Embodying Babaylan Leadership โ TESDA IN Provincial Director Estigoy
Standing out as the only incumbent woman Provincial Director in the Ilocos Region, Ilocos Norte Provincial Director (PD) Sharon Sinlao Estigoy exemplifies integrity, empowerment, and excellence in public service in the technical vocational education and training.
Her leadership reflects the essence of Babaylan leadershipโgrounded in wisdom, resilience, and service to the community. Truly, her journey embodies the spirit of this yearโs Womenโs Month celebration: breaking barriers, inspiring communities, and proving that leadership knows no gender.
She currently serves as the Provincial Director (Director III) of the TESDA Provincial Office in Ilocos Norte, after being promoted on 19 January 2026 from her previous role as Chief Administrative Officer of the Finance and Administrative Services Division (FASD) at TESDA Regional Office I.
She held the position of FASD Chief for almost four years, since 17 May 2022, overseeing five critical unitsโHuman Resources, Accounting, Budget, Supply/Property Management and General Services, and the Cash Unitโensuring efficient financial and administrative operations across the region. In addition, she brought 18 months of hands-on leadership experience as Officer-in-Charge (OIC) Administrator of the TESDA Provincial Training Center La Union.
In 2007, she transitioned to government service, joining the Philippine Drug Enforcement Agency (PDEA) Regional Office I. From her humble beginnings as a Job Order personnel, she rose through the ranks to become a permanent Intelligence Officer I. Over 12 years, she handled diverse responsibilities in law enforcement operations and financial management, including Financial Analyst, Payroll Officer, Section Chief of Fund and Disbursement, Section Chief of Cash Flow Management, and OIC-Chief of the General Services Division.
Her dedication and exemplary performance led to her promotion in 2020, when she formally took her oath as Chief of the Budget Division at the TESDA Central Office. Building on this achievement, she was again promoted on January 19, 2026, as Director III of TESDA.
With 23 years of combined experience in both the government and private sectors, PD Estigoy brings a wealth of expertise and a proven record of excellence in leadership and management. Her professional journey began at the young age of 23, when she led the Internal Audit Team of a banking institution. She later joined Pepsi Cola Philippines, Inc. as Sales Office Manager for Pangasinan and Baguio City, and was subsequently promoted to Operations Manager. These roles honed her managerial skills in human resources, logistics, and financial operations during her four-year tenure in the private sector.
Moreover, PD Estigoy is also a licensed Real Estate Appraiser and Broker, holding a Masterโs Degree in Business Administration, and proudly serves as a reservist in the Philippine Army.
Her professional advocacies include advancing technical-vocational education and training, empowering communities through lifelong learning, promoting public service excellence and accountability, championing women in leadership, and motivating staff to capacitate their credentials and enhance their personality.
Beyond her core responsibilities, she contributes significantly to the region through diverse leadership and oversight rolesโserving as Chairperson of the Regional Disaster Response Committee, the Technical Inspection and Acceptance Committee (TIAC), and the Human Resource Merit, Promotion and Selection Board; Vice Chairperson of the Regional Bids and Awards Committee; and active member of key bodies such as the SALN Review and Compliance Committee, PRAISE Committee, Performance Management Team, HRDC, Administrative Complaints Committee, CODI, and many othersโdemonstrating her steadfast commitment to accountability, service excellence, and community empowerment.
Guided by compassion, competence, and commitment, PD Estigoy continues to inspire her colleagues and clienteleโstanding as one of this generationโs Babaylan leaders.
