1. Clinical Care and Triage: Provides direct nursing care to students and staff for illnesses, injuries, and chronic conditions. This includes first aid, administering medications, and conducting health screenings. They use their clinical judgment to triage cases and determine the appropriate level of care, whether itโs an in-person visit, a telehealth consultation, or an emergency referral.
2. Healthcare Information Management: Manages and maintains all student and employee health records within the HIMS. This includes accurately documenting assessments, treatments, medical histories, and treatment plans.
3. Telehealth Facilitation: Prepares the patient for telehealth visit, setting up and troubleshooting the necessary video-conferencing equipment, and assisting the remote healthcare provider during the consultation. They serve as the crucial link, ensuring seamless communication and coordination of care between the student/staff, the remote physician, and the university.
4. Providing Patient Care: Delivering timely and skilled nursing care, including acting as a medical aid during emergencies. This role also involves providing counseling to patients regarding general health maintenance.
5. Maintaining the Medical Clinic: Ensuring the medical clinic remains functional and in good order.
6. Administrative & Support Functions: Facilitating support functions within the university and working a shifting 8-hour schedule within clinic hours (8:00 am โ 9:00 pm) on regular semesters and Saturdays during extension services.
7. Medical Equipment and Office Inventory: Helps the Custodian with medical equipment and office inventory.
8. Serving the Academic Community: The overall job is to provide nursing services to address the physical, mental, emotional, and social health needs of the academic community through assessment, intervention, and case follow-up.

I. REQUIREMENTS ELICITATION & STAKEHOLDERS CONSULTATION
1. Conduct structured interviews, workshops, and focus group discussions with university stakeholders to elicit comprehensive business and functional requirements.
2. Perform "on-the-ground' observation and current manual or legacy workflows to identify pain points and document "as-is" vs. "to-be" processes.
3. Acts as the primary liaison between end-users and the technical team, ensuring that user needs are accurately captured and translated into technical specifications.
II. REQUIREMENTS VALIDATION & SYSTEM QUALITY
4. Conduct formal validation sessions with end-users to ensure that documented requirements accurately reflect their operational needs before system development begins.
5. Execute User Acceptance Testing (UAT) scripts to verify that developed systems meet the pre-validated requirements and are "fit for purpose."
6. Analyze user feedback during the pilot phase and recommend necessary adjustments to the DTO Director to ensure the system delivers its intended value.
III. DOCUMENTATION & TECHNICAL WRITING
7. Draft and maintain detailed Functional Requirement Documents (FRDs), User Stories, and Process Maps for all approved information systems.
8. Translate complex system functionalities into easy-to-understand user manuals, standard operating procedures, and "Quick Start" guides.
9. Assist in drafting university memorandums and digital transformation policies that standardize how users interact with new systems.
IV. CHANGE MANAGEMENT & TRAINING
10. Design and facilitate training modules based on the specific needs of different user groups (e.g., administrative staff vs. faculty).
11. Assess how new systems will impact existing university processes and conduct change management activities to minimize disruption and encourage adoption.
12. Periodically review deployed systems to gather post-implementation feedback and recommend enhancements based on evolving user requirements.
V. COMPLIANCE & GENERAL SUPPORT
13. Ensure all gathered requirements and system designs comply with data privacy laws and institutional information security standards.
14. Provide the DTO Director with data-driven reports and documentation to support decision-making for university-wide digital initiatives.
15. Perform other related duties that support the day-to-day operations and digital maturity of the university.
