For the introductory discussions, Mr. Rafael Baesa, faculty member, Department of Public Administration and Governance (DPAG), discussed the importance of financial management, which involves the strategic planning, organizing, and controlling of an organization's finances and resources to stabilize and achieve its objectives. He also explained the principles of good financial management, which include transparency, accountability, sustainability, stewardship, and compliance.
Subsequently, Mr. Albert Romero, also from the Department of Public Administration and Governance (DPAG), discussed the significance of strategic planning within the organization, which must align with its vision, mission, goals, and priorities. He also emphasized that organizations must analyze their strengths and weaknesses in order to make informed decisions to improve performance and achieve their goals effectively.
Lastly, Dr. Victoria Valenzuela, from the Department of Public Administration and Governance (DPAG), discussed the sustainability mechanisms of Civil Society Organizations (CSOs), by which she emphasized their crucial roles which help CSOs to survive challenges, grow over time, and continuously serve their members and make impactful changes for the citizens.
To conclude the session, CSOs proceeded with a workshop wherein they were able to apply the lessons by giving them the opportunity to identify the financial management strategy, create strategic planning, and identify sustainable mechanisms.

For this session, Assistant Director Gracela Ortiz, Assistant Regional Director of the Department of Budget and Management, discussed the outline of the new procurement law and its Implementing Rules and Regulations (IRR). In her discussion, Ass. Dir. Ortiz highlighted the difference in the modes of procurement between RA 9184 and RA 12009. She also discussed the relation of procurement to the budget process and the role of Civil Society Organizations (CSOs) in the Philippine procurement paradigm.

For the morning session, Mr. Ariel Dayrit from the Department of Budget and Management (DBM) discussed the complex and detailed process of the budget cycle from the national to the local level. Mr. Dayrit highlighted that active participation is crucial in order to prepare, propose, and implement programs anchored in the General Appropriation Act to have harmonized and measurable results that follow transparency, accountability, and equity.
For the afternoon session, trainees crafted their own Annual Investment Program (AIP) and presented it through role-play, fostering camaraderie among CSOs from different local government units.

For the morning session, Engr. Bjay G. Silva, EnP, Project Development Officer III, City Government of Balanga, discussed the importance of the Comprehensive Land Use Plan (CLUP), which encourages the CSOs to plan for more inclusive, responsive, attainable, and long-term impact programs. He also emphasized that CSOs must have active participation in the CLUP process, from the preparation stage to the learning stage.
This was followed by Dr. Teody C. San Andres, the University President of Bulacan State University, who shared some lectures about leadership and management, which are necessary in upholding the values as a leader, and about the approaches that may help in order to foster good interpersonal relationships among the people involved in an organization.
For the afternoon session, Engr. Bjay G. Silva, EnP, Project Development Officer III, City Government of Balanga, continued his discussion on the Comprehensive Land Use Plan (CLUP) and how it affects different sectors in the community. After the discussion, CSO enrollees proceeded with their activity, in which enrollees identified the concrete actions that their organization can take at each CLUP stage.โ
For the last speaker in the second session, Ms. Rowena A. Cabreta, Assistant Department Head, City Government of Balanga, discussed the Comprehensive Development Plan (CDP) and its legal process. In her discussion, Ms. Cabreta emphasizes the importance of the five processes of the Comprehensive Development Plan (CDP) and the legal basis that provides LGUs the right to craft their own CDP.

Civil Society Organizations (CSOs) are among the pillars of participatory governance. This initiative is designed to strengthen the institutional and technical capacity of CSOs to further increase people's participation in local governance as part of the local development council.
Dr. Teody C. San Andres, the University President of Bulacan State University, delivered a welcome remark to formally open the program. Dr. San Andres extended gratitude to DBM and DILG for the initiative and emphasized the role of CSOs as government partners in governance.
Following this, Dir. Araceli A. San Jose, CESO III, Regional Director, DILG Central Luzon and Dir. Rosalie C. Abesamis, Regional Director, DBM Central Luzon, delivered an inspirational message. Dir. San Jose highlighted that every great program begins with a great idea. Dir. San Jose also emphasized that CSOs are not just participants in this academy but partners in uplifting communities.
Dr. Anefe Marie Alcontin, President, Guiguinto Federation of Homeowners Association, Inc., and Mr. Richard L. Villacorte, Project Manager II, Support for the Local Governance Programs, also delivered an inspirational message.
This was followed by Dr. Ruby B. Santos-Matibag, University President, Bataan Peninsula State University, who delivered a message of support.
Lastly, Dir. Jay E. Timbreza, CESO IV, Assistant Regional Director, DILG Central Luzon, who gave the rationale of program modules.
The program was concluded with the signing of a Memorandum of Agreement (MOA) to strengthen people participation in local governance and formally establish the partnerships of key government institutions that are crucial in continuing and expanding this meaningful initiative.

