Another milestone unfolds as University President Dr. Elbert M. Galas is named a National Semifinalist for the 2026 Gawad Pagasa under the Civil Service Commission's Gawad Lingkod Bayani Awards.

Among the national semifinalists, Dr. Galas is the lone representative from Region I, marking a significant distinction for the region in one of the Civil Service Commission's highest recognition programs for exemplary public service.

The Gawad Pagasa honors government employees and groups whose innovative ideas, collaborative initiatives, and creative solutions have significantly improved public service delivery. It recognizes public servants whose leadership and innovation create meaningful and lasting impact in government.

This latest recognition builds on his previous distinction as a Civil Service Commission Regional Office I Dangal ng Bayan Awardee, conferred during the 123rd Philippine Civil Service Anniversary in 2023, under the Honor Awards Program (HAP). The award recognized his exemplary leadership and unwavering commitment to public service.

Dr. Galas' inclusion in this year's national semifinalists reflects his continuing pursuit of transformative leadership, institutional innovation, and excellence in public service—principles that have shaped his vision for Pangasinan State University and the communities it serves.

As we prepare to celebrate the achievements of the PSU Class of 2026, all graduating students in the 𝗕𝗮𝗰𝗵𝗲𝗹𝗼𝗿’𝘀 𝗣𝗿𝗼𝗴𝗿𝗮𝗺𝘀 and their parents are reminded that the University will not collect any fees for the graduation ceremony or any graduation-related activities.

The graduation fee is FREE. Graduation materials such as the Abaray na Dayew, Diploma, Graduation Pins, Ribbons, Medals, and other materials related to the conduct of the graduation ceremony, including the venue rental, shall be shouldered by the Government and Pangasinan State University as part of our commitment to accessible education.

The University Administration does not authorize any individual, organization, association, committee, or any other entity to collect fees, solicit contributions, or require payments in connection with graduation or any graduation-related activity without official written authorization.

Graduating students and parents are advised to be guided accordingly.
