STRENGTHENING LEGISLATIVE COORDINATION AND OPERATIONS

Last May 25, 2026, the BulSU SG Office of the Vice President, through Vice President Jerolbe Capule, successfully conducted a Consultation Meeting on the Regular Sessions Scheduling Matrix together with members of the Legislative Branch to discuss and finalize the proposed schedule of regular legislative sessions for Academic Year 2026–2027.

The consultation aimed to ensure a smooth, organized, and efficient flow of legislative sessions in order to strengthen coordination within the Legislative Branch and uphold continuous and effective legislative operations.

The meeting also included a consultation regarding the formulation and adoption of the Internal Rules of Procedure (IRP) of the Legislative Body, in accordance with the provisions of the Legislative Body Code, which mandates the establishment of parliamentary rules and internal operational procedures for the Legislative Branch.

Such initiatives remain essential in maintaining order, professionalism, accountability, and systematic legislative processes. Through proactive coordination and institutional planning, the Legislative Branch continues to work toward ensuring efficient, responsive, and smooth operations in service of the student body.

LEGISLATIVE MEMORANDUM NO. 006, S. 2026–2027

The Office of the Vice President, through Vice President Jerolbe A. Capule, formally calls for the conduct of the First Special Legislative Body Session to ensure the timely deliberation of essential legislative measures under the Legislative Branch.

This memorandum highlights the importance of addressing key foundational instruments, including the proposed Internal Rules of Procedure and the ordinance establishing the official identity of the Office of the Vice President, both of which are vital in strengthening legislative operations, structure, and institutional governance for the academic year.

All members of the Legislative Body are directed to attend and actively participate in the said session in accordance with prescribed parliamentary standards and procedures.

KatuTURO: A Reading Literacy Outreach Program

Layunin ng programang ito na maihatid ang batayang kaalaman sa pagbasa sa mga batang komunidad sa Sitio Karahume, Brgy. San Isidro, CSJDM Bulacan shigit sa mga kabataang Dumagat. Ito ay gaganapin sa June 1 2026, Lunes.

Hindi dapat gawing kanlungan ng mga nasa kapangyarihan ang mga institusyong dapat nagsisilbi sa mamamayan. Habang lumalala ang krisis sa edukasyon, kabuhayan, at batayang serbisyo, mas lalong kinakailangan ang tunay na pananagutan at hustisya.

Ang kabataan ay patuloy na maninindigan at lalaban para sa katotohanan at pananagutan.

OPISYAL NA PAHAYAG NG PAGSUPORTA PARA SA INSTITUSYONALISASYON NG GENDER-AFFIRMATIVE GRADUATIONS RITES SA BULSU

Ang Bulacan State University Student Government Office of the Vice President ay buong tatag na nakikiisa sa panawagan para sa institutionalization ng gender affirmative graduation rites sa Bulacan State University, gayundin sa pagsusulong at pagpapasa ng Transgender and Gender Non-Conforming (TGNC) Guidelines bilang mahalagang hakbang tungo sa isang mas inklusibo, ligtas, at makataong pamantasan para sa lahat.

Nararapat lamang na ang bawat BulSUan ay makapagtapos nang may dignidad, pagkilala, at kalayaang maging tunay sa kanilang sarili.

LEGISLATIVE MEMORANDUM NO. 005, S. 2026

The Office of the Vice President, through Vice President Jerolbe A. Capule, formally issues proactive directives, in line with its mandate, to ensure the operational readiness and continuous institutional functionality of the Standing Committees under the Legislative Branch for Academic Year 2026–2027.

This memorandum underscores the essential role of the Finance Committee, Secretariat Committee, and Committee on Rules and Procedures (COMRAP), which are primarily tasked with financial management, legislative review, and documentation and records standardization—core functions essential to the efficient, accountable, and continuous operation of the Student Government as a whole.

All concerned committees are directed to comply with the prescribed standards and submit all required outputs as soon as possible as determined by the Office.

LEGISLATIVE MEMORANDUM NO. 004, S. 2026

The Office of the Vice President, headed by Vice President Jerolbe A. Capule, formally issues the guidelines and requirements for the submission of official documents relative to the conduct of the First Local Legislative Body Meeting and the designation of Standing Committee Chairpersons for Academic Year 2026–2027.

This memorandum is issued in line with the mandate of the Office of the Vice President to ensure proper coordination, documentation, monitoring, and institutional organization of legislative processes across all Local Student Councils. It aims to standardize the submission of official records and strengthen the organizational and operational structure of the Legislative Branch.

Local Student Council Vice Governors are hereby directed to submit the Minutes of the Meeting (MOTM), final list of Standing Committee Chairpersons and committee assignments, and photo documentation and/or screenshots of the conduct of their respective First Local Legislative Body Meetings.

All required submissions shall be transmitted on or before May 15, 2026 (11:59 PM) through the official communication and submission channels designated by the Office of the Vice President.

Ngayong araw, sama-samang tumindig ang mga iskolar ng bayan at mamamayan para sa katotohanan, transparency, at hustisya. Hindi dapat manaig ang kapangyarihan laban sa pananagutan.
