The Northwestern University College of Law proudly recognizes its students who have successfully earned their Level 1 Certification under the Law Student Practice Rule (Rule 138-A of the Rules of Court).
The oath-taking ceremony was administered by Hon. Dinah Myrtle M. Pacquing, Executive Judge of the Regional Trial Court–Laoag City, on October 23, 2025, at the Marcos Hall of Justice, Laoag City, with Prof. Atty. Mae Jean Pedro-Bielza serving as their supervising professor.
Pursuant to Rule 138-A, the Level 1 Certification authorizes law students who have completed the prescribed academic requirements to engage in limited legal practice under the supervision of a duly accredited member of the Integrated Bar of the Philippines. Under this certification, qualified students may interview prospective clients, give legal advice, negotiate for and on behalf of clients and draft legal documents such as affidavits, compromise agreements, contracts, demand letters, and position papers. They may also represent eligible parties before quasi-judicial or administrative bodies, conduct public legal orientations and assist in public interest advocacies for policy formulation and implementation.
This milestone marks a significant step in the students’ journey as future lawyers, signifying their readiness to apply classroom learning to real-world legal service. It also reflects their unwavering commitment to uphold the ideals of justice, integrity and public service as they continue their pursuit of excellence in the legal profession.

Faculty, staff, and students from Northwestern University College of Law (NWU-COL), alongside barangay officials and residents, actively participated in a successful community outreach program at Brgy. 39 Sta. Rosa on April 6, 2025.
The program featured enlightening discussions led by fourth-year Juris Doctor students on crucial legal topics. Miss Melrose Llacuna provided insights into Family Law, covering marriage, separation, and parental issues. Miss Ivyne Jenica Guerrero discussed Property Law. Miss Liezel Cabasag delivered a critical presentation on Criminal Law, focusing on RA 9262, which addresses Violence Against Women and Children. Finally, Mr. Elyzar Belen inspired aspiring entrepreneurs by discussing the fundamentals of starting simple businesses like sari-sari stores.
The open forum segment proved highly interactive. A senior participant initiated a discussion with Fiscal Mariegold Cabrales, who expertly provided answers. NWU-COL Dean, Retired Fiscal Manuel F. Aurelio, also actively participated, offering his insights and addressing referrals. The program's direct impact was clear when a participant shared her personal case during a one-on-one interview with PNP Kristian Lee Badua.
Dean Aurelio expressed deep appreciation to the barangay residents and officials headed by Hon. Juan Carlos C. Tabios III, for their overwhelming support. In return, the Barangay Sta. Rosa officials presented Certificates of Appreciation to Dean Aurelio, Fiscal Mariegold Cabrales, and Fiscal Edmund Turqueza.
