Please be informed that face-to-face classes at **Sta. Catalina Norte Elementary School** are suspended today, **August 18, 2026**. All students will shift to **asynchronous learning modes**.

SUSPENSION OF IN-PERSON CLASSES IN ALL LEVELS (PUBLIC AND PRIVATE) AND SHIFT TO ASYNCHRONOUS LEARNING MODALITY DUE TO SOUTHWEST MONSOON (HABAGAT)

Upon the recommendation of the MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (MDRRMC) and in view of the heavy rainfall brought by the continuing Southwest Monsoon (Habagat), in-person classes are hereby SUSPENDED and transitioned to asynchronous learning on Tuesday, August 18, 2026, with the following directives:

Class Modality: In-person classes in all levels (Preschool to Tertiary/College) in both public and private educational institutions, as well as the Alternative Learning System (ALS), are hereby shifted to Asynchronous Learning / Alternative Delivery Modes.

Public School Personnel: Teaching and non-teaching personnel in public schools shall observe Alternative Work Arrangements (AWA), subject to existing Department of Education (DepEd) guidelines and coordination with their respective school heads.

Private Schools: Decisions regarding work arrangements for teaching and non-teaching personnel in private schools are left to the discretion of their respective school administrations.

All learners and school personnel are advised to prioritize safety and regularly monitor official announcements from the LOCAL GOVERNMENT UNIT and relevant agencies.

Pursuant to Memorandum Circular No. 127, government offices are directed to shift to appropriate alternative work arrangements in the National Capital Region and the following provinces starting 12:00 noon on August 17, 2026:

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes at all levels in public and private schools shall be implemented in the aforementioned areas.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

Pursuant to Memorandum Circular No. 127, the following directives are hereby issued for the Municipality of Candelaria, Quezon today (Monday), August 17, 2026.
1. ALTERNATIVE LEARNING MODES: All public and private educational institutions (Preschool, Elementary, Secondary, ALS, and Tertiary/College) shall shift to ALTERNATIVE LEARNING MODALITIES (asynchronous, online, or modular classes). In-person classes remain suspended.
2. ALTERNATIVE WORK ARRANGEMENTS IN GOVERNMENT OFFICES: Municipal government offices are directed to implement appropriate ALTERNATIVE WORK ARRANGEMENTS (e.g., work-from-home, skeletal workforce, or work rotation) to ensure the safety of employees while maintaining administrative function. However, departments and offices involved in disaster preparedness and response, health, emergency management, and other vital public services shall remain operational to render necessary services.
3. PRIVATE SECTOR: The adoption of alternative work arrangements or suspension of work in private companies and offices is left to the discretion of their respective management.

- 𝗙𝗼𝗿 𝗧𝗲𝗮𝗰𝗵𝗶𝗻𝗴 & 𝗡𝗼𝗻-𝗧𝗲𝗮𝗰𝗵𝗶𝗻𝗴 𝗣𝗲𝗿𝘀𝗼𝗻𝗻𝗲𝗹 (𝗣𝘂𝗯𝗹𝗶𝗰 𝗦𝗰𝗵𝗼𝗼𝗹𝘀): In accordance with emergency safety protocols, personnel are not required to report on-site and shall transition to Alternative Work Arrangements (Work-from-Home / Distance Facilitation).
