UWAN FURTHER INTENSIFIES WHILE MOVING WEST NORTHWESTWARD OVER THE SEA EAST OF EASTERN VISAYAS.
Location of Center (4:00 AM):
The center of Typhoon UWAN was estimated based on all available data at 985 km East of Eastern Visayas (12.4ยฐN, 133.7ยฐE)
Intensity:
Maximum sustained winds of 130 km/h near the center, gustiness of up to 160 km/h, and central pressure of 965 hPa
Present Movement:
West northwestward at 25 km/h
Extent of Tropical Cyclone Winds:
Strong to typhoon-force winds extend outwards up to 780 km from the center

Heavy Rainfall Outlook
Refer to Weather Advisory No. 5 issued at 5:00 AM today for the heavy rainfall outlook due to UWAN.
Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
โข Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
โข Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The highest Wind Signal that will likely be hoisted throughout its passage is Wind Signal No. 5.
Furthermore, UWAN will also bring occasional gusty conditions reaching strong to gale-force strength over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):
โข Today and tomorrow (09 November): Palawan, Visayas, and Mindanao.
โข Monday (10 November): Luzon and Visayas.
Coastal Flooding
There is a high risk of life-threatening and damaging storm surge with peak heights exceeding 3.0 m within the next 48 hours over the low-lying or exposed coastal communities of Isabela, Aurora, Quezon including Polillo Islands, Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsgon, Northern Samar, and Eastern Samar. HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is in effect over the northern and eastern seaboards of Luzon and the eastern seaboard of Visayas. Refer to Gale Warning No.2 issued at 5:00 AM today.

Up to very rough, high, or very high seas over the following coastal waters:
โข Up to 14.0 m: The northern and eastern seaboards of Catanduanes; the eastern seaboard of Camarines Sur
โข Up to 10.0 m: The eastern seaboards of Camarines Norte, Albay, and Sorsogon; the northern seaboard of Northern Samar
โข Up to 8.0 m: The eastern seaboards of Cagayan, Isabela and Northern Samar; the seaboards of Aurora and northern mainland Quezon; the northern and eastern seaboards of Polillo Islands
โข Up to 7.0 m: The eastern seaboard of Eastern Samar
โข Up to 6.0 m: The seaboards of Batanes and Babuyan Islands; the northern seaboard of mainland Cagayan
โข Up to 4.5 m: The seaboards of Siargao and Bucas Grande Islands and Dinagat Islands
โข Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.

โข Up to 3.0 m: The remaining seaboards of Sorsogon, Albay, Camarines Norte, Ticao and Burias Islands; the eastern seaboard of Masbate
โข Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.
Up to moderate to rough seas over the following coastal waters:
โข Up to 2.5 m: The southern seaboard of Samar; the eastern seaboards of Leyte, Southern Leyte; the remaining seaboard of Eastern Samar
โข Up to 2.0 m: The seaboard of Marinduque, Kalayaan Islands, Antique, Biliran, Zamboanga del Norte, and Sarangani; the western seaboards of Lubang Islands and Calamian Islands; the western and southern seaboards of Negros Oriental; the southwestern seaboard of Negros Occidental; the northern seaboard of Leyte; the northern and eastern seaboards of Romblon; the remaining seaboards of Bicol Region, Quezon, Northern Samar, Samar, and Caraga Region
โข Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
TRACK AND INTENSITY OUTLOOK
โข It must be emphasized that heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to โOther Hazards affecting Land Areasโ for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
โข UWAN is forecast to move west northwestward until Monday (10 November) before turning generally north northwestward by Tuesday (11 November). On the track forecast, the center of UWAN may make landfall over the southern portion of Isabela or the northern portion of Aurora tomorrow (09 November) late evening or Monday early morning. After landfall, UWAN will traverse the mountainous terrain of Northern Luzon and emerge over the West Philippine Sea on Monday morning or afternoon.
โข UWAN is forecast to rapidly intensify and may reach super typhoon category tonight or tomorrow morning. It may also make landfall at or near its peak lifetime intensity. The interaction with the terrain will cause UWAN to weaken, but it is expected to remain as a typhoon throughout its passage over Northern Luzon and West Philippine Sea.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