Gamit ang kaniyang angking talino, galing, at pagmamahal sa bansa ay nailimbag niya ang dalawang pangunahing akdaโNoli Me Tangere at El Filibustrismo na gumising sa kamalayan ng mga Pilipino upang tanggalin ang gapos ng kalapastanganan ng mga banyaga sa ating lupang sinilangan.
Ang kaniyang kapanganakan ay nagsilbing pag-asa sa ating mga Pilipino sapagkat ang kaniyang akda at pagkatao ay tumayong instrumento upang ipaglaban natin ang ating pagka-Pilipino at ang lupang masasabi nating atinโang Pilipinas. Isa rin siyang modelo na nagpatunay na sa bawat pakikibaka hindi dahas at armas ang sandata kung hindi ang pagmamahal sa bayan at at sa taumbayan.
Ang araw na ito ay hindi lamang isang pagdiriwang; ito rin ay isang pakikibaka kung saan pinapaalala na huwag hayaang maging alipin ang mga Pilipino ng isang umiiral na bulok na sistema, dapat ay tumindig at ipamalas natin ang dugong nasyonalismoโpara sa masa, at para sa bayan.

The Congress of the Republic of the Philippines declared the second week of June as Public Administration Week in accordance with House Resolution No. 2203 and Senate Resolution No. 252. These resolutions urge the national government to promote, support, and collaborate with key organizations and institutions that play a vital role in advancing the praxis of public administration in the Philippines.
Moreover, these resolutions recognize the role of public administration as a field of study and practice in achieving good governance, nation-building, and uplifting the lives of every Filipino.

Ngayong araw, ika-12 ng Hunyo, hindi lamang araw ng kalayaan ang ating pinagdiriwang kundi pati na rin ang ika-70 anibersaryo ng Rizal Law o ang Republic Act No. 1425.
Noong Hunyo 12, 1956, ipinasa ng Kongreso ng Pilipinas ang Republic Act No. 1425 kung saan itinakda ang pagpapatupad nito. Minamandato ng batas na ito ang lahat ng pribado at pampublikong kolehiyo at unibersidad na isama sa kanilang kurikulum ang pagtuturo ng buhay at mga akda ng isa sa ating mga pambansang bayani na si Jose Rizal.
Layunin ng batas na ito na humubog ng mga kabataang may pagmamahal sa bayan, integridad, at kamalayang panlipunan. Sa pamamagitan ng kursong ito, nagkakaroon ang mga mag-aaral ng pagkakataon na pagnilayan ang mga tanong na: โAno nga ba ang saysay ng ating pagiging Pilipino?โ at โAno ang ating pananagutan bilang isang mamamayan ng bansang ito?โ
Sa huli, ang mga aral sa buhay at akda ni Rizal ay isang hamon at paalala sa mga kabataang itinuturing niyang pag-asa ng bayan, na may mahalagang papel hindi lamang sa ating bansa kundi pati na rin sa buong sangkatauhan.

Matagumpay na naisagawa ang โQuiz Bee: 2026 โ Ang Kababaihan bilang Tagapagtaguyod ng Liwanag at Mapagpalayang Kaisipan sa Pagbubuo ng isang Maunlad na Bansaโ na ginanap sa Bulacan State University ELIB 7th Floor Amphitheatre noong ika-23 ng Pebrero 2026.
Dinaluhan ito ng ibaโt ibang mag-aaral mula sa ibaโt ibang kolehiyo ng pamantasan na buong siglang nakilahok at nagpakitang-gilas sa larangan ng kasaysayan, pamumuno, at kamalayang panlipunan. Ipinamalas ng mga kalahok ang kanilang talas ng isip, kahusayan sa pagsusuri, at malalim na pag-unawa sa mahalagang papel ng kababaihan sa paghubog ng isang maunlad na bansa.
Matapos ang mahigpit at kapana-panabik na paligsahan, itinanghal bilang kampeon ang Gregorio Del Pilar Team. Nakuha naman ng Emilio Aguinaldo Team ang ikalawang puwesto, habang nasungkit ng Jose Rizal Team ang ikatlong puwesto. Ang bawat koponan ay nagpakita ng dedikasyon, kahandaan, at diwa ng pagkakaisa sa buong kompetisyon.
Higit pa sa isang patimpalak, ang Quiz Bee na ito ay nagsilbing daan upang mapalalim ang kamalayan ng kabataan sa kahalagahan ng kababaihan bilang tagapagtaguyod ng liwanag, kaalaman, at mapagpalayang kaisipan tungo sa patuloy na pag-unlad ng ating bansa.

KAPIHAN WITH APO NI LOLO PEPE | Diwa ng Kababaihan, Lakas ng Kabataan
Sa muling pagbabalik-tanaw sa makasaysayang liham ni Josรฉ Rizal na Liham sa mga Kababaihan ng Malolos, pinagtibay natin ang kahalagahan ng edukasyon bilang sandigan ng kalayaan at pag-unlad. Ipinakita ng kasaysayan na ang mamamayang may pinag-aralan at may tapang ang tunay na nagdadala ng makabuluhang pagbabago sa bayan.
Nagbahagi ng makahulugang pananaw sina Ms. Maxene Cruz at Mr. Vicente Cruz Enriquez na nagsilbing inspirasyon sa kabataan upang maging mapanuri, matatag, at may malasakit sa lipunan. Hinikayat nila ang bawat isa na yakapin ang kanilang responsibilidad bilang kabataang Pilipino at maging aktibong katuwang sa paghubog ng isang mas makatarungan at maunlad na pamayanan.
