The Department of Extension and Training (DET) convened college deans and program chairpersons for a leveling-off meeting to discuss institutional updates and strategic directions on August 20, 2026, at the IFSU New Library, Lamut Campus.

Led by DET Director Desiree A. Ballitoc, the session focused on evaluating the department's existing extension modalities alongside a set of proposed new modalities. The restructuring ensures that extension budgets directly support programs aligned with the State Universities and Colleges (SUCs') core functions: transferring knowledge, technology, and research outcomes to marginalized rural communities to uplift quality of life, eradicate poverty, and foster sustainable local development through active community engagement.

Director Ballitoc emphasized that extension and training initiatives will adopt a streamlined structure. Under the proposed setup, each academic college will implement one (1) Extension and Training Banner Program composed of two (2) projects with a three- to five-year life cycle. All programs must be anchored on DET's strategic extension framework, HAGGIYO.

To ensure that interventions address actual community needs, Director Ballitoc underscored the importance of conducting a comprehensive Community Needs Assessment (CNA) prior to project implementation. The CNA will serve as the primary basis for program development, integrating the college's technical expertise, mature university research ready for technology transfer, and community-identified needs and aspirations.

Director Ballitoc also clarified that while extension programs will be faculty-led, students will serve as active co-proponents and partners in community engagement activities.

To expand the University's knowledge-sharing initiatives, Director Ballitoc introduced six (6) proposed extension modalities: the Extension Journal, E-Extension, IFSU School-on-Air, Students Field School, Micro-Credentialing through Extension, and an Extension Coffee Table Book.

The session provided clearer direction for future extension initiatives while reinforcing the University's commitment to responsive, research-based, and community-centered development programs.//

In a continuing effort to strengthen early childhood education at the grassroots level, the College of Education (COE) conducted a one-day Capability-Building Seminar-Workshop for 33 Child Development Workers (CDWs) at Barangay Tuplac, Kiangan, Ifugao, on July 23, 2026.

The activity aimed to enhance the competencies of local CDWs in planning, managing, and creating interactive learning environments for young children. Participants were introduced to contemporary pedagogical approaches that emphasize learner-centered, play-based, and activity-based teaching strategies to support holistic child development.

In her opening remarks, Ms. Rogeline D. Binsay, Municipal Social Welfare Officer II and MSWDO Focal Person, expressed her appreciation for the initiative and highlighted its significance in supporting the professional growth of child development workers.
โ€œThis session is a huge help to our continuous learning process. I look forward to seeing our CDWs apply these play-based and activity-based teaching methods to foster the holistic development of their learners,โ€ she said.

Dr. Leila B. Gomultim, Bachelor of Early Childhood Education (BECED) Program Chairperson, discussed the fundamental principles of the play-based teaching method, while Mr. Brandon Pierre P. Gullunan, BECED faculty member, discussed the activity-based teaching and its practical application in early childhood learning.

Following the lecture sessions, participants engaged in interactive workshops and an open forum, where they exchanged experiences, shared insights, and explored practical ways of integrating the concepts into their respective child development centers.

The seminar-workshop forms part of the ongoing extension project of the COE titled โ€œLaying the Foundation: Building Cognitive, Emotional, and Social Skills among Early Childhood Learners (Phase 2),โ€ in partnership with the Municipal Social Welfare and Development Office (MSWDO) of Kiangan, which seeks to strengthen the capacities of child development workers and promote quality early childhood education in local communities.//With reports from MB Ananayo

Long before modern extension programs existed, the Ifugao practices of Ubbuh (reciprocal labor exchange) and Baddang (community mutual aid) functioned as organic, peer-to-peer networks.

Today, this cultural framework powers the Ifugao State Universityโ€™s Baddangan Programโ€”the University banner volunteer initiative. By uniting students, faculty, staff, alumni, and partners, IFSU breathes new life into indigenous cooperative volunteerism, translating civic duty into impactful grassroots education, sustainable livelihood training, emergency disaster response, among others.

The Training and Competency Assessment Center (TCAC), under the Ifugao State University (IFSU) Department of Extension and Training (DET), will officially open assessment applications for its Web Development NC III, Visual Graphic Design NC III, and Agricultural Crops Production NC II programs. This follows the successful renewal of its Certificate of Accreditation from the Technical Education and Skills Development Authority (TESDA) after an on-site inspection conducted on July 2, 2026.

The renewal reaffirms TESDAโ€™s confidence in IFSUโ€™s capability to deliver quality competency assessments and training programs that drive workforce readiness and community skills development.

Ms. Ellayne Abellera, TESDA Provincial Office Competency Assessment Focal Person, led the on-site inspection alongside TESDA-accredited assessors Ms. Glenna Tomas and Mr. Emmanuel Bulahao. Ms. Daisy D. Jamorabon, Regional Competency and Assessment Focal Person, joined the proceedings virtually. The team conducted a thorough audit of the Universityโ€™s facilities, equipment, assessment venues, and learning resources to ensure continued adherence to national standards.

The successful re-accreditation highlights the ongoing collaboration between IFSU and TESDA in expanding access to technical-vocational education, competency assessment, and lifelong learning. Through this partnership, community members gain vital pathways to acquire nationally recognized certifications, enhance their employability, and develop skills tailored to industry needs.

Since 2019, the TCAC at IFSU has provided flexible, community-oriented programs that bridge the gap between theory and practice. The initiative directly supports diverse groups, including Indigenous Peoples, out-of-school youth, farmers, alumni, and working professionals.// With reports from RP Dalipe
