OFFICIAL STATEMENT OF THE NATIONAL FEDERATION OF SUPREME STUDENT GOVERNMENT ON THE ISSUANCE OF DO NO.18, S. OF 2021

Re: The suspension of giving Academic Excellence awards to non-graduating students (Grades 1 to 5, Grades 7 to 9, and Grade 11), and Grade-Level and Special Recognition awards to graduating students (Grades 6,10 and 12) for the school year 2020-2021

Last May 25, the Department of Education (DepEd) released DepEd Order No. 18, s. of 2021, otherwise known as the “Interim Guidelines on Giving of Awards and Recognition in Light of the Basic Education Learning Continuity Plan for School Year 2020-2021.”

The National Federation of Supreme Student Government has received complaints through resolutions, emails, letters, and petitions concerning the D.O. Furthermore, there have also been reports of Facebook and Twitter posts calling for the department to reconsider the said order.

Thus, the NFSSG convened to consolidate regional reports and complaints regarding the DepEd Order No. 18, s. of 2021. The NFSSG has issued a resolution and presented an appeal to reconsider the issuance of the DepEd Order.

The Federation believes that the reconsideration of the DepEd Order is necessary to give due recognition to students’ accomplishments which successfully met the conditions and criterion under DepEd Order No. 36, s. 2016 otherwise known as “Policy Guidelines on Awards and Recognition for the K to 12 Basic Education Program.”

The concerned offices are yet to respond to our plea.

Marso 6, 2021 – Upang pagyamanin ang pagkakaisa sa buong Kagawaran ng Edukasyon (DepEd) sa pagpapatupad ng Basic Education- Learning Continuity Plan (BE-LCP), pinangunahan ni Undersecretary for Administration (OUA) Alain Pascua ang pagsasagawa ng isang linggong Strand Interface on Programs and Guidelines (SIPAG) Conference 2021.

Tinalakay sa pagtitipon ang mga isyu at hamon na kinaharap ng mga kawani ng DepEd sa nakalipas na taon dulot ng pandemya at ang paglulunsad ng mga programa para sa darating na transisyon kapag nagsimula na ang pagbabakuna sa sektor ng edukasyon.

Isinagawa mula Pebrero 22 hanggang Marso 3, 2021, nakatanggap ang isang linggong komperensiya ng 2,575,176 website views, 1,211,000 views sa Facebook Live, 111,626 Facebook group members, at 109,900 Zoom participants.

“There is a great need to provide synchronized instructions to field implementers. We need to understand our role in the BE-LCP implementation, which is a vast undertaking. We would also like to issue a call for united efforts in addressing the challenges of the COVID-19 pandemic,” ani Kalihim Leonor Magtolis Briones.

“We only have one year and we can only achieve our programs, our projects, and activities if we harmonize, if we work together, if each of us, each unit, each individual contributes to the sustainment of the said projects,” dagdag pa niya.

Inilahad din ng ibang miyembro ng Executive Committee ang kalagayan ng iba’t ibang polisiya at programang nasa ilalim ng kani-kanilang strands, kasama na ang financial report sa Bayanihan Act II at ang tulong nito sa mga proyekto ng BE-LCP, pagbuo ng Child Protection Unit (CPU) at Child Rights in Education Desk (CREDe), enrollment, partnerships, at kalagayan ng mga proyekto.

"Ang mahalagang tunguhin ng session na ito ay maipaliwanag ang mga programa na isasakatuparan ng bawat opisina ng Admin Strand. Papaano masasakatuparan ang mga proyektong ito, how do we effectively execute these programs, and how do we monitor their implementation,” ayon kay Usec. Pascua.

Tinalakay din sa SIPAG 2021 ang mga strand programs sa ilalim ng General Appropriations Act (GAA) para sa 2021 na nilagdaan ni Pangulong Rodrigo Duterte noong Disyembre 2020. Itinaas ng GAA ang teaching and connectivity allowances ng mga g**o sa pampublikong paaralan bilang dagdag na tulong sa panahon ng pandemya.

Sa tagumpay ng komperensiya, hinihikayat ng OUA ang mga lumahok na basahin at ibahagi ang iba’t ibang mga sanggunian na nalikom at napaunlad mula sa aktibidad.
