The C-Talks Version 2 Masterclass Edition Framework was developed from the experiences, processes, and learning activities implemented throughout the five-month-long C-Talks Masterclass, a professional development initiative designed to provide participants with relevant learning opportunities, skills enhancement, and meaningful engagement through a series of training sessions and masterclasses.

𝗡𝗘𝗪𝗦 | MMSU faculty complete home care training in China

Five faculty members of Mariano Marcos State University (MMSU) successfully completed a 12-day home care services training program at the Guangxi Health Science College (GXHSC) in Nanning City, China, paving the way for the first Transnational Higher Education program in Region 1.

Held from July 20 to 31, the specialized training “Sino-Philippine Ingenuity Nourish New Life - Advanced Training Course for Teachers on Postpartum Confinement Meal Preparation (Maternal & Infant Care)” aimed to review and compare the maternal and infant care curricula and formulate unified teaching standards of MMSU and GXHSC.

Participating in the course were Prof. Felicitas Sanculi, Prof. Judelyn Mandac, and Ms. Christine Quiapo of the College of Industrial Technology (CIT), as well as Ms. Alma Asuncion and Ms. Shaira Vita Mae Adviento of the College of Teacher Education.

As partner institutions, MMSU and GXHSC are set to offer a Bachelor of Homecare Services Technology (BHST), a ladderized four-year program to be based at the CIT Paoay Campus.

MMSU President Virgilio Julius P. Manzano, Jr., described the training as a significant step toward the eventual offering of the BHST program in the university. Earlier this month, Dr. Manzano visited the Paoay campus to monitor the ongoing construction of a laboratory facility, which will house the new degree program.

“We are deeply grateful to the Guangxi Health Science College for its generous support and shared vision,” Dr. Manzano remarked. “The training not only strengthened our faculty members, but more importantly, our growing partnership with GXHSC.”

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | Two faculty members from the TVLEd Department, Mrs. Alma C. Asuncion and Ms. Shaira Vita Mae G. Adviento, are participating in the Sino-Philippine Ingenuity • Nourish New Life – Advanced Training Program for Teachers on Postpartum Confinement Meal Preparation (Maternal and Infant Care) from July 20–31, 2026 in Nanning City, Guangxi Zhuang Autonomous Region, China.

The 10-day training, attended by five MMSU faculty members, supports the implementation of the pioneering Bachelor of Homecare Services and Technology, a transnational program jointly developed by MMSU and Guangxi Health Science College. The program aims to strengthen faculty expertise in maternal and infant care, particularly in postpartum meal preparation. All training-related expenses, including round-trip airfare, accommodation, meals, local transportation, and training fees, are fully sponsored by Guangxi Health Science College.

𝗡𝗘𝗪𝗦 | CHED approves 7 MMSU programs for Open Distance and e-Learning (ODeL)

Students from anywhere in the Philippines, and eventually around the world, may soon earn a degree at Mariano Marcos State University (MMSU) without setting foot on campus after the Commission on Higher Education (CHED) approved 1 academic program and six degree programs that will be offered through Open Distance and e-Learning (ODeL), based on the General Authority (GA) released on July 20.

The 1st Indorsement from CHED Regional Office I, Director Cherrie Melania Ancheta-Diego, issued on July 2, informed MMSU President Virgilio Julius P. Manzano, Jr. that the university had been granted authority to offer several academic programs through CEB Resolution No. 224. These programs include the Doctor of Education, Master of Arts in Education major in Language and Literature, Master of Arts in Education with a major in Early Childhood Education, Bachelor of Secondary Education major in Language and Literature, Bachelor of Elementary Education, Bachelor of Early Childhood Education, and Professional Education through Open Distance e-Learning (ODeL).

On July 20, CHED Chairperson Shirley C. Agrupis granted official approval for MMSU to start offering these programs.

ODeL Chief Regie Boy Fabro said the approval opens new opportunities for learners who cannot attend classes on campus because of work, distance, or other circumstances.

"This approval allows MMSU to reach learners wherever they are. Through ODeL, we can deliver quality education beyond the walls of the university while ensuring that our academic standards remain the same," Dr. Fabro said.

Dr. Fabro added that the university will immediately begin preparations for the rollout of the programs, including strengthening the MMSU Virtual Learning Environment (MVLE), developing online instructional materials, and training faculty members for online teaching. The university targets to open enrollment for the approved programs in the next academic year.

