NOW LIVE | THIRD REGULAR LEGISLATIVE BODY SESSIONS (DAY 1)

The BulSU Student Government Legislative Branch is now conducting the Third Regular Legislative Body Sessions for the deliberation of Draft Financial Resolutions (DFR-034 to DFR-052).

The sessions shall deliberate on proposed student programs, projects, and initiatives scheduled for implementation from August 1 to September 30, 2026, ensuring that all proposed financial measures undergo proper legislative scrutiny before implementation.

Through these regular legislative proceedings, the University-wide Legislative Branch continues to uphold transparency, accountability, and sound fiscal governance by ensuring that student-led initiatives are carefully evaluated and acted upon in accordance with established legislative processes.

ON-GROUND VOLUNTEER ENGAGEMENT DRIVE

On this day, July 16, 2026, with just two days left before the deadline to apply, the Office of the Vice President carried out an On-Ground Volunteer Engagement Drive to reach out to fellow BulSUans personally.

During the course of conversation with students around the campus, the Office extended the option for volunteers to participate in the program/projects/legislations of the Office to bring about governance that is transparent and people-centric.

LEGISLATIVE MEMORANDUM NO. 020, S. 2026–2027

The Office of the Vice President, through Vice President Jerolbe A. Capule, formally issues Legislative Memorandum No. 020, s. 2026–2027, convening the Third Regular Legislative Body Sessions for the deliberation of Draft Financial Resolutions (DFR-034 to DFR-052).

The sessions shall serve as the official legislative proceedings for the presentation, interpellation, and deliberation of proposed student programs, projects, and initiatives scheduled for implementation from August 1 to September 30, 2026, ensuring that all proposed measures undergo proper legislative scrutiny before implementation.

Through this issuance, all Senators of the BulSU Student Government Legislative Branch and authors of the corresponding Draft Financial Resolutions are directed to actively participate in the scheduled sessions in accordance with the prescribed schedule, venue, and mode of participation to ensure the orderly, timely, and efficient conduct of legislative business.

BULSU ADMIN, PRIORITIZE THE SAFETY OF STUDENTS! SUSPEND THE CLASSES, NOW!

Dahil sa patuloy na nararanasang malalakas na pag-ulan, pagbaha sa iba't ibang bahagi ng Bulacan, at masamang lagay ng panahon dulot ng umiiral na Habagat (Southwest Monsoon), nananawagan ang Office of the Vice President ng Bulacan State University Student Government sa Pamantasan na bigyan pansin ang kasalukuyang kalagayan ng panahon at isaalang-alang ang pagsuspinde ng face-to-face classes sa Lunes, Hulyo 13, 2026, bilang pag-iingat sa kaligtasan at kapakanan ng bawat BulSUan.

Marami sa ating mga estudyante ang nagmumula sa mga lugar na kasalukuyang lubog sa baha o apektado ng hirap sa transportasyon o nahaharap sa iba pang suliraning dulot ng pag-ulan. Patuloy ring nagbabala ang PAGASA sa posibilidad ng malalakas na pag-ulan na maaaring magdulot ng karagdagang pagbaha at iba pang panganib. Sa ganitong sitwasyon, mahalagang unahin ang kaligtasan ng bawat mag-aaral, kawani, at g**o kaysa ilagay sila sa panganib ng pagbiyahe.

Naniniwala ang Office of the Vice President na ang anumang pasyang may kinalaman sa pagpapatuloy ng face-to-face classes ay dapat isaalang-alang din ang aktuwal na kalagayang kinahaharap ng mga BulSUan sa iba’t ibang bahagi ng lalawigan.

Sakaling hindi maaprubahan ang panawagang suspensiyon ng face-to-face classes, hinihiling ng Office of the Vice President sa Pamantasan na pahintulutan ang mga estudyante na magsuot ng komportable o civilian attire sa halip na uniporme at tiyaking walang BulSUang ituturing na absent o papatawan ng anumang attendance-related sanctions kung ang kanilang hindi pagpasok ay dulot ng pagbaha, limitadong transportasyon, at iba pang epekto ng patuloy na masamang panahon.

