𝐑𝐢𝐬𝐢𝐧𝐠 𝐀𝐛𝐨𝐯𝐞: 𝐓𝐡𝐞 𝐉𝐨𝐮𝐫𝐧𝐞𝐲 𝐨𝐟 𝐅/𝐂𝐃𝐓 𝐒𝐚𝐥𝐠𝐚 𝐭𝐨𝐰𝐚𝐫𝐝𝐬 𝐡𝐞𝐫 𝐅𝐚𝐭𝐡𝐞𝐫’𝐬 𝐃𝐫𝐞𝐚𝐦

In the heart of 𝐌𝐚𝐥𝐚𝐲𝐛𝐚𝐥𝐚𝐲 𝐂𝐢𝐭𝐲, 𝐁𝐮𝐤𝐢𝐝𝐧𝐨𝐧, a young lumad girl ablaze with courage and passion, 𝐅/𝐂𝐃𝐓 𝐌𝐚𝐫𝐲 𝐑𝐚𝐧𝐞𝐥𝐢𝐞 𝐋𝐚𝐝𝐫𝐢𝐥𝐥𝐨 𝐒𝐚𝐥𝐠𝐚 was raised in a modest neighborhood. F/Cdt Salga’s story is one marked by challenges, triumphs, and commitment to achieving her manifested dream, of being a Fire officer. She’s the eldest of two kids of Mr. Ramon Salga and Mrs Nelly Salga.

Before she embarked on her journey as a cadet, F/Cdt Salga had already carved out a path of excellence. Graduating as the top 1 student in her class with a degree in Criminology from PHINMA 𝐂𝐚𝐠𝐚𝐲𝐚𝐧 𝐝𝐞 𝐎𝐫𝐨 𝐂𝐨𝐥𝐥𝐞𝐠𝐞, she demonstrated prowess in criminalistics, criminal sociology , crime detection and investigation, and law enforcement administration. She was also a Civil Service Professional passer before her cadet admission. With a heart set on serving her country, she also excelled as the Battalion Intelligence Officer, a role that further fueled her passion for law enforcement.

However, F/Cdt Salga’s journey was not without hardships. During her third year of college, tragedy struck as her father passed away. It was a pivotal moment that forced her to confront the harsh reality of life. Yet, amidst the grief, she found strength in her father's dream for her—to become a public safety officer. She made this her motivation to strive hard and make his father proud because she knows that he is watching from above.

Determined to honor her father's legacy, F/Cdt Salga set her sights on the Philippine National Police Academy (PNPA). After college graduation, she didn’t settle for less but continued dreaming of greater heights. She pursued admission to PNPA, driven by the desire to be a commissioned officer. For F/CDT Salga, this decision was more than just a career choice; it was a testament to her resilience and commitment to achieving her father’s dream for her.

Entering the hallowed halls of PNPA, her journey of self-discovery began. Through the rigors of training, she learned the value of humility and the importance of embracing challenges wholeheartedly. She always empties her cup and accepts everything she has to experience because she believes that each phase is an integral part of the training. Her cadetship was also guided by the saying “𝒀𝒐𝒖 𝒄𝒂𝒏𝒏𝒐𝒕 𝒄𝒓𝒐𝒔𝒔 𝒕𝒉𝒆 𝒔𝒂𝒎𝒆 𝒓𝒊𝒗𝒆𝒓 𝒕𝒘𝒊𝒄𝒆.” She cherished every moment of her cadetship as she believed that you could only experience this part of the training once. So give it your best shot, because you have only one chance to do it.

Central to her journey was the memory of her late father—a guiding light that fueled her motivation and inspired her to push beyond her limits. His passing may have been a significant loss, but it was also a catalyst for her transformation into a great leader.

