Under Vitalized Policies, Internal Systems, and Governance, guided by the DATE principle: Developmental, Adaptive, Transparent, and Effective, the University approved its first Financial Operation Manual, implemented a 10% average salary increase for Part-time Faculty, Contract of Service, and Employee by Job Order personnel, and created 85 new plantilla positions under ROSS Phase II. These efforts were complemented by the BulSU Life Transitions Program for retiring personnel and policies on disaster preparedness, emergency response, and learning continuity, further strengthening institutional systems, employee welfare, and the continuity of University services.
Under Effective and Efficient Public Service, BulSU continues to modernize its frontline services, institutional processes, and facilities toward a more client-centered and responsive University. This includes the ongoing transition from ISO 9001:2015 Quality Management System certification to ISO 21001:2025 Educational Organization Management System certification, strengthening the Universityโs alignment with international standards for academic institutions. Student welfare remains a priority through the Enhanced Student Accident Insurance, which covers 45,841 officially enrolled students and personnel, while extension and community engagement initiatives have reached 80,420 beneficiaries through programs such as SAMBALARAN, BulSU Bayanihan Relief Operations, GADTribu, the LINGAP Jail Outreach Program, and the Legal Aid Caravan. These efforts are complemented by partnerships that extend BulSUโs expertise to local communities and governments, including the Civil Society Organization Academy in Central Luzon and the Bustos Campus' research-based policy initiatives. At the same time, BulSU continues to invest in quality learning and service environments through completed and ongoing infrastructure projects across its campuses, including the San Rafael Campus Auditorium, Dormitory and College of Medicine Building, Phase II development of the CAFA Building, BulSU Hospital and Sports Complex, the new Healthcare Facility, Two-Storey GADC Building, Admissions Office Building, Research Building, and various classroom, laboratory, faculty, and student facilities.
More than a presentation of accomplishments, the Ulat ng Pangulo ng Pamantasan 2026 reaffirmed that the realization of ACHIEVE is a shared responsibility. As President San Andres emphasized, its success depends on the collective commitment of the entire BulSU community to embrace the agenda not merely as a mandate, but as a shared direction toward a more inclusive, innovative, and responsive University.
To further affirm this shared commitment, messages of support were delivered by members of the BulSU Board of Regents, including Student Regent Hon. Iesu Rex Judiel Cruz, NAP Regent Hon. Melinda Navarro, Faculty Regent Hon. Bonifacio Esguerra Jr., and Alumni Regent Hon. Rolando Gaspar. The program concluded with the launch of the College of Arts and Letters Media Hubโs ALAB BulSU On-Air, spearheaded by CAL Dean Dr. Lois Ruth Villavicencio and Mr. Joshua Nicdao, alongside the presentation of the same-day edit video, which brought together the highlights and milestones of BulSUโs continuing journey under the ACHIEVE framework.
Through Hiraya, University President Dr. Teody C. San Andres reaffirmed his commitment to nurturing aspirations, creating opportunities, and transforming hope into meaningful action as BulSU continues to serve as a lundayan of the CHED ACHIEVE Agenda, for BulSU, for the nation, and for God.
