The Commission on Higher Education (CHED), under its current leadership, reaffirmed that it does not tolerate irregularities in the use of public funds and has intensified monitoring of scholarship transactions, including Audit Observation Memorandum (AOMs) issued by the Commission on Audit (COA) before 2025.
CHED clarifies that the ₱941.87 million in scholarship transactions cited in the The Daily Tribune article, “CoA Flags ₱941.87M in CHED Scholarship Irregularities, Citing Fund Mismanagement,” published on October 11, 2026, represents cumulative balances involving transactions dating as far back as 2019 and should be understood within this broader timeline.

𝐁𝐒𝐔 𝐖𝐄𝐋𝐂𝐎𝐌𝐄𝐒 𝐒𝐂𝐎𝐔𝐓 𝐎𝐅𝐅𝐈𝐂𝐈𝐀𝐋𝐒 𝐅𝐎𝐑 𝐀 𝐃𝐀𝐘

Benguet State University (BSU) joined the 2026 Scout Offcials for a Day (SOFAD) program. The program allows senior scouts from schools across Benguet to experience the duties and responsibilities of leaders from the national line agencies, Local Government Units, and State Universities and Colleges for one day.

The program was conducted in coordination with the Boy Scouts of the Philippines-Benguet Council, the Girl Scouts of the Philippines, the Benguet Provincial Local Government Unit, national line agencies, and BSU as part of the annual National Scouting Month celebration. The turnover and oath-taking ceremonies were held at the Provincial Capitol Grounds, La Trinidad, Benguet.

During the program, selected scouts formally assumed designated positions in BSU offices and were guided by University Officials and their representatives. The activity began with a flag-raising ceremony, followed by the rededication to the Scout Oath and Law and the Girl Scout Promise and Law led by Provincial Governor Melchor D. Diclas.

The turnover of responsibility followed, including the ceremonial key, gavel, and parliamentary books, marking the scouts’ temporary assumption of their respective assignments. The ceremony was led by Benguet Gov. Diclas, SOFAD Governor Greyzl Mark Bello, Benguet Vice Governor Marie Rose Fongwan-Kepes, and SOFAD Vice Governor Allysa Kate S. Laoyan.

In his message, Gov. Diclas encouraged the scouts to perform their duties well and to embrace service-centered leadership.

“This turn-over of the keys of the province is not just an exercise, it is an affirmation of our thoughts in your potential. Leadership is not about the titles we hold nor the sashes we wear, or the powers we hold. True leadership begins with a heart of service,” he said.

After the message, Bello expressed gratitude for being selected as SOFAD Governor and reflected on the responsibility that comes with the opportunity.

“To be chosen for this opportunity, even for just a day, is not simply about holding a title. It is about understanding that leadership is not about power, but about service,” Bello said.

The Benguet State University Guestel welcomed university employees and students during its Open House as part of the First University Business Affairs (UBA) Festival this October 2026.

Guestel Project Manager Edna B. Delmas began the open house by presenting a brief history of the university’s guest houses. She thanked the UBA for the opportunity to showcase Guestel and its services to the campus community.

Scout Official for a Day VP for Business Affairs Lira Kate E. Doctolero delivered her message and expressed gratitude for being part of the activity.

Following this, a ribbon-cutting was held to officially launch the open house, which featured a tour of the guest house and several competitive activities. Participants joined in various games including the Make-a-Bed Challenge, Pack Like a Guest, Guestel Trivia, Laundry Relay, Key-in Challenge, and Lucky Guest of the Hour.

The BSU Guestel is one of the university’s Income Generating Projects under the supervision of the UBA.//EBawayan
