As its inaugural activity, the Batangas Socioeconomic and Policy Research Hub will launch its research-to-policy orientation through the inaugural lecture, “From Research to Policy: Advancing Evidence-Informed Development in Batangas,” to be delivered by public administration and public policy scholar Dr. Kristoffer B. Berse.

The lecture will explore the importance of connecting locally generated evidence with policy processes and development action, particularly in addressing complex socioeconomic and governance concerns at the local level.

More than a lecture, this inaugural activity will provide the conceptual foundation for the Hub’s research translation initiatives. Research supported and implemented through the Center for Batangas Development Studies (CBDS) will be translated into policy briefs that synthesize key findings, articulate their implications, and present evidence-informed recommendations for policymakers and other stakeholders.

Through this research-to-policy pathway, the Hub seeks to cultivate a culture where research moves beyond the academic sphere, from evidence, to accessible knowledge, to dialogue, and ultimately, to informed action for Batangas.

Lomi Ta!
Isang Paglalakbay sa Lasa at Kulturang Batangueño

Ngayong araw ay naging bahagi ang Lomi Ta! ng patuloy na pagsusulong ng De La Salle Lipa sa pagkilala, pagpapahalaga, at pagpapalaganap ng mayamang cultural and culinary heritage ng Batangas.

Sa pamamagitan ng isang hands-on culinary experience, nakilala ng mga kalahok, kabilang ang international students ng DLSL, ang loming Batangas beyond its familiar flavors: mula sa mga sangkap at paraan ng paghahanda hanggang sa mga kuwento, tradisyon, at cultural meanings na nakapaloob sa isang pagkaing matagal nang bahagi ng buhay at identidad ng mga Batangueño.

Higit sa isang cooking demonstration, ang Lomi Ta! ay naging pagkakataon para sa intercultural learning and exchange, isang paanyaya na tuklasin ang Batangas sa pamamagitan ng pagkain, kuwento, at pakikipagkapwa.

Isinagawa sa pangunguna ng Center for Batangas Development Studies – Batangas Culture, Heritage and History Hub, katuwang ang Culinary Arts Department at External Linkages and International Relations Office, ang Lomi Ta! ay bahagi ng patuloy na pagsisikap ng De La Salle Lipa na dalhin ang cultural heritage research and engagement sa mga espasyong buhay, experiential, at makabuluhan.

Dahil ang kultura ay hindi lamang pinag-aaralan, ito rin ay nilalasahan, ibinabahagi, at ipinapasa.

Following the completion of Phase 1, which focused on the heritage churches in the 1st, 2nd, and 3rd legislative districts of Batangas and whose output is currently undergoing final review for publication in a Scopus-indexed Q1 heritage management journal, the project now moves into Phase 2.

The team continues the disaster risks profiling of Filipino-Spanish Churches through a non-invasive rapid survey across the 4th, 5th, and 6th legislative districts of Batangas. The project is being undertaken under the Batangas Culture, Heritage, and History Hub of the Center for Batangas Development Studies, De La Salle Lipa.

Through documenting the risks and vulnerabilities of these heritage churches, the team contributes to more risk-informed conservation, disaster preparedness, and heritage protection. The project is undertaken with the full support of the Archdiocese of Lipa, whose engagement underscores the importance of collaborative and evidence-based approaches to heritage stewardship. Upon full completion, the findings will be presented to the Archdiocese to inform future planning, decision-making, prioritization, and heritage protection actions.

Ultimately, the project aims to translate heritage risk evidence into concrete actions that safeguard not only the physical structures, but also the stories, memories, and cultural identity they embody.

Dr. Rubiano’s memoirs—long hidden in the National Library of Spain and never before translated or cited in Filipino accounts of the Revolution—are made accessible in this English edition to scholars and the general public. As a rare eyewitness narrative, the book offers vivid and compelling insights into the fateful events in Lipa in 1898 and 1899, including the siege of the town, encounters between Filipino revolutionaries and Spanish troops, the treatment of Spanish prisoners of war, and the educational and cultural renaissance that unfolded in the locality. Centered in Southern Luzon, these memoirs illuminate Lipa’s pivotal role not only in the 1898 Philippine Revolution but also in the Philippine-American War, which continued in Batangas long after President Aguinaldo’s surrender—opening powerful windows into a people’s experiences on the eve of nationhood.

This recognition affirms the strength of collaborative scholarship and creative work, and the enduring importance of translation in bringing neglected historical voices into the present.

The De La Salle Lipa Center for Batangas Studies recently launched its first book publication in collaboration with the Center for Philippine Studies of the Polytechnic University of the Philippines. The commissioned research paper turned into a book was an English translation of the original Spanish manuscript of Dr. Santos Rubiano Herrera, a Spanish military doctor assigned to Lipa, Batangas, during the last decade of Spanish colonial rule in the Philippines. The translation was done by Mr. Renz Marion Katigbak and DLSL Vice Chancellor for Research and Innovation, Br. Manuel Pajarillo, FSC. The book narrates the 1898 account of Señor Rubiano about the cessation of Spanish military control in Lipa, Batangas, by the Filipino revolutionary forces. The prisoners of war were treated with dignity by the revolutionary forces, which makes the account more interesting to read.

The launch of the book, which was held on June 18, 2024, at Diokno Hall of De La Salle Lipa, was attended by DLSL and PUP school officials together with invited guests, Dr. Francis Navarro, Commissioner of the National Historical Commission of the Philippines, and Dr. Katrin Erika Buted, Department Head of the Batangas Provincial Tourism and Cultural Affairs Office. They delivered the key address for the launch. On the occasion, Mr. Howie Severino of GMA Networks presented his written lyrics that depict the historical siege of Lipa. The launch became possible through the Research Management and Coordination Office (RMCO) under the Office of the Vice Chancellor for Research and Innovation. Copies of printed books are now available through the RMCO.
