MISSION:
The BLOOD CARE CLINICAL LABORATORY shall provide accessible, quality and cost effective laboratory services to the general public
VISION:
The BLOOD CARE CLINICAL LABORATORY shall be a fully equipped laboratory in Ilocos Norte manned by highly skilled and competent Medical Technologists. It shall provide diagnostic services to all economic levels.
