Students seeking financial aid to afford food, transportation, housing, and connectivity.
Dormers relying on affordable campus dormitories because commercial rent is out of reach.
Students needing counseling and psychosocial support through personal and academic crises.
Student organizations requiring spaces and resources for civic formation.
These needs do not shrink when funding drops. Instead, economic uncertainty only intensifies them.
The consequences are inherently unequal. A well-resourced student can absorb an extra expense, replace a broken device, or find alternate housing. A student without that financial buffer is forced to choose between meals and transit, rent and course requirements, or continuing their degree and dropping out. Public higher education is truly accessible only when students are equipped not just to enter UP, but to stay, participate, and graduate.
Student welfare is equally inseparable from the staff who sustain it. Our counseling, housing, scholarship, administrative, and Individual Contract of Service personnel are the backbone of these programs. Slashing resources does not diminish the demand; it overburdens existing staff and deepens job insecurity for contractual workers. Responsive services demand decent working conditions, functional facilities, and sufficient staffing.
Accountability and adequate funding must go hand in hand. While public institutions must exercise fiscal responsibility, the solution to budget constraints is not to weaken programs that directly serve those with the least capacity to bear the costs. Public funds must be safeguarded from waste and directed where they generate clear public value.
Behind every budget line is a student waiting for a stipend, a dormitory bed, a counseling session, or a safe community space.
