𝗖𝗼𝘂𝗿𝘁𝗲𝘀𝘆 𝗖𝗮𝗹𝗹 | PHILSEA Executive Secretary Brin Raizulli Isaac paid a courtesy call to Second Secretary and Consul Kara Denise Frayco at the Embassy of the Republic of the Philippines in Kuala Lumpur last 30 June 2026.

Their meeting centered on a shared commitment to capacity-building, regional dynamics, and advancing ocean policy education. Crucially, both parties emphasised the vital importance of fostering knowledge of Philippine maritime affairs, particularly among Filipinos living and working abroad, to cultivate a deeply informed global Filipino community.

As the region marks the 10th anniversary of the historic 2016 Arbitral Ruling on the South China Sea between the Philippines and China, the discussion underscored its enduring significance to the Philippine sovereignty, maritime jurisdiction, and rule of law advocacy. To sustain these gains, the meeting also highlighted the urgent need to expand and open specialised law of the sea training programmes to equip the next generation of diplomats, scholars, and professionals.

Secretary Isaac, whilst visiting the Embassy, was attending the 39th Asia-Pacific Roundtable (APR) as part of the selected members of the Pacific Forum Young Leaders delegation.

𝐈𝐧𝐟𝐨 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 | The Philippine International Law of the Sea Academy Inc. (PHILSEA) will be conducting an 𝗜𝗻𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗬𝗲𝗼𝘀𝘂 𝗔𝗰𝗮𝗱𝗲𝗺𝘆 𝗼𝗳 𝘁𝗵𝗲 𝗟𝗮𝘄 𝗼𝗳 𝘁𝗵𝗲 𝗦𝗲𝗮 (𝗬𝗔𝗟𝗢𝗦) 𝟮𝟬𝟮𝟲 on Saturday, 25 July 2026 from 1500h to 1700h (Philippine Time / GMT+8) via Zoom. Registration is open until Friday, 24 July 2026 at 2359h (Philippine Time / GMT+8).

The PHILSEA Information Session will feature Hon. Ervine Jules Beltran Sape (President and Executive Director of PHILSEA), Atty. John Psalmuel Velarde Chan (Associate Director for Legal Affairs of PHILSEA), and Atty. Mary Anne Guanzon Vitug (Associate Solicitor at the Office of the Solicitor General of the Philippines). Sape, Chan, and Vitug are all alumni of YALOS who graduated with Diplomas in 2023, 2024, and 2025, respectively. Likewise, Chan and Vitug are alumni of PHILSEA who completed its National Training Programme in 2024 and 2025, respectively.

The YALOS 2026, scheduled from 12 October 2026 to 23 October 2026, will provide government officials, professors, researchers, and graduate students with an intensive two-week training on the basic concepts and practical issues of the law of the sea and ocean policy, with workshops on law enforcement and maritime delimitation, and a field trip to the Korea Coast Guard (KCG) Training Institute. Accepted individuals will have an opportunity to be awarded a Diploma and be invited to the 2026 Global Ocean Regime Conference (GORC) to be held in Seoul, South Korea from 26 October 2026 to 27 October 2026.

YALOS is a key initiative under the Yeosu Project, which carries forward the legacy of EXPO 2012 Yeosu Korea and the principles of the Yeosu Declaration.

𝐏𝐇𝐈𝐋𝐒𝐄𝐀 𝟐𝟎𝟐𝟔 | The Philippine International Law of the Sea Academy (PHILSEA) along with Hon. VAdm. Alexander S. Lopez, Undersecretary and Spokesperson of the National Maritime Council (NMC) under the Office of the President of the Philippines, proudly congratulate the 24 graduates comprising law students, national defense and legal educators, practicing lawyers, solicitors, hydrographers, and naval officers who completed the month-long law of the sea academic capacity-building training and were awarded in the Culmination Ceremony held at the Caroline L. Tanchay Auditorium in De La Salle University (DLSU) Rufino Campus, Bonifacio Global City, Taguig, Metro Manila, Philippines last 27 June 2026.

H.E. Judge Prof. em. Dr. Dr. iur. h.c. Jin-Hyun Paik, Former President and Judge of the International Tribunal for the Law of the Sea (ITLOS), delivered a keynote address, reminding the training completers of their duties and responsibilities for regional and international peace and security whilst emphasising the importance of specialised training such as PHILSEA in elevating the legal acumen of nationals to further contribute to the discipline whether in the academe, policy work, or international adjudication.

To give an overview of the work of PHILSEA, Hon. Brin Raizulli Ramirez Isaac presented the PHILSEA roadmap, outlining how the training organisation began and the uniqueness of the training programmes it offers to the Filipinos. This was followed by the PHILSEA 2026 synthesis where Atty. Athena Kayana Linda Tejano-Rabara, Legal Officer of PHILSEA and at the Office of the Judge Advocate General of the Armed Forces of the Philippines (AFP), reflected upon her intensive training by highlighting key learnings from each module and the research presentations they had as their final output presented onsite.

