From Learners’ Dream to Reality
Project ALAB Eco-Park Breaks Ground at Lamut Central School
To create a meaningful learning space where children can appreciate science, culture, and the environment, the Schools Division Office of Ifugao, Philippine Army Finance Center Producers Integrated Cooperative (PAFCPIC), 6PS Construction, and Lamut Central School joined forces for the Memorandum of Agreement (MOA) Signing and Groundbreaking Ceremony of Project ALAB (Achieve Limitless Aptitude and Brilliance) on September 16, 2026, at Lamut Central School.
The project aims to establish an Eco-Park that will serve as a learning space where learners can explore science, appreciate Ifugao culture and heritage, and develop greater care for the environment and biodiversity.
The activity opened with the National Anthem, Doxology, and Ifugao Hymn, performed by the LCS Choir. Feneliza B. Vinluan, School Head of Ilap Elementary School, acknowledged the guests and participants, followed by the welcome and opening remarks of Edison C. Balanian, School Head of Lamut Central School.
In her project overview, Marlyn T. Lupa-i, Public Schools District Supervisor, shared that Project ALAB was conceptualized by the LCS Supreme Elementary Learners Government (SELG) through its former adviser, the late Sir Sylvester B. Lalan. She said the project went through several processes before becoming a reality and thanked PAFCPIC for providing ₱5 million in financial assistance. Lupa-i also recognized SEPS Mercedes Tayaban, who is in charge of the Social Mobilization and Networking Unit (SOCMOB), for coordinating the project with PAFCPIC.
Virginia Amogan-Batan, CESO VI, OIC, Office of the Schools Division Superintendent, said the ₱5 million would go a long way, but the project’s true success would be measured by the learning, values, and sense of responsibility it develops among learners.
PAFCPIC President BGEN Fernando S. Zabat expressed hope that the Eco-Park would become a place where learners can enjoy science, read, collaborate, create memories, and understand the richness of Ifugao culture. He also encouraged them to practice the values of being Makadiyos, Makatao, Makakalikasan, and Makabansa.
The project also gained support from different sectors of the community.
Hon. Conrado Buccat, Sangguniang Bayan Representative and Committee on Education representative, led the reading of the commitment, which was signed by stakeholders from DepEd, the PTA, learners, and other partners.
Among those who pledged their support was Vincent Guinid Pinkihan, contractor of 6PS Construction. Atty. Mariano B. Buyagawan Jr., Municipal Mayor, was represented by Hon. Atty. Brix Paul B. Chaguile, Municipal Vice Mayor, who emphasized that education is a birthright and that learners need a conducive place for learning.
Hon. Conrado Buccat also pledged continued support through public service, while Hon. Ronaldo Daulayan, Barangay Captain of Poblacion West, represented by Ronalyn Cuttiyog, expressed support for quality education and congratulated the school and partner organizations for reaching the milestone.
For the parents, Ruth Audrey Bascos, PTA President, encouraged everyone to help care for what they had built together.
Environmental support was also pledged by Arnel D. Bilibli, OIC-PENR Officer, who committed to providing trees and technical assistance to help the Eco-Park thrive. He emphasized the value of bringing books and trees together to create a greener learning environment.
Representing PCOL Jeremias G. Oyawon, Provincial Director of the Ifugao Provincial Police Office, Plt. Col. Rommel B. Saguilot affirmed the police’s commitment to public safety and a safe and conducive environment for the project.

The event featured a Dinnuya performance by the LCS IPED group, followed by the ceremonial signing of the MOA and the giving of tokens to guests and stakeholders.
The blessing ceremony was led by Rev. Fr. Harry James Gawongna, Parish Priest of St. Francis of Assisi.
The activity concluded with the groundbreaking ceremony, participated in by representatives of SDO-Ifugao, PAFCPIC, 6PS Construction, and Lamut Central School, marking the beginning of the Project ALAB Eco-Park.
