The Civil Aviation Authority of the Philippines (CAAP), under the visionary leadership of Director General LTGEN Raul L. Del Rosario AFP (Ret), in partnership with Harms Aviation GmbH (HATCO) and Alpha Aviation Group (AAG), successfully advanced the implementation of Competency-Based Training and Assessment (CBTA) during the 4-day CBTA Training for CAAP Inspectors held from 26–29 April 2026.
The workshop was spearheaded by HATCO Managing Director Capt. Hartmut Fabisch together with the AAG Team led by Capt. Vicente Casibang II, AAG Accountable Manager, alongside the AAG Training, Quality, and Compliance Team.
Throughout the training, Capt. Fabisch highlighted the continuing developments surrounding the new EASA-compliant manual suite — comprising the Organization Management Manual, Operations Manual, and Training Manual — together with critical discussions on management and training system performance. The workshop also explored the CCQ benchmark course, CBTA grading methodologies, and advanced grading software systems that further strengthen modern aviation training standards.
As the sole flight school in the Philippines to pioneer the adoption and implementation of the CBTA philosophy within its training infrastructure, AAG shared comprehensive operational insights and best practices that continue to redefine the standards of pilot training in the country. This initiative reflects AAG’s commitment to developing world-class aviators through a training environment founded on quality, safety, and reliability.
