This commentary argues that Cambodia's first Official Security Assistance package, signed on July 19 for USD 3 million, buys Tokyo predictability while leaving Phnom Penh an increment of capability poorly matched to its requirements. It identifies three Japanese interests in that predictability, operating at the bilateral, regional-border, and economic-industrial levels. Together, these interests secure Japan a standing position in Cambodia's security relationships without altering what Cambodian forces can do. The package can still yield capability yet outcome depends whether bilateral conversation start specifying its own operational needs.
