ORS NEWS | Research Ethics Review Committee Policy, Aprubado na!

Opisyal nang inaprubahan ng SLSU Board of Regents (BOR) ang Research Ethics Review Committee Policy for Research Involving Human Participants sa pamamagitan ng Memorandum Order No. 94, s. 2026, alinsunod sa Resolution No. 66, s. 2026 na may petsang July 27, 2026.

Ang policy na ito ang magsisilbing gabay ng Unibersidad sa pagtiyak na ang mga pananaliksik na may human participants ay isinasagawa nang may paggalang sa kanilang karapatan, kaligtasan, dignidad, at kapakanan.

Itinataguyod nito ang mahahalagang prinsipyo ng research ethics, kabilang ang Respect for Persons, Beneficence and Non-maleficence, at Justice, at nagbibigay ng malinaw na framework para sa ethical review ng mga research proposals bago at habang isinasagawa ang mga pag-aaral na sakop ng policy.

Bahagi rin nito ang pagpapalakas ng SLSU Research Ethics Review Committee (SLSU-RERC) bilang isang independent body para sa ethical review, kasama ang mga pamantayan, proseso, at procedures na gagabay sa kanilang mga tungkulin.

Ang pagpapatibay ng policy ay isa ring mahalagang hakbang ng SLSU tungo sa PHREB accreditation at sa patuloy na pagpapalakas ng research governance at research integrity sa Unibersidad.

Mts. Palay-palay-Mataas-na-Gulod Protected Landscape (MPPMGPL) is the last remaining natural lowland forest in Cavite Province, Philippines. This study assessed its vegetation structure and cross-station biodiversity across four transects (PICO, BMS, PP, BT) using the national Biodiversity Assessment and Monitoring Systems (BAMS) framework. We recorded 294 unique morpho-species across all layers, including 142 overstory tree, 116 understory, and 55 ground cover species, with 19 overlapping across layers. Cross-station analysis revealed stark structural variations. The edge-influenced PICO transect recorded the highest diversity (Hโ€™ = 4.316) and richness (n = 114), dominated by secondary indicators like Pongamia pinnata. Conversely, core interior stations BMS (Hโ€™ = 3.969) and PP (Hโ€™ = 4.008) showed advanced successional features heavily dominated by the critically endangered Shorea guiso. The BT transect exhibited high community evenness (J = 0.6922) led by Koordersiodendron pinnatum. Understory matrices mirrored these patterns; shade-tolerant endemic Anaxagorea luzoniensis dominated closed canopies but dropped significantly in PICO, where invasive Paspalum conjugatum capitalized on gaps. NMDS ordination confirmed floristic convergence between PICO and BT, while BMS formed a distinct community. Overall, 16% of taxa are Philippine endemics and 31 are threatened, highlighting MPPMGPLโ€™s vital role as an ecological refuge.

By virtue of Special Order No. 134, s. 2026, effective July 22, 2026, Dr. Echague becomes the first Center Chief of the Center for Social Innovation and Public Policy.

The Center for Hazard and Environmental Resource Mapping (CHERM) of Southern Luzon State University (SLSU) successfully conducted the extension program "GIS for Barangay DRRM Officers: Enhancing Community Resilience through Geospatial Technologies" in partnership with the Local Government Unit of Atimonan, Quezon last July 10,2026.

The one-day capability-building activity gathered Barangay Disaster Risk Reduction and Management (BDRRM) Officers from across the municipality to enhance their knowledge and skills in utilizing Geographic Information Systems (GIS) for disaster preparedness, risk assessment, and evidence-based community planning.

The training featured a series of insightful lectures and interactive hands-on workshops facilitated by Dr. Ronald C. Garcia, Center Chief of CHERM; Mr. Raffy D. Gordula, MSc, Faculty Member of the SLSU College of Agriculture; Mr. Almar John A. Luna, MSc, of the Mt. Banahaw Nature Conservation and Research Center; and Ms. Phoebe Ann Hadaza V. Barba, MSc, Science Research Analyst of CHERM. The sessions introduced participants to the fundamentals of Disaster Risk Reduction and Management (DRRM), hazard map interpretation, geospatial data analysis, and the practical application of QGIS, an open-source GIS platform widely used for spatial planning and disaster management. Participants also gained a deeper appreciation of how geospatial technologies can be integrated into barangay planning to support disaster preparedness, emergency response, and risk mitigation.

A key highlight of the activity was the participatory workshop sessions, where participants collaborated in interpreting hazard maps, identifying community resources and vulnerable areas, preparing Barangay Hazard and Resource Maps, and developing GIS-based evacuation plans. These practical exercises enabled participants to apply newly acquired knowledge to realistic DRRM scenarios, demonstrating how spatial information can serve as a powerful tool for informed decision-making and effective disaster management at the local level.

The enthusiasm, active participation, and collaboration displayed by the Barangay DRRM Officers throughout the training reflected their strong commitment to building safer and more resilient communities. The workshop outputs showcased not only their developing technical competencies but also their readiness to integrate GIS into local disaster risk reduction initiatives and barangay development planning.

The successful implementation of the program was made possible through the collective efforts of SLSU-CHERM, the Local Government Unit of Atimonan, the resource speakers, facilitators, and partner agencies whose expertise and unwavering support contributed significantly to the activity's success. Their shared commitment to advancing geospatial literacy among local government frontliners continues to strengthen disaster resilience and promote evidence-based governance at the grassroots level.

As a DOST CALABARZON Service Laboratory and one of Southern Luzon State University's Research and Extension Centers, SLSU-CHERM remains committed to empowering local government units through geospatial innovation, technical assistance, research, and capacity-building initiatives. Through the GIS4LGU (Geospatial Innovation and Solutions for Local Government Units) program, CHERM continues to champion the use of geospatial technologies in fostering resilient communities, informed governance, and sustainable local development.

Student-led startups within higher education ecosystems play an increasingly important role in innovation, job creation, and regional economic development; however, early-stage evaluation of startup success remains challenging due to reliance on subjective judgment and post-hoc assessment methods. This study presents a data-driven framework for predicting student startup success using machine learning and deep learning techniques applied to a structured dataset of 2,100 student-led startup projects collected from 40 academic institutions between 2019 and 2023. The dataset integrates team characteristics, innovation capacity, funding, institutional support, market readiness, and technology maturity indicators, with startup success formulated as a binary classification problem. Multiple models, including Tree, Naรฏve Bayes Support Vector Machines (SVM), ensemble methods, and neural networks are evaluated using a 10-fold cross-validation scheme with a 90:10 train-test split. Experimental results show that, after hyperparameter tuning, both the Support Vector Machine and Neural Network models achieved the best performance, attaining 100% classification accuracy with zero misclassification cost, outperforming decision tree, Naรฏve Bayes, and ensemble-based approaches. Convergence analysis further reveals that the neural network exhibits faster error reduction and more stable learning behavior across training iterations, while the SVM converges more gradually but consistently to an optimal solution. These findings demonstrate that optimized SVM and neural network models are the most effective predictors of student startup success and provide strong evidence for their use as decision-support tools for university incubators, policymakers, and student entrepreneurs.
