Patuloy na dumadausdos sa kahirapan ang mamamayan, partikular ang mga kababaihang humaharap sa patong-patong na paglabag sa kanilang mga karapatan.
Ang pahayag ng administrasyong BBM tungkol sa pagbaba ng poverty incidence sa bansa ay isang mapanlinlang na pagtatakip sa tunay na kalagayan ng mamamayang Pilipino.

Sa kabila ng sinasabing pagbaba ng poverty incidence, patuloy ang pagkagutom, kawalan ng lupa at trabaho, at pagdami ng mga Pilipinong hindi nakatatanggap ng sapat na serbisyong panlipunan mula sa pamahalaan.

Mula sa 2026 Philippine budget na ₱679 trilyon, tumaas ng 6% ang panukalang badyet para sa 2027, na umabot sa ₱7.2 trilyon. Gayunman, sa kabila ng malaking pagtaas sa badyet, lalo lamang lumalala ang kalagayan ng mamamayang Pilipino. Marami pa rin ang walang sapat na akses sa mga serbisyong panlipunan, maraming kabataan ang hindi nakapagpapatuloy sa kanilang pag-aaral, at nananatiling hindi sapat, hindi maayos, at hindi libreng naaabot ng lahat ang serbisyong pangkalusugan.

Patuloy rin ang pagtatakip at kawalan ng konkretong aksyon laban sa korapsyon sa mga proyekto ng pamahalaan, lalo na sa mga infrastructure project, na sa halip na makatulong sa pagpapabuti ng buhay ng mamamayan ay nagiging daan pa sa paglustay ng pondo ng bayan.

🌱 NEW DISCUSSION PAPER: Cultivating Grassroots Feminist Empowerment 🌸💪
Advancing gender equality is often viewed through top-down policy frameworks, but what happens when civil society organizations actively partner with communities to transform entrenched social norms and unequal power relations from the ground up?

We are pleased to announce the release of UP CIDS Discussion Paper, "Cultivating Grassroots Feminist Empowerment: A Case Study of Gender and Development for Cambodia (GADC)". Authored by Eunice B. Santiago and published under our Program on Alternative Development (AltDev), this qualitative case study examines how GADC conceptualizes and operationalizes empowerment through an intersectional feminist lens in Rolea B'ear District, Kampong Chhnang Province.

🔍 Key Highlights from the Paper:
⚙️ Feminist Empowerment as a Process: Moving beyond fixed development outcomes to view empowerment as an ongoing journey of building critical consciousness, confidence, and collective agency.
🏝️ Grassroots Strategies in Action: Exploring how GADC utilizes feminist education, safe spaces like Gender Cafés, community organizing, and localized dialogues (such as the Cambodian Men Network) to engage both women and men.
🦀 Interconnected Dimensions of Power: Highlighting how participants enact "power from within," "power to," and "power with" to address pressing local challenges, ranging from gender-based violence support systems to inclusive community spaces.
💡 Bridging Local Realities to Advocacy: Actionable insights on how grassroots experiences directly inform broader policy monitoring, national mechanisms, and regional solidarity networks like MASSA.

By understanding how grassroots feminist initiatives challenge structural inequities, we can better support alternative development pathways that elevate the agency and leadership of women and marginalized communities.

Sa kasalukuyan, siya ang Coordinator ng General Education (GE) at Gender and Development. Nakatuon ang kanyang akademikong gawain sa kasaysayan ng Pilipinas, gender, at mga karanasan at ambag ng kababaihan sa lipunan.

Tatalakayin natin ang mga papel at ambag ng kababaihan sa paglaban at sama-samang pagkilos noong Martial Law, at kung bakit mahalagang kilalanin sila hindi lamang bilang mga biktima kundi bilang organizers at leaders. 🌈 A HEALTHCARE CHOICE THAT RECOGNIZES WHO WE CHOOSE TO CARE FOR US

When life is at its most vulnerable, the person beside us should not become a stranger to the system.

PhilHealth is set to include a health proxy field in its updated membership/registration form, allowing members to designate a trusted person who may act on their behalf in healthcare matters when they are unable to make decisions themselves. PhilHealth officials said the updated form is expected by the end of September 2026.

For LGBTQIA+ Filipinos, this development carries particular significance.

For years, LGBTQIA+ partners have faced difficult questions during medical emergencies: Who gets to speak for me? Who can consent to treatment? Who can stand beside me when I cannot speak for myself?

Quezon City pioneered its Right to Care Card, while other local governments have adopted similar measures recognizing a person’s ability to designate someone outside their immediate family for healthcare decisions.

Now, the conversation is moving toward a broader national framework.

Because healthcare is not only about treating illness. It is also about respecting the person’s dignity, choices, relationships, and right to be cared for by someone they trust.

🏳️‍🌈 Love should never be disqualified at the hospital door.
🏳️‍🌈 Care should recognize the person we choose.
🏳️‍🌈 And dignity should belong to everyone.

Context: Senate Bill 1534, the proposed Right to Care Bill, seeks to establish a legal framework allowing people to designate a healthcare proxy and provide advance instructions regarding medical care. A related House measure, HB 9065, is also pending before the House Committee on Health.