𝐏𝐇𝐈𝐋𝐒𝐄𝐀 𝟐𝟎𝟐𝟔 | As part of the National Training Programme of the Philippine International Law of the Sea Academy (PHILSEA), the inaugural Distinguished Fireside Chat on Public International Law was conducted onsite at the Caroline L. Tanchay Auditorium in De La Salle University (DLSU) Rufino Campus, Bonifacio Global City, Taguig, Metro Manila, Philippines last 27 July 2026.

The Distinguished Fireside Chat on Public International Law featured H.E. Judge Prof. em. Dr. Dr. iur. h.c. Jin-Hyun Paik, Former President and Judge of the International Tribunal for the Law of the Sea (ITLOS) and Candidate of the Republic of Korea for Judge at the International Court of Justice (ICJ). The segment was moderated by Atty. John Psalmuel Velarde Chan, Associate Director for Legal Affairs of PHILSEA, which delved into his professional and academic experiences through a conversation about the teaching and development of international law in Asia, the role of scholarship in shaping international legal discourse, and the relationship between legal education and international adjudication — from a comparative analysis of the legal education systems between the Philippines and South Korea to the appreciation of investing in specialised training academies in international law and the law of the sea, including PHILSEA.

The event was opened to the public and has been attended by law students, legal educators, scholars, and practitioners, as well as law enforcement officers and government officials across the Philippines.

𝐏𝐇𝐈𝐋𝐒𝐄𝐀 𝟐𝟎𝟐𝟔 | Module 7 of the National Training Programme of the Philippine International Law of the Sea Academy (PHILSEA) proceeded onsite at the Caroline L. Tanchay Auditorium in De La Salle University (DLSU) Rufino Campus, Bonifacio Global City, Taguig, Metro Manila, Philippines last 25 July 2026 to have a further study of the Philippines in the International Law of the Sea, with a special focus on the South China Sea (SCS) arbitration and its Award on Jurisdiction and Admissibility and Final Award on Merits.

Dr. Melissa Loja, former Vice Chairperson of the International and Maritime Law Department of the Philippine Judicial Academy (PHILJA), discussed the lingering questions about the jurisdiction of the Annex VII Tribunal in the SCS arbitration. This was followed by Hon. Henry Bensurto, Jr., Consul General at the Consulate General of the Philippines in Seattle, Washington, who deconstructed the expansive maritime claims of both the Philippines and China for historic rights and historic titles.

Later that day, Hon. Justice Dr. h.c. Antonio Carpio, former Senior Associate Justice of the Supreme Court of the Philippines, delivered an in-depth lecture on the Philippine island territories in the West Philippine Sea. This was followed by Dr. Peter Payoyo, former Professor of Law at the University of the Philippines College of Law, who ended the month-long training lectures by mapping the Philippine national territorial and maritime boundaries post-SCS arbitration.

𝐏𝐇𝐈𝐋𝐒𝐄𝐀 𝟐𝟎𝟐𝟔 | Module 5 on Maritime Boundary Delimitation (MBD) and Module 6 on the Peaceful Settlement of Maritime Disputes of the National Training Programme of the Philippine International Law of the Sea Academy (PHILSEA) were delved in late June 2026.

Module 5 began with the legal framework and technical practice in MBD elaborated by Dr. Clive Schofield from the Australian National Centre for Ocean Resources and Security (ANCORS). This was followed by offshore resources in delimitation and joint development zones as discussed by Dr. Maria Gavouneli from the National and Kapodistrian University of Athens Faculty of Law, islands (and rocks) in delimitation as lectured by Hon. Dir. Ervine Jules Beltran Sape from PHILSEA, and MBD in the South China Sea as presented by Dr. Thi Lan Anh Nguyen from the Diplomatic Academy of Vietnam (DAV).

Module 6 continued in the last week of June 2026 with human rights at sea and its dispute settlement mechanisms as delivered by Prof. Dr. iur. Anna Petrig from the University of Basel School of Law and with an overview of Part XV of the Law of the Sea Convention (LOSC) as presented by Dr. Murat Sumer from the International Maritime Law Institute (IMLI). These were followed by elucidation of each maritime dispute settlement mechanism: conciliation commission as elaborated by Dr. Donald Rothwell from the Australian National University College of Law; the International Court of Justice (ICJ) as lectured by Ms. Florentine Vos from Volterra Fietta; the International Tribunal for the Law of the Sea (ITLOS) as discussed by H.E. Judge Maria Teresa Infante Caffi; the Annex VII Arbitration by Mr. Marco Benatar, and; the Permanent Court of Arbitration (PCA) by Ms. Andrea Martinez Bernaldez.

𝐏𝐇𝐈𝐋𝐒𝐄𝐀 𝟐𝟎𝟐𝟔 | Module 3 on International Fisheries Law and Module 4 on Ocean-Climate Law of the National Training Programme of the Philippine International Law of the Sea Academy (PHILSEA) were wrapped up in the midst of June 2026.

