To study in Taiwan for a degree program in 2026, international students must navigate two separate but simultaneous processes: applying directly to a university and applying for government or institutional scholarships.
Step 1: Research Schools and Programs
Select a university and a degree program that aligns with your goals.
Identify Programs: Use the Study in Taiwan search tool to find English-taught or Mandarin-taught programs.
Check Intake Periods: Most programs have two intakes:
Fall Semester (September): Major intake.
Spring Semester (February): Limited availability.
Step 2: Check Eligibility and Language Requirements
Ensure you meet the legal requirements for "International Student" status (typically defined as not holding R.O.C. nationality and never having been an "Overseas Chinese Student").
English Programs: Provide scores for TOEFL iBT (typically 80+) or IELTS (typically 6.0+)。
Mandarin Programs: Provide a TOCFL certificate (Level 2 to 4 depending on the program).
Step 3: Prepare and Submit University Applications
Applications are handled directly by each university through their individual online portals.
Standard Documents: High school/degree diplomas, transcripts, statement of purpose, two recommendation letters, passport copy, and a financial statement (often proving ~USD $5,000–$10,000)。
Deadlines: For the 2026 Fall intake, university deadlines generally fall between January and March 2026.
Step 4: Apply for Scholarships (Separate Process)
Government scholarship applications must be submitted to the Taipei Economic and Cultural Office (TECO) or embassy in your home country.
MOE Taiwan Scholarship: Open February 1– March 31,2026. Covers up to NTD 40,000 in tuition per semester plus a monthly stipend.
Taiwan ICDF Scholarship: Deadline is March 15,2026. Fully funded (tuition, housing, airfare, and stipend) for specific partner programs.
University Scholarships: Many schools allow you to check a "scholarship" box directly on the university application form.
Step 5: Assessment and Admission Results
Wait for the results of both your academic admission and your scholarship award.
Timeline: Admission results are typically announced between April and June 2026.
Interviews: Some departments or scholarship committees may require a virtual interview as part of the assessment.
Step 6: Secure Your Visa and Travel
Once you receive your official Letter of Acceptance, you can begin the immigration process.
Student Visa: Apply for a Resident Visa (for programs longer than 180 days) through the Bureau of Consular Affairs (BOCA).
Arrival: Arrive in Taiwan for orientation, typically in September 2026.

Taiwan is strengthening the link between its education and labor strategies, tackling labor shortages while providing opportunities for Filipino students to study and work in the country.

Initiatives include expanding the International Industrial Talents Education Special (INTENSE) Program and an ambitious recruitment drive aimed at enrolling 25,000 Filipino students by 2025.

These efforts aim to provide academic advancement and career pathways in critical sectors such as science, technology and finance.

On 16 November, Taiwan’s Ministry of Education announced the INTENSE Program, previously limited to international students outside Taiwan, has been extended to foreign students who have completed at least two years of studies in Taiwanese universities. Effective by spring 2025, this will open the door to Filipino juniors and seniors in Taiwan to access scholarships and guaranteed employment after graduation.

As of September, the INTENSE Program had 40 classes across 20 universities, with most participants coming from the Philippines, Vietnam, and Indonesia. The program’s expansion aligns with Taiwan’s broader goal of addressing labor shortages while equipping students with globally competitive skills.

In parallel, Taiwan’s Ministries of Education and Economic Affairs are ramping up recruitment under a study-and-work scheme for the 2024-2025 academic year.
