In line with the Department of Education's (DepEd) commitment to ensuring the safety, security, and well-being of all learners and school personnel, the Department ๐ง๐๐๐ฉ๐๐ง๐๐ฉ๐๐จ ๐ฉ๐๐ ๐จ๐ฉ๐ง๐๐๐ฉ ๐ค๐๐จ๐๐ง๐ซ๐๐ฃ๐๐ ๐ค๐ ๐๐ญ๐๐จ๐ฉ๐๐ฃ๐ ๐ฅ๐ค๐ก๐๐๐๐๐จ ๐ค๐ฃ ๐ฉ๐๐ ๐จ๐๐๐ ๐๐ฃ๐ ๐ง๐๐จ๐ฅ๐ค๐ฃ๐จ๐๐๐ก๐ ๐ช๐จ๐ ๐ค๐ ๐ฉ๐๐ ๐๐ฃ๐ฉ๐๐ง๐ฃ๐๐ฉ ๐๐ฃ๐ ๐๐ก๐๐๐ฉ๐ง๐ค๐ฃ๐๐ ๐๐๐ซ๐๐๐๐จ ๐๐ฃ ๐จ๐๐๐ค๐ค๐ก๐จ.

Exceptions are allowed only in justified cases, such as:
๐๐ผ๐๐๐๐๐ข๐๐ ๐ฅ๐ช๐ง๐ฅ๐ค๐จ๐๐จ, including access to educational platforms, digital learning resources, and authorized online learning activities; and
๐๐๐ข๐๐ง๐๐๐ฃ๐๐ฎ ๐จ๐๐ฉ๐ช๐๐ฉ๐๐ค๐ฃ๐จ, such as communication during disasters, medical emergencies, or other urgent safety concerns.
The policy also prohibits the use of electronic devices for social media browsing, online gaming, content creation, vlogging, and other non-academic activities during class hours.
Creating a safe and responsible digital environment is a shared responsibility. Guided by the ESMLE Framework, DepEd encourages the active participation of parents, Local Government Units (LGUs), the Philippine National Police (PNP) and other law enforcement agencies, government institutions, non-government organizations (NGOs), civil society organizations (CSOs), and all education stakeholders in helping learners develop responsible digital citizenship, respect, and empathy both inside and outside the classroom.
All schools and field offices are directed to widely disseminate these policies and continuously strengthen awareness campaigns that promote the safe, responsible, and ethical use of the internet and related devices.
