KORONADAL CITY, September 18, 2026 โ€” The Department of Education (DepEd) SOCCSKSARGEN Region conducted the 2026 Learner Rights and Protection (LRP) Caravan at Bacongco National High School under the Schools Division Office of Koronadal City, engaging learners in discussions and interactive activities focused on preventing bullying and violence in schools.

Carrying the theme โ€œTara, Aral: Ligtas na Paaralan, Bullying Wakasan,โ€ the activity emphasized the role of learners in promoting safe learning environments through age-appropriate discussions and learner-led activities.

The program featured an anti-bullying discussion, followed by the BYAHE: Bullying-Free Youth Action for Health on Peer Violence activity.

A total of 131 individuals, including 100 learners from Bacongco National High School, regional and division personnel, and representatives from partner organizations, including the Department of Social Welfare and Development (DSWD) and Save the Children Philippines joined the activity.

Further, the LRP Caravan proceeded to selected schools within SDO Koronadal City to provide advocacy materials related to child protection.

A total of 953 individuals affected by the active shooting incident at Banga National High School on Sept. 18 receive Psychological First Aid (PFA) from Sept. 19 to 21 as part of the ongoing psychosocial response of government agencies and local authorities.

Among the recipients are 623 learners, 286 parents and guardians, and 44 teachers, according to interagency data.

The Psychological First Aid intervention is conducted through an interagency effort involving personnel from the Department of Social Welfare and Development (DSWD) national and regional offices, Department of Health-Regional Health Unit (DOH-RHU), Local Government Unit (LGU) of Banga, and 45 Psychological First Aid providers from the Department of Education (DepEd) coming from the regional office and various Schools Division Offices.

Following the completion of the initial PFA activities, the SDO South Cotabato implements the HINTO phase on Sept. 21, in line with Department of Education Order No. 14, s. 2026, which outlines the โ€œHayo, Hinay, Hinga, Hintoโ€ framework for emergency response and psychosocial support in schools.

The division is set to transition to the HINGA phase from Sept. 22 to 29, during which learners, teachers, and other affected stakeholders will continue to receive mental health and psychosocial support services.

Activities scheduled during the HINGA phase include continuing Psychological First Aid, Post-PFA Teacher Check-Ins, and continuing Mental Health and Psychosocial Support Services (MHPSS) and referral through interagency collaboration.

These interventions aim to provide continued support to individuals affected by the shooting incident as schools prepare for recovery phase and education continuity.

DepEd SOCCSKSARGEN hosted the Simultaneous Flag-Raising Ceremony today at the Regional Office XII Grounds in Koronadal City, marking the opening of the CY 2026 Regional Development Council (RDC) Week Celebration.

Anchored on the theme โ€œRDC XII RISE! Responsive, Inclusive and Service-Oriented Empowerment,โ€ the ceremony gathered government offices in a shared commitment to responsive public service and inclusive regional development. DepEdโ€™s hosting of the opening activity also underscored the education sectorโ€™s role in advancing regional development through the learners, personnel, and communities it serves.
