STRENGTHENING LEGISLATIVE COORDINATION AND OPERATIONS
Last May 25, 2026, the BulSU SG Office of the Vice President, through Vice President Jerolbe Capule, successfully conducted a Consultation Meeting on the Regular Sessions Scheduling Matrix together with members of the Legislative Branch to discuss and finalize the proposed schedule of regular legislative sessions for Academic Year 2026โ2027.
The consultation aimed to ensure a smooth, organized, and efficient flow of legislative sessions in order to strengthen coordination within the Legislative Branch and uphold continuous and effective legislative operations.
The meeting also included a consultation regarding the formulation and adoption of the Internal Rules of Procedure (IRP) of the Legislative Body, in accordance with the provisions of the Legislative Body Code, which mandates the establishment of parliamentary rules and internal operational procedures for the Legislative Branch.
Such initiatives remain essential in maintaining order, professionalism, accountability, and systematic legislative processes. Through proactive coordination and institutional planning, the Legislative Branch continues to work toward ensuring efficient, responsive, and smooth operations in service of the student body.

LEGISLATIVE MEMORANDUM NO. 006, S. 2026โ2027

OPISYAL NA PAHAYAG NG PAGSUPORTA PARA SA INSTITUSYONALISASYON NG GENDER-AFFIRMATIVE GRADUATIONS RITES SA BULSU
Ang Bulacan State University Student Government Office of the Vice President ay buong tatag na nakikiisa sa panawagan para sa institutionalization ng gender affirmative graduation rites sa Bulacan State University, gayundin sa pagsusulong at pagpapasa ng Transgender and Gender Non-Conforming (TGNC) Guidelines bilang mahalagang hakbang tungo sa isang mas inklusibo, ligtas, at makataong pamantasan para sa lahat.
Nararapat lamang na ang bawat BulSUan ay makapagtapos nang may dignidad, pagkilala, at kalayaang maging tunay sa kanilang sarili.

The Office of the Vice President, through Vice President Jerolbe A. Capule, formally issues proactive directives, in line with its mandate, to ensure the operational readiness and continuous institutional functionality of the Standing Committees under the Legislative Branch for Academic Year 2026โ2027.
This memorandum underscores the essential role of the Finance Committee, Secretariat Committee, and Committee on Rules and Procedures (COMRAP), which are primarily tasked with financial management, legislative review, and documentation and records standardizationโcore functions essential to the efficient, accountable, and continuous operation of the Student Government as a whole.
All concerned committees are directed to comply with the prescribed standards and submit all required outputs as soon as possible as determined by the Office.

LEGISLATIVE MEMORANDUM NO. 004, S. 2026
The Office of the Vice President, headed by Vice President Jerolbe A. Capule, formally issues the guidelines and requirements for the submission of official documents relative to the conduct of the First Local Legislative Body Meeting and the designation of Standing Committee Chairpersons for Academic Year 2026โ2027.
This memorandum is issued in line with the mandate of the Office of the Vice President to ensure proper coordination, documentation, monitoring, and institutional organization of legislative processes across all Local Student Councils. It aims to standardize the submission of official records and strengthen the organizational and operational structure of the Legislative Branch.
Local Student Council Vice Governors are hereby directed to submit the Minutes of the Meeting (MOTM), final list of Standing Committee Chairpersons and committee assignments, and photo documentation and/or screenshots of the conduct of their respective First Local Legislative Body Meetings.
All required submissions shall be transmitted on or before May 15, 2026 (11:59 PM) through the official communication and submission channels designated by the Office of the Vice President.

Nakikiisa ang BulSU SG at Office of the Vice President sa Student Council Alliance of the Philippines (SCAP), Akbayan Youth, kaisa ang iba't ibang sektor sa pagkilos sa tapat ng House of Representatives para sa pagpapatuloy ng impeachment proceedings at pagpapanagot kay Sara Duterte sa gitna ng lumalalim na krisis ng tiwala at pananagutan sa pamahalaan.
Ngayong araw, sama-samang tumindig ang mga iskolar ng bayan at mamamayan para sa katotohanan, transparency, at hustisya. Hindi dapat manaig ang kapangyarihan laban sa pananagutan.
