From the research desk to the farm gate — the ideas that move Philippine agriculture forward rarely come from one place alone. They emerge where the economist's evidence meets the entrepreneur's grit.

Capping CEM's 107th Founding Anniversary — themed "Harnessing the Digital Information Era for Economic Growth, Management Excellence, and Agricultural Resilience" — CEMposium 2026 brings together two leaders who each carry a different half of that equation: one who shapes the policies, and one who lives the practice.

Meet our resource persons:

🔹 Dr. Roehlano M. Briones — Senior Research Fellow at the Philippine Institute for Development Studies (PIDS), where he shapes national policy on agriculture, food security, rural development, and trade. He has edited six books — one of which, on irrigation policy, won the 2022 NAST Outstanding Book Award — and serves as President of the Philippine Economic Society and Editor-in-Chief of the Philippine Journal of Development. A 2017 UPLB-CEM Outstanding Alumnus for Economics and Public Policy, he earned his PhD from the UP School of Economics and has advised governments and ASEAN bodies across the region.

🔹 Mr. Julius Alfie H. Barcelona — President and CEO of Harbest Agribusiness Corporation and Vice-President of the Philippine Seed Industry Association, with leadership roles spanning the ABCDF (with MAP) and the ECCP's High Value Crops committee. A psychology graduate of Ateneo de Manila with no formal training in agriculture, he built his expertise learning directly from farmers and experts across Shenzhen, Taiwan, Japan, India, Spain, and beyond — and jokes that, since much of his work now involves diagnosing plant pathogens, he became a "doctor of some kind" after all. He is driven by one conviction: that insulating farmers from economic shock is key to alleviating rural poverty, and he pursues that through solutions in seed access, water security, soil health, mechanization, and value-chain efficiency.

As part of CEM's 107th Founding Anniversary, the College of Economics and Management invites you to INTERSECTIONS, a discussion panel that gathers four distinguished minds to confront one of the nation's most enduring challenges — each from their own reality.

Meet the panel:

🔹 Dr. Antonio P. Contreras — Professor of Political Science and Environmental Governance at SESAM-UPLB, with a PhD and MA in Political Science from the University of Hawaiʻi at Mānoa and degrees in Forestry from UPLB (magna cm laude). A Fulbright Senior Scholar and Mancono Awardee, he has authored or edited five books and published over 50 refereed articles on political ecology, climate policy, and Philippine politics. He also writes for The Manila Times, hosts , and serves as Vice Chairperson of the Board of PTV, Inc.

🔹 Dr. Mark Oliver "Mo" S. Llangco — Associate Professor of Sociology at UPLB, a magna cm laude graduate who holds four postgraduate degrees from Birmingham, Liverpool, and Cardiff, and is a Fellow of the UK Higher Education Academy. He chairs the UPLB Research Ethics Board and serves as CAS Quality Assurance Officer, bringing a sociologist's clarity to how poverty is lived and experienced.

🔹 Dr. Laarni D. Revilla — Development economist at the UPLB Department of Economics whose work on human development, poverty, and public policy has taken her to the World Bank, the Asian Development Bank, ADBI-Tokyo, and UNICEF Bangkok. She earned her PhD in International Development from GRIPS-Tokyo under a MEXT scholarship and graduated magna cm laude and College Valedictorian from CEM-UPLB — turning economic evidence into real-world policy.

🔹 Dr. Antonio Jesus A. Quilloy — Professor at the Department of Agricultural and Applied Economics, UPLB, and author of books on farm management, production economics, and natural resource policy. A man of both science and the arts, he received the 2011 NAST Outstanding Book Award and was named the 2019 UPLB Outstanding Artist — a reminder that understanding poverty demands both rigor and humanity.

𝐂𝐄𝐌 𝐖𝐞𝐛𝐬𝐢𝐭𝐞 𝐂𝐨𝐧𝐭𝐞𝐧𝐭 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩 𝟐𝟎𝟐𝟔

On August 24, 2026, the members and unit representatives of the CEM Committee on Information, Media Relations, and Communications (CIMRC) came together for a collaborative workshop focused on updating, refining, and aligning the contents of the CEM website.

The workshop provided an opportunity for the different units of the College to review their online information, ensure that key updates and resources are properly reflected, and strengthen the website as a reliable and accessible platform for the CEM community and its stakeholders.

Through collaborative communication and shared responsibility, CEM continues to build a stronger digital presence that keeps its community informed, connected, and engaged. 💻🌱

The College of Economics and Management (CEM) conducted the Data Privacy Orientation and Privacy Impact Assessment Workshop today, August 24, 2026, bringing together faculty, staff, and different stakeholders across the University to strengthen awareness and understanding of responsible data privacy practices.

The activity was formally opened by CEM Dean Dr. Maria Angeles O. Catelo, who emphasized the increasing importance of not only knowing data privacy principles, but truly understanding them and recognizing their significance in our everyday work and responsibilities.

The first half of the session focused on the Data Privacy Orientation for Faculty and Staff, providing participants with a deeper appreciation of the principles, responsibilities, and practices involved in protecting personal data.

Meanwhile, the second half of the session featured the Privacy Impact Assessment Workshop exclusively for CEM faculty and staff. The workshop provided a more practical and hands-on discussion on identifying potential privacy risks and integrating privacy considerations into the College’s processes and activities.

Serving as the resource person for the activity was Atty. Amor Venenoso, Data Privacy Expert and UPLB Alumni Fellow, and an alumna of the UPLB Department of Agricultural and Applied Economics (DAAE), CEM.

The activity reflects CEM’s continuing commitment to fostering a culture of privacy, accountability, and responsible data stewardship across the College and the University.