President Manzano said the CHED approval is a major step toward the university's vision of becoming a borderless institution through its MMSU Online initiative.
"This is about making quality education accessible to every Filipino, especially those in geographically isolated communities. Through MMSU Online, we are building the foundation for our long-term goal of establishing the MMSU Open University while expanding opportunities for more learners to study at MMSU," President Manzano said.

Dr. Manzano added that the university has continued to invest in digital infrastructure and locally developed instructional materials to ensure that students receive quality learning experiences regardless of location.

The University President expressed hope that more MMSU academic programs will eventually be offered through ODeL, enabling the university to serve more learners and respond to the changing needs of higher education.

Lasaten has designated a new set of officials for the college. Together with Dr. Lasaten, Dr. Gerry D. Abad (College Secretary) anchors administrative operations.

Leading the academic divisions as department chairs are Dr. Rosabel L. Acosta (Secondary Education), Dr. Gina Sylvia S. Gaoat (Elementary Education), Dr. May Flor C. Rivera (Early Childhood and Special Needs Education), Assoc. Prof. Johnson Modesto A. Blanco (Technical-Vocational and Livelihood Education), and Dr. Gorge M. Bagaoisan (Human Movement and Arts Education).

To support specialized academic initiatives and advance institutional goals, the CTE operates key designated centers, led by Dr. Maria Eliza S. Lopez (SWK), Dr. Vida V. Antonio (CTEX), and Dr. Mayflor C. Rivera (CIECE).

For the University Laboratory Schools, Prof. Philistia Mercuria Bagayas continues her service as Principal, alongside Assoc. Prof. Romeo Abucay, who steps into the role of Head Teacher.

To strengthen research output, institutional growth, and holistic student support, key administrative coordinators have been designated: Asst. Prof. Leonardo D. Tejano (Research), Dr. Imelda L. Najorda (Extension), Dr. Liezel A. Concepcion (Planning and Development), Ms. Shalina R. Asuncion-Cusilit (Instructional Materials), and Mr. Enrik Kristoffer L. 𝗡𝗘𝗪𝗦 | MMSU launches Global Horizons mentoring program to advance internationalized teaching and learning

Mariano Marcos State University, through the College of Teacher Education, launched Global Horizons: Mentoring for Teaching and Learning Excellence, a new initiative aimed at strengthening global perspectives in instruction and expanding academic opportunities for both faculty and students.

The program has been designed to bridge the gap between local instruction and global educational practices by leveraging the lived experiences of alumni and international educators.

Unlike conventional seminars, the mentoring program centers on real-world narratives, practical insights, and interactive engagement, enabling participants to better understand international academic systems, cross-cultural learning environments, and emerging global opportunities.
One of the highlights of the launching was the session titled “North to North, with Pasarabo,” delivered by alumnus Mr. John Paul C. Valiente, an accomplished educator and academic leader with experience in Canada. Drawing from his journey as an international student and teacher, Valiente unpacked key differences between Philippine and Canadian education systems, emphasizing that “different does not equate to better,” but rather calls for contextualized adaptation.

He introduced the “pasarabo framework,” which encouraged participants to reflect on which practices to retain, adapt, or set aside when navigating different educational contexts. Among his insights was the critical view of widely used frameworks such as Bloom’s Taxonomy and learning styles, which, he noted, are approached with skepticism in some Canadian schools. His session underscored the importance of flexibility and contextual responsiveness in teaching.

In another session, Dr. Mark Raguindin Limon shared best practices from his experience teaching in Canada, highlighting student-centered learning, inclusive education systems, and strong school-community partnerships. He discussed how curricula are designed to be flexible, requiring teachers to take an active role in developing learning experiences, while assessment practices emphasize participation, autonomy, and holistic development.

Dr. Limon also emphasized the importance of inclusive education through differentiated instruction and individualized learning plans, as well as the active involvement of parents and community members in supporting student learning.

Through storytelling sessions, mentoring circles, and knowledge exchange, the program aims to equip faculty with innovative teaching strategies and global competencies, while inspiring students to pursue international academic and career pathways.

The initiative is expected to result in improved integration of global perspectives in classroom instruction, increased student motivation toward academic excellence, and the establishment of a sustainable network of alumni and international partners supporting MMSU’s educational mission.

With the launch of Global Horizons, MMSU further strengthens its commitment to internationalization, positioning itself as a hub for globally responsive and future-ready teaching and learning.