Module 3 began with the fisheries regime and due regard obligation as discussed by Dr. Camille Goodman from the Australian National Centre for Ocean Resources and Security (ANCORS). This was followed by the traditional fishing rights as lectured by Atty. Fretti Ganchoon from the Philippine Department of Justice (DOJ) and the illegal-unreported, and unregulated (IUU) fishing and the Port State Measures Agreement (PSMA) as elaborated by Hon. Pierandrea Leucci from the Associazione di Consulenza in Diritto del Mare (ASCOMARE). The lecture on the arrest, detention, and prompt release was delivered by H.E. Judge Dr. Frida Maria Armas-Pfirter from the International Tribunal for the Law of the Sea (ITLOS).

Module 4 continued in the third week of June 2026 with baselines, limits, and maritime boundaries at sea-level rise lectured by Dr. Frances Anggadi from ANCORS. This was followed by climate change and law of the sea at the polar regions discussed by Dr. Vonintsoa Rafaly from the World Maritime University (WMU) - Sasakawa Global Ocean Institute and the climate change advisory opinions delivered by Dr. Richard Barnes from the University of Lincoln Law School.

Module 3 concluded with a workshop on international fisheries law while Module 4 ended with a workshop on ocean-climate law as facilitated by Dr. Abdullah Al Arif from the Bangladesh Centre for Ocean Law and Policy (BCOLP) and Dr. Rita Guerreiro Teixeira from the Netherlands Institute for the Law of the Sea (NILOS), respectively.

𝐏𝐇𝐈𝐋𝐒𝐄𝐀 𝟐𝟎𝟐𝟔 | In the second week of June 2026, Module 2 of the National Training Programme of the Philippine International Law of the Sea Academy (PHILSEA) began with the legal obligations for marine environmental protection as introduced by Dr. Hai Dang Vu from the Diplomatic Academy of Vietnam (DAV), followed by a lecture on marine pollution sources and control measures by Dr. Meagan Wong from the University of Essex Law School and a discussion on the liability and compensation for marine pollution damage by Dr. iur. Aleke Stöfen-O’Brien from the World Maritime University (WMU) - Sasakawa Global Ocean Institute.

Later that week, the regime of marine protected areas was elucidated by Dr. Rafael Prado from the International Maritime Law Institute (IMLI) while offshore renewable energy activities were tackled by Dr. Dawoon Jung from the Australian National Centre for Ocean Resources and Security (ANCORS). These were followed by advanced issues concerning the marine environment such as the Global Plastics Treaty as presented by Dr. Naporn Popattanachai from University of Galway School of Law, the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement as delivered by Dr. Kentaro Nishimoto from the University of Tokyo Graduate Schools for Law and Politics, and the BBNJ Agreement in the South China Sea as discussed by Atty. Mary Joy Olut from PHILSEA.

Module 2 concluded with a workshop on international marine environmental law for the training cohort as facilitated by Atty. Olut.

𝐏𝐇𝐈𝐋𝐒𝐄𝐀 𝟐𝟎𝟐𝟔 | The National Training Programme of the Philippine International Law of the Sea Academy (PHILSEA) kicked off with a Historical and Theoretical Prolegomena to the Law of the Sea (LOS) delivered by Dr. Keun-Gwan Lee from Seoul National University School of Law.

In the first week of June 2026, a series of lectures in Module 1 (Zonal Approaches and Navigational Regimes) were discussed: Dr. Andi Arsana from Universitas Gadjah Mada Faculty of Engineering introduced baselines and coastal geography; Ms. Elda Belja from the International Maritime Law Institute (IMLI) lectured about internal waters and port states; Prof. Atsuko Kanehara from The Canon Institute for Global Studies delved on the territorial sea, contiguous zone, and innocent passage; Dr. Mustafa Başkara from the Ankara University National Center for the Sea and Maritime Law talked about international straits and transit passage; and Dr. Lowell Bautista from Western Sydney University School of Law presented the archipelagic regime and its sea lanes passage.

Later that week, the exclusive economic zone was elucidated by Mr. Aristyo Darmawan from Universitas Indonesia Faculty of Law, followed by the high seas regime by Ms. Febryani Sabatira from the Indonesia Ocean Justice Initiative (IOJI) and the continental shelf and its outer limits by Dr. Ekaterina Antsygina from the Norwegian Centre for the Law of the Sea (NCLOS). Advanced lectures affecting navigation were also tackled: marine scientific research and data collection delivered by Dr. James Kraska from the United States Naval War College (USNWC); right of approach and visit by Dr. Yurika Ishii from Sophia University Faculty of Law; submarine cables and pipelines by Dr. Youri van Logchem from NCLOS, and; the regime of the Area by Att. Dr. Virginie Tassin Campanella from VTA Tassin.

Module 1 concluded with a navigational workshop for the cohort facilitated by Atty. John Psalmuel Chan, Associate Director for Legal Affairs of PHILSEA.

📝 The Distinguished Fireside Chat on Public International Law will feature H.E. Judge Prof. em. Dr. Dr. h.c.