Sa panahong ito, higit kailanman, nararapat na manaig ang malasakit at pag-unawa sa kalagayan ng ating mga estudyante. Nananatiling kaisa ang Bulacan State University Student Government Office of the Vice President sa panawagang unahin ang kaligtasan, kapakanan, at dignidad ng bawat BulSUan.

LEGISLATIVE BODY MEMORANDUM NO. 019, S. 2026–2027

The Office of the Vice President, through Vice President Jerolbe A. Capule, formally issues Legislative Body Memorandum No. 019, s. 2026–2027, directing the submission of the required preparatory deliverables for ISKOnsulta: Sectoral-Based Legislative Engagement.

Following the First Preparatory Meeting for ISKOnsulta, this Memorandum outlines the required Committee Action Plan, the establishment of each sectoral committee's official communication channel, and the corresponding deadlines to ensure that every organizing committee is adequately prepared for the conduct of their assigned sectoral consultations.

Through this issuance, all BulSU Student Government Senators are directed to complete and submit the prescribed requirements within the specified timelines to strengthen coordination, promote accountability, and ensure the organized and effective implementation of the University's official and continuing sectoral consultation mechanism.

HIGHLIGHTS | FIRST PREPARATORY MEETING FOR ISKOnsulta

The Bulacan State University Student Government successfully conducted the First Preparatory Meeting for ISKOnsulta, a university-wide, sectoral-based legislative engagement, held on July 11, 2026 via Google Meet.

The preparatory meeting was spearheaded by the Office of the Vice President through Vice President Jerolbe A. Capule to ensure the effective supervision, coordination, and implementation of ISKOnsulta across all sectoral committees. Student Government Senators presented the initial plans and preparations of their respective committees, discussed assigned sectoral engagements, and outlined the necessary deliverables and timelines for the upcoming mass consultations.

LEGISLATIVE BODY MEMORANDUM NO. 018, S. 2026–2027

The Office of the Vice President, through Vice President Jerolbe A. Capule, formally issues Legislative Body Memorandum No. 018, s. 2026–2027, convening the First Preparatory Meeting for ISKOnsulta: Sectoral-Based Legislative Engagement.

Pursuant to Legislative Memorandum No. 017, s. 2026–2027, the meeting serves as the initial coordination and monitoring session of the Legislative Branch to assess the progress of preparations for ISKOnsulta, present committee updates, address operational concerns, and finalize the remaining tasks necessary for the successful implementation of the University's flagship legislative engagement initiative.

Through this issuance, all Senators of the BulSU Student Government Legislative Branch, including those without assigned sectors or committees, are directed to actively participate in the meeting to collectively contribute to the preparation and implementation of ISKOnsulta, further strengthening collaborative, consultative, and responsive student governance across the University.

LEGISLATIVE MEMORANDUM NO. 017, S. 2026–2027

The Office of the Vice President, through Vice President Jerolbe A. Capule, formally issues Legislative Memorandum No. 017, s. 2026–2027, adopting and implementing ISKOnsulta: Sectoral-Based Legislative Engagement as the official and continuing sectoral consultation mechanism of the BulSU Student Government Legislative Branch.

The Memorandum establishes ISKOnsulta as a structured legislative engagement system that institutionalizes continuous consultation with the different sectors of the University, ensuring that student concerns, sectoral realities, and policy recommendations are translated into responsive legislation, evidence-based policymaking, administrative lobbying initiatives, and student-centered reforms.

Through this issuance, the Office of the Vice President directs all members of the Legislative Branch, Standing Committees, and concerned Student Government officials to actively support and participate in the implementation of ISKOnsulta throughout Academic Year 2026–2027, further strengthening participatory, inclusive, consultative, and evidence-based student governance across the University.
