In an effort to enhance public readiness for a potential major earthquake, the Office of Civil Defense is gearing up for the third quarter Nationwide Simultaneous Earthquake Drill (NSED) on Thursday, September 11, 2025, at 4:00 PM.

The ceremonial pressing of the button will take place at Camp Aguinaldo in Quezon City, with a full-scale exercise to follow at the 525th Engineering Combat Battalion Training Area, Libingan ng mga Bayani in Taguig City.

The Q3 exercise depicts the dreaded “Big One” scenario, or a magnitude 7.2 earthquake with intensity VIII occurring in Metro Manila, Central Luzon, and CALABARZON, separating the metro from the rest of the region, and damaging the National Disaster Risk Reduction and Management Council (NDRRMC) Operations Center in Quezon City.

With the command-and-control hub for the NDRRMC and its attached agencies becoming non-operational, coordination is hindered but rescue and response efforts are to be initiated by the Regional Disaster Risk Reduction and Management Councils 1, 2, 5, 6, 7, 8, and CARAGA.

The chain of events will include command and control establishment, mass casualty incident management, collapsed structure search and rescue, emergency operations center activation, incident management team activation, management of the dead and missing, logistics coordination, hazardous material response, and communication management.

Government agencies at the national and regional levels, local government units, uniformed services, and other organizations will take part in the exercise, testing coordination and response capabilities across strategic, operational, and tactical levels.

The OCD emphasizes the importance of regular earthquake drills, citing the country’s high vulnerability to earthquakes.

The agency also highlights the need for engineering solutions, strict compliance with the Building Code, and enhanced coordination among various sectors to boost the country's earthquake preparedness.
