Mayor Roderick Awingan prescribes alternative work arrangements in LGU La Trinidad and suspends face-to-face classes at ALL LEVELS, both public and private educational institutions in La Trinidad on August 20, 2026, pursuant to Memorandum Circular No. 131 issued by the Office of the President.

Work-From-Home (WFH). May be authorized at the discretion and approval of the respective department or section head, taking into account the nature of the tasks and employee safety.

Staggered Shifts in Emergency Situations. Department and section heads are authorized to adjust and stagger on-site reporting schedules to mitigate travel risks during peak hazard hours (such as heavy rain or landslides), decongest public transit, and maintain unbroken administrative and emergency service delivery.

Essential and Frontline Services. Offices tasked with frontline, emergency, disaster response, and health services shall maintain full or sufficient onsite staffing to ensure unhindered operation.
These include:
• Disaster Risk Reduction and Management Office
• Health Services Office and Emergency Medical Services
• Public Order and Safety Team/ Traffic Auxiliary Unit
• General Services Office
• Environment and Natural Resources Office
• Mayor’s Office

Exemption for Employees in High-Risk/Remote Areas. Employees, regardless of whether they belong to essential frontline services or non-essential units, who reside in or must traverse far, remote, or high-risk areas prone to hazards (such as landslides, soil collapse, rockfalls, or road blockages) due to prevailing weather conditions are strongly encouraged NOT to report for physical onsite duty.

Affected employees shall immediately inform their respective office heads and shall automatically be placed under a WFH modality or alternative remote output assignment to ensure their utmost safety.

Accessibility and Performance. Employees assigned under WFH or offsite arrangements must remain online, accessible, and responsive via official communication platforms during standard working hours (8AM to 5PM) to address public inquiries and complete assigned tasks.

Duties of Department Heads. Office heads shall:
• Establish clear rotational rosters ensuring smooth operational coverage while considering safety risks to personnel
• Monitor staff outputs and task completion for personnel under offsite arrangements
• Ensure proper turnover of critical tasks between on-site and offsite personnel

Private Sector Guidelines. Private business establishments and enterprises operating within the municipality are strongly encouraged to adopt flexible work arrangements suited to their operational capacity while adhering to labor laws and safety standards.

. Pursuant to the directive of Office of the President through Memorandum Circular No. 131, Governor Dr. Melchor Daguines Diclas said that face-to-face classes in all levels, both public and private, are still suspended on Thursday, August 20.

According to the Memorandum, schools shall implement appropriate alternative learning modalities and other learning continuity measures, as may be feasible, to ensure that learning activities continue while face-to-face classes are suspended.

MALACAÑAN PALACE ORDERS GOV’T OFFICES TO IMPLEMENT ALTERNATIVE WORK ARRANGEMENTS, MODES FOR SCHOOLS FOR AUGUST 18, 2026

𝐌𝐄𝐌𝐎𝐑𝐀𝐍𝐃𝐔𝐌 𝐂𝐈𝐑𝐂𝐔𝐋𝐀𝐑 𝐍𝐎. 𝟏𝟐𝟗, 𝐬. 𝟐𝟎𝟐𝟔

Upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), and in anticipation of continued heavy rainfall associated with the enhanced Southwest Monsoon, government offices in the National Capital Region and the provinces of Abra, Benguet, Ilocos Sur, La Union, Pangasinan, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Batangas, Cavite, Laguna, Rizal, Occidental Mindoro, and Oriental Mindoro are directed to implement appropriate alternative work arrangements on 19 August 2026.

Agencies delivering essential and vital services shall continue their operations. Alternative learning modes and learning continuity measures shall be implemented in public and private schools in the aforementioned areas.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.
