𝐄𝐃𝐈𝐓𝐎𝐑𝐈𝐀𝐋 l 𝐏𝐚𝐱 𝐒𝐢𝐥𝐢𝐜𝐚: 𝐏𝐫𝐨𝐠𝐫𝐞𝐬𝐬 𝐚𝐭 𝐖𝐡𝐚𝐭 𝐂𝐨𝐬𝐭?

The Philippine government sees Pax Silica as a golden opportunity to position the country as a major player in artificial intelligence, semiconductors, and advanced manufacturing. The development being proposed in New Clark City, Tarlac is expected to attract billions of dollars in investment and potentially create thousands of jobs. On paper it sounds like the kind of industrial development the Philippines badly needs.

𝘽𝙪𝙩 𝙗𝙚𝙛𝙤𝙧𝙚 𝙧𝙚𝙟𝙤𝙞𝙘𝙞𝙣𝙜, 𝙁𝙞𝙡𝙞𝙥𝙞𝙣𝙤𝙨 𝙨𝙝𝙤𝙪𝙡𝙙 𝙖𝙨𝙠 𝙖 𝙢𝙤𝙧𝙚 𝙧𝙚𝙡𝙚𝙫𝙖𝙣𝙩 𝙦𝙪𝙚𝙨𝙩𝙞𝙤𝙣: 𝘼𝙩 𝙬𝙝𝙖𝙩 𝙘𝙤𝙨𝙩?

The proposed Pax Silica hub will likely need huge quantities of resources. Recent estimates of the Bases Conversion and Development Authority said the project may need as much as 65 million to 90 million liters of water daily, more than three times the current capacity. It will also require huge amounts of resources. Officials have mooted the idea of drawing water from rivers and other sources, but that has serious implications for what could happen in droughts, particularly in times of El Niño. Semiconductor manufacturing produces wastewater with chemicals, solvents, and heavy metals, so it is necessary to treat it properly (Chi, 2026).
Then there’s the issue of electricity. Pax Silica hopes to attract some of the world’s most energy intensive industries but the country’s infrastructure may not be ready for them. Recent reports said large hyperscale AI data centers are not expected to be located in New Clark City because of lack of electricity supply. It’s an uncomfortable contradiction: How can the Philippines become a technology hub if it cannot yet guaranty the infrastructure that technology needs?

The economic advantages are certainly attractive. Pax Silica could draw billions of dollars in investment and create more than 130,000 jobs, government officials say. But investment figures should not be automatically regarded as proof of national progress. The Philippines must ensure that Filipino workers receive more than just employment. “Technology transfer, research opportunities, local ownership and the development of Filipino companies that can compete internationally are what we need.” Then there’s the geopolitical concern. Pax Silica is not just an economic project. It’s part of the growing technological competition between the US and China. According to a recent report by Reuters, the United States is contemplating making it a requirement for countries participating in its AI projects to choose between competing American and Chinese technology frameworks (Martina, 2026).

Pax Silica could be more than just an investment decision for the Philippines. It may become a strategic choice that could influence the country’s ability to balance relations between two big powers.
Indeed, Pax Silica might offer some opportunities for the Philippines. But never take the opportunities blindly. The Philippines must not turn its back on technological development, but neither should it sell out its environment, communities, resources and sovereignty in the name of attracting foreign investment. The government needs to conduct transparent environmental impact assessments, meaningful consultations with affected communities, and clear assessments of water and energy needs before construction begins.
Philippines should be open to investment but must negotiate from a position of strength The Philippines should not be another case where foreign companies get the technology, investors get the money, and the Philippines gets the environmental and social costs.

According to Mayor Geld Aquino, the CDRRMO’s latest advisory, released early this morning, reports steady rain across the city because of the intensified Southwest Monsoon and Tropical Depression Luis.⛈️

Out of concern for everyone’s safety, Mayor Aquino suspended all face-to-face classes—public and private, all levels—in Mabalacat City today, Tuesday, August 4. Schools should shift to Alternative Learning Delivery Modality (ALDM) so students’ education won’t be interrupted.