She also added, “𝑩𝒆𝒊𝒏𝒈 𝒊𝒏 𝒕𝒉𝒆 𝒕𝒐𝒑 6 𝒊𝒔 𝒏𝒐𝒕 𝒋𝒖𝒔𝒕 𝒂 𝒐𝒏𝒆-𝒅𝒂𝒚 𝒑𝒓𝒐𝒄𝒆𝒔𝒔, 𝒉𝒊𝒏𝒅𝒊 𝒂𝒌𝒐 𝒈𝒖𝒎𝒊𝒔𝒊𝒏𝒈 𝒍𝒂𝒏𝒈 𝒊𝒔𝒂𝒏𝒈 𝒂𝒓𝒂𝒘 𝒏𝒂 𝒂𝒌𝒐 𝒏𝒂 𝒂𝒏𝒈 𝑩𝑭𝑷 𝑲𝒂𝒎𝒑𝒊𝒍𝒂𝒏. 𝑷𝒊𝒏𝒂𝒌𝒂𝒖𝒏𝒂𝒏𝒈 𝒃𝒆𝒔𝒆𝒔 𝒑𝒂𝒍𝒂𝒏𝒈 𝒏𝒂 𝒑𝒂𝒈𝒕𝒂𝒑𝒂𝒌 𝒌𝒐 𝒔𝒂 𝒂𝒄𝒂𝒅𝒆𝒎𝒚 𝒏𝒂 𝒕𝒐, 𝒔𝒊𝒏𝒂𝒃𝒊 𝒌𝒐 𝒏𝒂 𝒔𝒂 𝒔𝒂𝒓𝒊𝒍𝒊 𝒌𝒐 𝒏𝒂 𝒎𝒂𝒈𝒕𝒂-𝒕𝒐𝒑 𝒂𝒌𝒐 𝒂𝒕 𝒚𝒖𝒏𝒈 𝒑𝒓𝒆𝒇𝒆𝒓𝒓𝒆𝒅 𝒔𝒆𝒓𝒗𝒊𝒄𝒆 𝒌𝒐 𝒂𝒚 𝑩𝑭𝑷.” She manifested this through a positive mindset, and now she was able to achieve what her mind conditioned her to be.

As she rose through the ranks, her path served as an inspiration to her fellow cadets and aspiring law enforcers. Her motto, "𝑫𝒐 𝒏𝒐𝒕 𝒂𝒔𝒌 𝑮𝒐𝒅 𝒕𝒐 𝒈𝒖𝒊𝒅𝒆 𝒚𝒐𝒖𝒓 𝒇𝒐𝒐𝒕𝒔𝒕𝒆𝒑𝒔 𝒊𝒇 𝒚𝒐𝒖 𝒂𝒓𝒆 𝒏𝒐𝒕 𝒘𝒊𝒍𝒍𝒊𝒏𝒈 𝒕𝒐 𝒎𝒐𝒗𝒆 𝒚𝒐𝒖𝒓 𝒇𝒆𝒆𝒕," encapsulates her unconditional faith and determination. Through dedication and perseverance, she achieved the unthinkable, ascending to the prestigious award of being the 𝐓𝐨𝐩 𝟔 𝐚𝐧𝐝 𝐂𝐡𝐢𝐞𝐟, 𝐁𝐅𝐏 𝐊𝐚𝐦𝐩𝐢𝐥𝐚𝐧.

In a defining moment marking the conclusion of Cadet Attachment Program (CAP), the two hundred forty-one (241) graduating cadets of PNPA LAYAG-DIWA Class of 2024 engaged in a tri-bureau case-based scenario. This simulation aimed to replicate the establishment of an Incident Command System (ICS) to effectively address emergency situations.

Each cadet was entrusted with specific roles tailored to their bureau's expertise. BFP cadets, for instance, assumed critical positions such as Emergency Medical Services (EMS) responders, fire suppression specialists, and hazardous materials (HazMat) technicians. Throughout the simulation, cadets encountered various challenges and scenarios challenges that tested our decision-making, teamwork, seamless coordination, and decisive action

The ICS simulation provided a dynamic platform for cadets to demonstrate their capabilities in managing complex incidents within a lifelike environment. It served as a test for their prowess in communication, teamwork, and leadership under pressure, equipping them for the demanding roles they are poised to undertake within the Philippine National Police, Bureau of Fire Protection, and Bureau of Jail Management and Penology
