𝐓𝐡𝐢𝐬 𝐖𝐞𝐞𝐤'𝐬 𝐅𝐞𝐚𝐭𝐮𝐫𝐞: 𝐒𝐃𝐎 𝐈𝐥𝐨𝐜𝐨𝐬 𝐍𝐨𝐫𝐭𝐞'𝐬 𝐏𝐫𝐨𝐠𝐫𝐞𝐬𝐬 𝐢𝐧 𝐒𝐜𝐡𝐨𝐨𝐥 𝐒𝐢𝐭𝐞 𝐓𝐢𝐭𝐥𝐢𝐧𝐠

The Schools Division of Ilocos Norte has demonstrated a strong commitment to advancing the security of public school lands, reinforcing its dedication to safeguarding educational spaces for all learners. Upon deployment from June 2025 to February 2026, the division was able to attain 20 Original Certificate of Title – Special Patent (OCT-SP), 1 Special Patent (SP), and 13 ongoing application of Special Patent overseen by DENR, and validated all 437 school sites through documents and CAD maps. These efforts were complemented by the issuance of special patents and the continuous conduct of on-ground assessments, which have already covered 50 public schools.

This progress was further strengthened by active interagency collaboration involving the Department of Environment and Natural Resources, local government units, and other key partners. Capacity-building activities also played a major role, equipping schools with the legal understanding, documentation skills, and technical guidance needed to move their titling processes forward. The strength of bayanihan was demonstrated by community involvement, particularly in municipalities like Pinili, which demonstrated that safeguarding school grounds is a shared obligation that has a long-lasting effect.
As we move further, SDO Ilocos Norte reaffirms its commitment to accelerating school site titling across Ilocos Norte. Guided by its strategic goals, the office aims to strengthen documentation systems, enhance data digitization, and provide continuous assistance to schools facing complex legal or technical challenges. These initiatives ensure that more school sites progress toward full legal ownership under DepEd.

The Sites Titling Office looks forward to another year of significant progress with ongoing cooperation, commitment, and unity of purpose. In order to provide secure learning environments for future generations.

🌟 3-Day Capacity Development Training on Bayanihan sa Pagpapatitulo ng mga Paaralan
📍 JLP Paoay Lake Resort & Hotel, Paoay, Ilocos Norte
🗓️ November 24–26, 2025

The Sites Titling Office - Ilocos Norte successfully conducted a three-day capacity development training aimed at strengthening the knowledge, readiness, and confidence of our school representatives in moving forward with the school site titling process.
This meaningful activity gathered participants from selected schools, the Technical Working Group led by Engr. John Paul C. Suguitan and Atty. Eric Karl Nicholas M. Aguilar, along with distinguished guest speakers from the DepEd Central Office, including Atty. Blake S. Feken.

Throughout the three-day program, participants deepened their understanding of:
📌 STO Basic Information & Protocols
📌 Acquisition of School Sites & Safety Considerations
📌 Basics of Contracts & Deeds of Conveyance
📌 Naming and Renaming of Schools
📌 Classification of School Sites & Titling Processes
📌 Best Practices & Core Competencies in School Titling

Day 2 also featured an in-depth discussion of schools with complex issues, followed by valuable one-on-one consultations with Atty. Blake S. Feken.

We were further honored with messages from:

👨‍⚖️ Atty. Christian E. Rivero, Director IV, Sites Titling Office
These inputs inspired the group to continue moving forward with a unified goal.

This training reaffirmed our shared commitment to:
🤝 Strengthening collaboration between schools, LGUs, DENR, and the DepEd
📚 Ensuring rightful ownership and security of our school sites
🏫 Providing safer and more stable learning environments for our learners

Our heartfelt gratitude goes to all the speakers, resource persons, and dedicated participants whose commitment made this capacity development activity a success. Let us continue working together to bring every school in Ilocos Norte closer to secure and rightful land ownership.

Engineer John Paul C. Suguitan proudly receives four (4) Special Patents from the Land Registration Authority for the following schools:

From the 10 Special Patents received last month, we have now added 4 more — further strengthening our commitment to secure ownership of public-school sites across the division.

Engr. Eugene D. Dela Cruz and Gabrielito M. Diego, successfully received these four (4) new Special Patents from the Land Registration Authority, marking another step forward in the realization of DepEd’s goal to ensure that every school stands on safe and legally owned land. 💙
